俄外长说军控涉及导弹防御

拉夫罗夫说,新协议必须比现有条约向前迈进一步,并且必须把导弹防御及可能在
宇宙空间部署武器的问题考虑在内。莫斯科反对美国在波兰和捷克共和国设置导弹
防御系统,说这对俄罗斯安全构成威胁。

美国防部:导弹防御体系将伊朗威胁纳入评估

惠特曼说,奥巴马政府还没有决定是否要继续布什政府的努力,在波兰和捷克共和
国设立导弹防御体系。这个体系为了保护美国盟国免于受到像伊朗所说的它刚刚发
射的那些导弹的攻击。但是奥巴马总统说,他要评估这个体系从技术上是否可行以
及成本是否有效,还要看伊朗的威胁是否能够通过外交手段来缓解。奥巴马总统试
图通过外交手段接触伊朗领导人,努力在伊朗的导弹跟核武器以及其他问题上化解
分歧。但是他本周说,如果他今年年底前仍然得不到一个积极的回应,那么他将重
新审议他的政策。

美警告伊朗获核武器引发军备竞赛

美国国务卿希拉里.克林顿说,一个拥有核武器的伊朗所形成的阴影将使以色列和许多阿拉伯国家建立了一种“同盟”,引发中东和其他地区军备竞赛。她希望这种共
同利益不仅能推动与伊朗的外交,而且还能解决以色列和巴勒斯坦的冲突。她说,
奥巴马政府正在争取通过外交途径解决这个问题,但是有一定的时间限制。克林顿

媒体称奥巴马决定在四年内建立巴勒斯坦国

以色列政治人士了解到,奥巴马为推动中东和平进程,已经制定了新的方案,并将
在下月访问埃及时正式对外公布。其要点是在未来4年内建立以东耶路撒冷为首都的巴勒斯坦国,新建立的巴勒斯坦国没有军队。另外,根据奥巴马的新计划,巴勒斯坦难民可以回到1967年以色列占领的土地上。

以色列军方电台说,“这是美国方面第一次在没有与以色列进行协调的情况下制定
的方案,以色列对此感到空前的不安和震惊。”以色列《国土报》昨天也表示,为
了使奥巴马的计划得以实施,美国政府决心要在以色列和巴勒斯坦达成和平协议前
说服阿拉伯国家与以色列建立正常外交关系。报道披露,巴勒斯坦民族权力机构主

希拉里:美国不会让出亚太地区

美国国务卿希拉里说,中国和其他亚洲新兴国家的崛起,对亚太地区的发展有益。
不过,她坚持美国不会“把亚太地区让给任何人”。

美国财长:鼓励人民币进一步升值

美国财长盖特纳二十日表示,中国允许人民币汇率大幅升值,已明显减少对人民币
汇率的干预。“如果回头看看,你会发现中国在过去两年已做出了非常显著的改变。” 盖特纳说,中国容许人民币大幅升值,并承诺随著时间的推移迈向更具弹性的汇率制度。

美联储4月份会议纪要透显其对经济悲观看法

Fed4月份会议纪要显示,较之3个月前的预期,官员们目前预计经济衰退程度会更深,并预计未来2年经济复苏步伐会更加缓慢,因为就业市场仍面临压力。

会议纪要显示,部分成员指出,在适当时可能有必要进一步扩大债券购买总规模,
以促进经济更快复苏。官员们在一份声明中称,联邦基金目标利率将在更长的时间
内维持在极低的水平,暗示美联储到明年为止或将维持利率不变。

会议纪要中的季度经济预期则显示出今年年初以来经济前景已变得更加黯淡。美联
储官员预计,今年的GDP将下降1.3%-2%,而1月份时预计为仅下降0.5%-1.3%。

美国将向通用汽车金融注资逾70亿美元

Treasury Department将向通用汽车金融服务公司注入逾70亿美元资金。这是政府在
新救助计划下的首笔注资,最终的注资总额可能会达到140亿美元。此次注资主要是为了帮助该公司改善资产状况,从而能向购买通用汽车公司和克莱斯勒汽车的消费者提供贷款。

美国政府是否会成为该公司的多数股股东将取决于注资安排。

通用汽车金融服务公司发言人Gina Proia表示,公司希望政府提供大力支撑,帮助
对克莱斯勒的融资。首笔注资的剩余资本将用于帮助公司改善资产状况。

台湾为两岸经济联系设置限制

两岸已同意开辟60年来首条空中和海上往返定期航线。上个月,双方原则上同意取
消大陆到台湾投资的禁令,并进一步开放金融服务。这些年来,台湾企业已向大陆

不过,台湾不会急于取消所有的投资限制。赖幸媛就曾批评中国电信巨头中国移动
计划以5.40亿美元收购远传电信股份有限公司12%股份的计划。赖幸媛说,政府的立场是电信业不在首批向大陆投资开放的领域之中。赖幸媛还说,台湾不会允许大陆企业投资半导体业。该行业涉及敏感技术,也是台湾经济的基石。

美疾控中心称1957年前出生人群或对新型流感免疫

美国疾病控制与预防中心流感部副部长杰尼根20日在记者会上表示,部分1957年前出生的人可能对新型流感免疫。根据对各年龄段的血液采样分析,1957年前出生者的血清中出现了对新型流感甲型H1N1病毒的免疫反应。详情将刊登在近期发布的CDC周报上。据杰尼根介绍,美国的新型流感入院患者中50岁以上人群仅占13%,明显不同于有着年纪越大症状越重特征的季节性流感。

谷歌和密歇根大学就数字图书馆使用条件达成协议

美国互联网搜索引擎巨头谷歌公司20日宣布,已同密歇根大学就数字图书馆使用条件等问题达成了最终协议。密歇根大学从2004年起协助这一计划。大学方面提供了总计800万件的藏书资料,其中已有300万件完成数字化。据美国媒体报道,谷歌已同意密歇根大学免费使用该数据库25年。

Security forces demolish West Bank outpost Maoz Esther

Civil Administration and police forces demolished on Thursday morning a minor Jewish outpost named Maoz Esther near Kokhav Hashachar in Samaria, the West Bank, three days after US President Barack Obama told visiting Prime Minister Binyamin Netanyahu that he must call a halt to settlement activity. Israeli peace groups say there are at least 100 wildcat outposts in the West Bank, in addition to 121 settlements authorized by the government.

