美国将延长对叙利亚的经济制裁

美国仍然对叙利亚感到担忧。从2004年开始对叙制裁措施将延长一年。美国依然对
叙利亚在伊拉克的作为及对恐怖组织的支持感到忧虑。官员表示,此举并不意味著
美国放弃劝说大马士革约束黎巴嫩真主党、巴勒斯坦哈马斯,劝说约束与伊朗之间
的联系。

中俄能源战略伙伴关系微妙

当前中国石油自给占45%。进口原油一半来自中东,两成来自非洲,其他则来自亚太和南美地区,俄罗斯对中国石油供应比例很小。天然气在中国能耗上仅占3%。中国与中亚国家之间的能源合作,包括能源从中亚绕过俄罗斯直接输入中国西部,将会挫伤俄罗斯控制能源输送的意图。

美众议院7日取消了9500万美元对北韩能源援助预算和核设施去功能化所需的3450万美元预算。拨款委员会表示,如果北韩恢复对话并遵守六方会谈协议事项,就恢复预算。

General Sees a Longer Stay in Iraq Cities for U.S. Troops

The top American general in Iraq said Friday that one-fifth of American combat troops would stay behind in Iraqi cities even after the June 30 deadline that the United States and Iraq had set for the departure, but he declined to put an actual number on the combat troops who would remain in Baghdad and Mosul after June 30,  because the number is sensitive politically in both Washington and Baghdad. He also said that Iran continued to train and equip surrogates who were conducting “disruptive operations” within Iraq, but that the level of interference had lessened recently.

N. Korea vows to bolster its nuclear arsenal

Washington is ready to talk directly with Pyongyang, "The United States reiterates its desire to engage both multilaterally and bilaterally with North Korea," Bosworth told reporters after holding talks with senior Chinese officials Thursday. "We believe very strongly that the solution to the tensions and problems of the area now lies in dialogue and negotiation."

While campaigning for the presidency, Obama said he would be willing to meet with North Korean leader Kim Jong Il if it helps denuclearization. His administration has so far maintained its support for talks within the framework of nuclear negotiations.

Secretary of State Hillary Rodham Clinton said Washington's goal is to get North Korea back to the disarmament process, but warned it would be difficult. "We may have to show some patience before that is achieved," she told reporters after talks Thursday with Russian Foreign Minister Sergey Lavrov, whose trip to Pyongyang last month produced little progress in getting the North back to the negotiating table.

Iran: Let nuclear disarmament talks begin

Iran has called for an 'immediate' and 'un-preconditioned' start to international nuclear disarmament talks, ahead of a major NPT conference.

The call was made in a Saturday statement issued by the Iranian delegation at the third session of the preparatory committee for the 2010 Nuclear Non-Proliferation Treaty Review Conference in New York.

In the statement the delegation also criticized the 'lack of commitment' shown by nuclear-armed states during the past four years, describing it as a 'dismal' retreat from NPT guidelines.

"We strongly urge the Review Conference to pay immediate attention to concerns that stem from the proliferation of nuclear weapons by atomic-armed states," read the statement.

The statement urged action against nuclear powers that had added a new line of atomic arms to their stockpiles, threatened to launch nuclear attacks against other states, and produced tons of military-grade uranium.

While US President George W. Bush was in office, the Pentagon started a campaign for a return to nuclear testing, based on the idea that the current US nuclear arsenal would not be adequate for the future.

Washington also sought to develop new low-yield nuclear weapons and improved nuclear bunker buster bombs to penetrate hardened targets buried deep underground.

All the while, the US was pressuring Iran to abandon uranium enrichment, which is at low levels and is permitted by the NPT for peaceful purposes.

The US position drew harsh criticism in Iran, where the sentiment was that Washington and other nuclear powers were trying to maintain their domination over the nuclear fuel market for when the world runs out of fossil reverses.

The myth of Talibanistan

Pakistan is not an ungovernable Somalia. The numbers tell the story. At least 55% of Pakistan’s 170 million-strong population are Punjabis. There’s no evidence they are about to embrace Talibanistan; they are essentially Shi’ites, Sufis or a mix of both. Around 50 million are Sindhis -- faithful followers of the late Benazir Bhutto and her husband, now President Asif Ali Zardari’s centrist and overwhelmingly secular Pakistan People’s Party. Talibanistan fanatics in these two provinces -- amounting to 85% of Pakistan’s population, with a heavy concentration of the urban middle class -- are an infinitesimal minority.

The Pakistan-based Taliban -- subdivided in roughly three major groups, amounting to less than 10,000 fighters with no air force, no Predator drones, no tanks and no heavily weaponized vehicles -- are concentrated in the Pashtun tribal areas, in some districts of North-West Frontier Province (NWFP), and some very localized, small parts of Punjab.
