阿富汗总统敦促塔利班投票
阿富汗总统卡尔扎伊呼吁塔利班和其他武装分子在阿富汗将要举行的选举中投票。
卡尔扎伊说,武装分子应当在8月20号的总统及省议会选举中投票推选自己的候选人。
他是星期六在喀布尔举行的一次记者会上做上述表示的。
朝鲜谴责日本对其进行空中侦察活动
朝鲜人民军空军司令部27日在平壤发表新闻公报,谴责日本派遣飞机对其海岸和中
心地区进行空中侦察活动,并警告日本“不要轻举妄动”。公报说,日本的这种空
中侦察活动是“不可容忍的军事挑衅”。朝鲜人民军空军“决不会容忍”日本的这
种空中侦察行动。
韩国修订国防计划提出先发制人摧毁朝核武器
韩国国防部26日发布了截至2020年的“国防改革基本计划”修订案,主要内容为增
强战斗力以应对朝鲜的核武器及导弹威胁。修订案明确表示,如果发现朝鲜有使用
核武器或发射弹道导弹的征兆,韩国将使用精密制导武器进行先发制人的打击。根
据修订案,韩国将从美国引进“全球鹰”无人侦察机和能够攻击地下设施的掩体炸
弹,并加快构筑由卫星和宙斯盾舰组成的导弹防御体系。
美官员重申将继续对台军售不会与中国商量
美国在台协会台北办事处处长杨苏棣26日在记者会上重申,美国今后也将根据《台
湾关系法》向台湾提供武器援助,在此事上“不会与中国商量”。他还表示,等奥
巴马政府的人事安排告一段落后,将继续研究向台湾出售新型F-16战斗机的问题。
美将任命协调官与中国磋商对朝制裁问题
奥巴马政府26日决定任命原驻玻利维亚大使菲利浦高德博格为协调官,负责与中国
磋商如何切实履行联合国安理会决议对朝鲜实施制裁的问题。美国政府准备于近期
派高德博格率团访问中国。具体日程正在协调之中。
塞尔维亚以战争罪起诉阿族人
塞尔维亚检察官起诉17名前阿尔巴尼亚族游击队战斗人员,指称他们在1998年到1999年的科索沃战争刚刚结束时针对平民百姓犯下战争罪行。起诉书指控这些前科索沃解
放军成员杀害了至少52名塞尔维亚族人、罗姆人和阿尔巴尼亚族平民。这些男子当
中仍然有八人在逃,他们还被控强奸了大批妇女,并犯有非法拘禁、毁尸、折磨以
及抢劫等罪行。这些检方所称的战争罪发生在靠近东部城镇格尼拉内的三个地点,

北约预警机挑战中俄空中安全

中国6月新增人民币贷款飙升 或达1万亿元
中国6月份新增人民币贷款预计将达到1万亿元左右,表明信贷增速在放缓两个月之
后再次急剧上升。今年第一季度中国新增人民币贷款4.58万亿元,接近去年全年的
规模。放贷速度在随后几个月有所回落,4月份和5月份的新增人民币贷款分别为5,918亿元和6,645亿元,但跟过去相比仍处于高位。信贷急剧膨胀,主要是由于中国政府去
年10月份推出人民币4万亿元的经济刺激计划,并要求各银行为公共项目建设提供资