'We reserve operational freedom on Iran'

Israel will not sit on the sidelines and watch while Iran attains nuclear weapons capability, Prime Minister Binyamin Netanyah's senior security advisor said Thursday, adding that the US was aware of Israel's security needs and knew that it would not necessarily receive forewarning of an Israeli strike against Teheran's nuclear facilities. Netanyahu's National Security Adviser Uzi Arad said, the prime minister "clarified that Israel reserves itself operational freedom, and several of the most senior figures in the administration said 'of course.'" He emphasized that the Americans were aware of Israel's unique security needs and accepted them. "There have been past instances," he said, "in which Israel did not update the United States regarding military operations."

US calls for collective action against Iran

Clinton said that if diplomacy could not work, multilateral sanctions backed by US partners, notably China and Russia, were a better choice in curbing Tehran's nuclear program.

"We already have a lot of sanctions on the books but the most effective ones are the ones that we have been able to persuade a lot of our partners to pursue as well," Clinton said.

Clinton's Wednesday remarks were an apparent retreat from her earlier talks of sanctions in April. Clinton had said that the US was left with no choice but to unilaterally impose 'very tough, crippling sanctions' against Iran should diplomatic means prove to be of no avail.

Asked about any linkage between the Israeli-Palestinian peace process and Iran's nuclear work, she said that the US was seeking to persuade Arab nations that Iran was a bigger threat than Israel and that they should join an anti-Iran front, that "the alliance which has come together of Israel and many of her Arab neighbors against Iran obtaining nuclear weapons is an opportunity that will enable us both to move forward with our engagement regarding Iran and our commitment to pursue diplomacy and to build a multilateral coalition against Iran"--such coalition, according to Clinton, would be a 'great opportunity' to assist in achieving the two-state solution.

Russian Foreign Minister Sergei Lavrov had expressed dismay over Washington's threat of imposing further unilateral sanctions on Iran. "We keep telling our partners that unilateral sanctions are not in line with our collective actions," Lavrov said at a joint press conference with Clinton, adding Russia saw no "sense" in any harsh sanctions against Iran but instead sought to return Iran to the negotiating table.

Iran says it favors talks over its nuclear work, but has called for logical negotiations without any preconditions. Iran also calls on the US to manifest real changes rather than a mere change of tone in dealing with Iran.

Nasrallah: US and Israel plotting Iran-Sunni strife

Hizbullah leader Hassan Nasrallah accused the United States and Israel of trying to foment strife between Sunni Arab countries and Shi'ite Iran. "The final battle that we are fighting is the American-Israel scheme in the region, the battle to create an Arab-Iranian conflict and a Sunni-Shi'ite conflict"

US wants to draw rift between army, civilians: Former ISI Chief

Former Director General of Inter-Services Intelligence Hamid Gul said Wednesday US wants to draw a rift between Pakistan army and civilian population. "Americans wants to de-Islamize, denuclearize and demilitarize Pakistan; they want to see the Pakistani army as a ceremonial army rather than a fighting force", viewed Hamid Gul.

Expressing his views on the military operation in the northwestern district of Swat he said that the operation was started in haste on the directives of the US. Hamid Gul said that right now the public opinion is with the Army but if the army could not complete the operation successfully the public opinion will be turned against them. "This is America's whish as it wants to create a rift between the army and civil population of Pakistan", he viewed.

Commenting on the All Parties Conference he said that majority of Pakistani politicians wants to come into the government via Washington which is why they are reluctant to make any statement that could annoy the Americans. "I think the APC should be called before the operation was started not now that there is a need to complete this operation as soon as possible", he opined. "In my opinion the politics has failed in our country as the situation in Swat could be handled though political means", he viewed. "I wonder why the unanimous resolution passed by the parliament against the drone attacks on Pakistani soil has not been implemented?", he asked.

Hamid Gul alos said that Pakistan is an ideological state, which is not acceptable for Israel. "In my view the Americans are accomplishing the agenda of Israel that doesn’t want to see Pakistan as a nuclear state", he said.

Nepal alliance makes cabinet bid

Ishwar Pokharel, leader of the United Marxist Leninist party (UML), on Sunday said 350 MPs from 22 parties in the 601-seat parliament had agreed to put their names to an application to form a coalition.

"With the support of so many lawmakers, it should not be hard to form the government," Pokharel said. "Even though the Maoists have not given us their support, we will continue to engage with them. We will ask them to join our government," he said.

The Maoists won 40 per cent of the seats in parliament in landmark elections last year but the sudden resignation of the prime minister on May 4 left other parties struggling to form a viable coalition to run the country.

Timoshenko to contest Ukrainian presidency

Ukrainian Prime Minister Yulia Timoshenko, leader of the political bloc of her own name, has confirmed that her team plans to participate in the presidential elections, due in seven months from now.

“These seven months can be used quite successfully. You know that our team is steering towards the presidential elections,” Timoshenko said.

On May 20 parliamentary speaker Vladimir Litvin registered a draft resolution scheduling the next presidential election for January 17, 2010.
