美关注洪都拉斯政局敦促维护宪政

洪都拉斯军方在一项存在争议的宪法公投开始之前，将总统塞拉亚驱逐到哥斯达黎
加。奥巴马政府对这起发生在中美洲国家的事件表示关注。

洪都拉斯总统塞拉亚说，军方动用武力在深夜将他从住所带走，把穿着睡衣的他送
到哥斯达黎加。这起流放事件发生正好发生在总统塞拉亚安排进行公投这一天。这
项公投将决定是否改变宪法，让塞拉亚连任总统。虽然洪都拉斯高等法院宣布公投

洪都拉斯代总统下令宵禁
 
在宣誓接任代理总统之后不久，洪都拉斯代理总统米凯莱蒂下令该国全国实施宵禁。
宵禁期间为周日和周一两天的晚上9时到次日晨间6时。洪都拉斯国会宣布，米凯莱
蒂将代行总统职责，直至通过大选产生新的总统为止。

6月28日清晨，洪都拉斯总统塞拉亚被军方逮捕，随后被送上飞机放逐到哥斯达黎加。
洪都拉斯国会表示，是国会议员投票决定驱逐总统，因为他“重复违反宪法和法律
以及无视有关机构的命令和裁决”。

以色列将在约旦河西岸新建住宅

以色列政府批准在占领的约旦河西岸新建50个住宅单位。以色列军方电台报道说，

中国延边经济依靠韩国实现高速增长

在过去10年时间里，赴海外赚取外汇的劳务人员共有20多万人，这些人赚取的外汇
总额达到62.8亿美元，该数值相当于这段时间延边州财政收入的一半以上。目前，
每年平均有10多万人在韩国工作，这些人赚取的外汇每年达到10亿美元，约为延边
州GDP的33%，已超过延边州农村经济收入。

朝鲜去年国内生产总值增长3.7%

2008年朝鲜的实际GDP比2007年增长3.7%，比同年韩国的GDP增长率2.2%高出1.5个百
分点。2008年朝鲜的国民总收入，即名义国民总收入为27.3472万亿韩元。韩国是朝
鲜的37.7倍，而2007年则是39.3倍。 去年朝鲜对华贸易增加，贸易规模达到38.2亿
美元。据统计，去年朝鲜出口额为11.3亿美元，同比增加22.8%。进口达到26.9亿美
元，同比增加了33.2%。

Leftist leaders rally around Honduran president

Leftist Latin American leaders rallied around ousted Honduran President Manuel Zelaya on Monday and tried to thrash out a response to an army coup that sparked protests in the impoverished nation and drew worldwide condemnation.

Pro-Zelaya demonstrators defied an overnight curfew and held a vigil by the presidential palace in Tegucigalpa, while Venezuela's firebrand President Hugo Chavez led talks with Zelaya and other allies in neighboring Nicaragua.

The coup is the biggest political crisis to hit Central America in years and will test U.S. President Barack Obama as he tries to mend Washington's battered image in Latin America.

The Obama administration called for Zelaya's return to office as legitimate president of Honduras, placing itself in the same camp as a group of leftist governments that are at ideological loggerheads with the United States.


Police, Basij 'imposters' arrested in Iran

Iran's Basij commander, Hossein Taeb, said Monday that the imposters had worn police and Basij uniforms to infiltrate the rallies and create havoc.  Taeb added that the recent anti-government riots have killed eight members of the Basij and wounded 300 others. “Basij forces are not authorized to carry weapons,” said Taeb, asserting that armed groups are the main culprit behind the killings.

Tehran Police Chief Azizallah Rajabzadeh has also insisted that his department had no role in the shoot-out that has become the focus of most media outlets in the West. “Policemen are not authorized to use weapons against people,” said Rajabzadeh. “They are trained to only use anti-riot tools to keep the people out of harms way,” said Rajabzadeh.

As Mousavi demurs, Iran conducts partial vote recount

Iran's Guardian Council has ordered partial recount of 10 percent of random ballot boxes across the country in front of state television cameras. "The order has been made following the hesitation of representatives of Mir-Hossein Mousavi and an ineffective joint meeting between certain members of the special committee of the Guardian Council and Mousavi," the office of the body's spokesman, Abbas-Ali Kadkhodaei, said on Monday.

The Guardian Council on Thursday announced that it would form a special committee to oversee a partial recount of the random ballot boxes. Mousavi, however, has rejected the offer of partial recount and refused to appoint a representative to the committee.

Israel May Shift on Settlements Freeze Amid Broader Effort

Israel would be open to a complete freeze of settlement building in the West Bank for three to six months as part of a broad Middle East peace endeavor that included a Palestinian agreement to negotiate an end to the conflict and confidence-building steps by major Arab nations, senior Israeli officials said Sunday.

The freeze would not affect construction that was already under way, nor include East Jerusalem. But it would mean that during the specified time no construction of any kind could start even in the close-in settlement blocks that Israel expects to keep in any future two-state agreement with the Palestinians. While such an offer falls short of President Obama’s demand that Israel halt all settlement building now, it is the most forthcoming response that senior Israeli officials have given to date and suggests that American pressure is having some effect. Until now, Israeli officials have insisted that settlements cannot be asked to end “natural growth” or “normal life,” meaning building for the children of those living there.

Mr. Barak himself declined to address the question of a temporary freeze in a conversation on Sunday with The New York Times, saying only that settlements should be viewed as one issue in a larger framework needed to create a Middle East peace. “For us, it is very important that the Palestinians commit to seeking an end to the conflict and a finality of any claims,” he said. “We should not isolate this issue of settlements and make it the most important one. It has to be discussed in the context of a larger peace discussion.” He added, “Many Israelis fear that what Palestinians want is not two states but two stages,” meaning an end to Israel in phases. He also said that by focusing solely on settlement building and not on what the Arab countries should also be doing for peace, Israel felt that it was being driven to its knees and delivered to the other side rather than asked to join a shared effort.

Israel, he said, was eager for a regional agreement that would lead to a state for the Palestinians and security for Israel.

'Palestinian support for Hamas waning'

According to the results of the poll published Monday, 18.8 percent of the Palestinian population backs the Islamist group, compared to 27% when the last JMCC survey was conducted in January.

The survey of 1,199 people also showed that 35% of Palestinians support Fatah, a nine percent rise compared with the previous survey.

In addition, 26.5% said they blamed Israel for the lack of a breakthrough in Fatah-Hamas reconciliation talks, while 23% said Hamas was responsible and 15% blamed Fatah.

Khader Khader, head of the JMCC media unit, said Hamas's popularity was hit by disgruntlement among Gaza residents over a lack of a deal in Egyptian-mediated reconciliation talks and the continued blockade of the territory.

Georgia condemns Russia 'war games'

Russia has begun military exercises in its North Caucasus area, a day before international observers are due to pull out of neighbouring Georgia, raising fears of increased tensions in the region.

Georgia has condemned as "dangerous" the 'Caucasus 2009' exercises, which are being held just north of the border where Russia and Georgia fought a brief war in August last year.

Russia has said the week-long exercises, involving 8,500 troops and nearly 200 tanks, will focus on counter-terrorism and the defence of strategic targets.

"Holding such large-scale exercises in this region ... is dangerous and is playing with fire," Alexander Nalbandov, Georgia's deputy foreign minister, told the AFP new agency.

Nalbandov said Russia's actions were "aimed at further increasing tensions in the region".

Lieutenant Colonel Andrei Bobrun, a local Russian military spokesman, said: "The aim of the exercises is to establish the actual state of battle readiness and troop mobilisation deployed in Russia's southwest region."