通用汽车公司的知情管理人士周五表示,中国政府并未阻止四川腾中重工机械有限
公司收购通用汽车旗下的悍马(Hummer)品牌。之前BBC称中国有关部门将阻止四川腾

Ahmadinejad repledges to fight corruption
Iranian President Mahmoud Ahmadinejad renews the pledge to fight
those spreading corruption in the country, saying it is a
stepping-stone to universal justice.
“In parts of the society, people welcome justice but there are
always a small group of people who refuse to give in to justice.
They are the source of oppression and all of the country's
problems,” President Ahmadinejad said in an address to Judiciary
officials in Tehran on Saturday.
“The Executive branch is committed to the task of ensuring justice
in a general sense… but there are always hurdles that greedy
oppressors create to stop the course of justice,” he added.
The president also said that insuring justice in Iran is a prelude
to achieving the goal of global justice.
“Almost without exception, all nations of the world look to the
Iranian nation as a model nation, pioneers and saviors of all
nations,” said the president.
President Ahmadinejad has repeatedly announced his intention to
battle corruption during his first four-year term as well as the
run-up to the tenth presidential elections and since the bitterly
disputed June 12 ballot.
In a fiery TV debate with rival candidate Mir-Hossein Mousavi,
Ahmadinejad accused a number of Iranian figures of "graft",
"financial corruption" and "money laundering."
In a later speech, he also blamed the “same closed circles that had
once monopolized Iran's economy” for the inflation that gripped the
country during his term.
He also attacked them for spreading propaganda against him “with the
financial power they had previously gained.”
Karzai invites the Taliban to vote
Afghan President invites all opposition parties including the
Taliban to vote "for the president they want" in the country's
upcoming presidential and provincial council elections.
"Once again, I call on the Taliban, our brothers and other
oppositions who are in Afghanistan or outside of the country, I
request them to register their names and vote for the presidency or
members of the provincial councils they want," Hamid Karzai told
reporters in a press conference Saturday in Kabul.
"I want them not only to support the election, but also to stop the
war forever," Karzai said.
Forty-one candidates including incumbent president Hamid Karzai and
his former ministers Abdullah Abdullah and Ashraf Ghani Ahmadzai are
running for president in the presidential election which is to be
held on August 20.
This is while the Taliban are fielding no candidates and have warned
Afghans against taking part in the election.
Moreover, Karzai called on the international community not to take
sides during the election.
Israel expands West Bank settlements
In a new move to expand illegal settlements of the occupied West
Bank, Israel has ordered the registration of nearly 14-thousand
hectares of land adjacent to its largest settlement.
The order published by Palestinian Al-Quds newspaper concerns some
13,900 hectares (about 34,348 acres) of land east of Maale Adumim,
near the Dead Sea and the Jordan Valley.
Based on the report, the Israeli military called on Arab residents
living near the massive Maale Adumim settlement outside Jerusalem
(al-Quds) to register their land within 45 days.
The region is mostly inhabited by Arab Bedouin tribes, who have been
expelled during previous expansions of the settlement, the
boundaries of which already extend to the Jordan Valley.
Israel has repeatedly been called to halt the construction of
illegal settlements including the so-called "natural growth" in
existing settlements in the occupied West Bank.
US President Barack Obama has recently pressed Tel Aviv to halt all
settlement activities in order to re-launch stalled peace talks with
the Palestinians.
Israeli Prime Minister Benjamin Netanyahu, however, has ruled out
the possibility of total settlement freeze, saying Tel Aviv will
allow growth in existing ones, including Maale Adumim.
Nixon administration tried to force Israel to sign NPT
The memorandum, part of a collection of memos and tape recordings
released Tuesday by the Nixon Presidential Library, shows efforts to
get Israel to sign the 1968 Nuclear Nonproliferation Treaty. This
would have required Israel to open itself to international
inspection and dismantle any nuclear weapons program it had.
Israel resisted, which the memorandum anticipated, "because Israel
views its nuclear option on the NPT as an integral part of its
national security." Israel would not be easily influenced, the
unsigned memorandum predicted.
The document added, Israel preferred to keep the Arabs guessing as
to its power to deter attack, while the program provided bargaining
power in negotiating a settlement.
But the longer Israel would hold out against signing the treaty, it
also would reduce prospects for settling the Arab-Israeli dispute,
the memorandum said.
"We must be prepared whether to make this a crunch issue with Israel
and to make it clear that if Israel elects to go the nuclear route
it would cause a fundamental change in the US-Israeli relationship."
Next month, US President Barack Obama will meet with his Russian
counterpart, President Dmitry Medvedev, in Moscow and again at a
summit of world leaders in Italy. Obama will carry with him a
determination to reduce the spread of nuclear weapons. He has said
it is "absolutely imperative" that the United States take the lead.
The treaty requires all but five states - the United States, Russia,
China, Britain and France - not to develop nuclear weapons. A total
of 189 countries are parties to the treaty. The four exceptions are
Israel, India, Pakistan and North Korea.
Violence May Hinder Talks With Iran, Obama Says
“I would suggest that Mr. Ahmadinejad think carefully about the
obligations he owes to his own people,” Mr. Obama said. “And he
might want to consider looking at the families of those who’ve been
beaten or shot or detained.”
With Ms. Merkel at his side, Mr. Obama delivered some of his most
pointed remarks against Iran since the violent protests began two
weeks ago. Ms. Merkel said Germany and other nations shared his
view, saying, “Iran cannot count on the world turning a blind eye.”
“There is no doubt that any direct dialogue or diplomacy with Iran
is going to be affected by the events of the last several weeks,”
Mr. Obama said. “We don’t yet know how any potential dialogue will
have been affected until we see what has happened inside of Iran.”
But he added, “the clock is ticking,” with Iran pursuing its nuclear
program “at a fairly rapid clip.”

Call to execute 'rioters' in Iran
Ahmad Khatami, a member of Iran's Assembly of Experts, told
worshippers during a sermon at Friday prayers that Iran's judiciary
should charge such rioters as "mohareb", or one who wages war
against God. "Anybody who fights against the Islamic system or the
leader of Islamic society, fight him until complete destruction,"
..."We ask that the judiciary confront the leaders of the protests,
leaders of the violations, and those who are supported by the United
States and Israel strongly, and without mercy to provide a lesson
for all."
Chiefs of Russian,US general staffs focus on missile defense issue
As he summed up the results of his talks with Admiral Mullen,
General Makarov said that they had a ninety-minute discussion of a
number of fundamental and important issues related to international
and regional security. “The emphasis was on European security,” he
said.
“We touched upon matters related to the START treaty and had a
detailed and frank discussion of the Middle East, Georgia,
Afghanistan and Pakistan and also joint operations against the
pirates in the area of the Horn of Africa,” General Makarov said
about the agenda of the talks.
“we paid considerable attention to ABM issues, in particular the
creation of a third defense site in Poland and reviewed many of the
threats and challenges that emerged literally over the past few
years and months, including those in North Korea and the testing of
a nuclear device there,” Makarov said.
He believes that last April’s meeting of the Russian and US
presidents in London “gave a positive impetus to our military
cooperation, which has good prospects.”
“We reached the absolute unanimity in the sense there are many
threats and challenges that we should deal with together at the
political and military level,” Makarov said.
The two sides agreed “to work to resolve these issues in order to
establish lasting calm and normal life for the people in Europe and
the world over.” |
