安理会讨论对朝决议草案 日美欲使临检船只义务化
在联合国安理会五大常任理事国和日本、韩国就朝鲜第二次核试验问题进行的磋商中,日美提出了决议草案,明确表示“将按照《联合国宪章》第7章采取行动。
日美希望使对朝鲜船只的临检成为义务,而《联合国宪章》第7章则为军事行动开了绿灯。新草案还提及朝鲜有必要就绑架等人道问题做出应对。七国在当决议草案最终未能达成一致。中国对临检朝鲜船只的义务化持谨慎态度,草案的表决日期很可能拖到下周。草案的主要制裁措施包括:强化临检;扩大禁运措施;扩大冻结资产的团体对象;指定禁止入境者的名单;实施金融制裁,停止贷款和援助。据悉,金融制裁是基于日本的要求而添加的。
朝鲜面向东海发射新型短程导弹
朝鲜29日傍晚6点在咸镜北道花台郡舞水端里发射了一枚地对空短程导弹。据推测该导弹的射程为160公里左右。
北韩媒体:小冲突也会演变成核战争
北韩内阁机关报《民主朝鲜》28日就韩国政府全面参与《防扩散安全倡议》等情况时说:“小小的偶发冲突也有可能演变成核战争。”“在严重事态面前,我国军队
和人民不能袖手旁观。”“我们除了进一步加强用于自卫的战争威慑力之外,别无
选择。”“我国军队和人民必将使一切军事潜力全面爆发,一举击退侵略者,完成
祖国统一的历史伟业。”
朝鲜外务省批评中俄说一套做一套
朝鲜外务省发言人29日表示,“如果安理会对朝鲜第二次核试验进一步采取挑衅措
施,我们将采取相应的自卫性措施。”“事态发展到这个地步,责任在于将我国和
平的卫星发射提交联合国讨论,并加以批评的美国和其追随势力。这些国家在我们面前口口声声说,卫星发射是主权国家的自主权,但发射卫星后又在联合国指手画脚”。“这些国家在‘关键决断’、‘鹞鹰’联合军事演习等大规模核战争演习在
朝鲜半岛进行时,均保持沉默,但对我国不得不采取的自卫性措施──核试验,却异口同声地说是对地区和平与稳定的威胁。也就是说,他们可以拥有核武,却不希望我们也拥有。总的来说,让小国服从大国。”
六方会谈美国团长计划近期出访日中韩俄
六方会谈美国代表团团长金成透露,将于近期访问日中韩俄四国,就今后的应对措施与相关国家交换意见。金成仅表示,“决议必须使朝鲜为核试验付出代价。”
舍伯:需要中、俄合作,削减导弹防御预算应当三思而行
北韩最近的核试验与导弹试射在华盛顿激起新一轮辩护。
国家公共政策研究所副所长汤姆 舍伯说,“我们的盟国正在观望,看看我们如何回
应。伊朗正在观察我们如何回应北韩。同样,不论伊朗做什么,北韩也都在观察,看看美国是不是仅仅说说而已,没有行动,北韩就可以逃脱惩罚,或者对其挑衅行为不必承担什么真正后果。”舍伯说,没有必要采取军事行动,但是关键的威慑是要有一个强有力的导弹防御系统。奥巴马政府最近宣布计划削减导弹防御预算。舍伯说,奥巴马总统应当三思而行。“如果不这样做,就有可能打开武器扩散之门,我们为控制武器扩散做出的努力就会受到阻碍。”他说,不管美国怎样作,都需要俄罗斯和中国的帮助。“要想让我们的影响有效,国际社会的其他成员必须愿意跟我们合作。而不是破坏我们的影响。”
据称,中、俄对北韩最新行动的反应可能是决定美国下一步骤的关键因素。
退休中将汤姆斯 麦金纳尼说,奥巴马总统应当考虑更换北韩政权,以防核武器扩散。
“必须通过某种隐蔽方式,或者其他方式使北韩成为一个开放国家,我现在不准备讨论通过什么方式。但事实是,我们不这样做,就意味著日本、韩国要发展核武器以抵御这一威胁。”
国家安全咨询机构--地理战略分析的彼得 许赛说,华盛顿需要采取更强烈的行动。“我们可以做的一件事是切断资金。那就是,如果你跟美国有商业经济往来,你就不能跟北韩和伊朗,跟它们的机构、或组织和企业有商业经济往来。我们现在没有这么做。”
盖茨:朝鲜核试验令中国大吃一惊
盖茨说,尽管中国的影响有限,北京仍可能施加比其他国家更大的压力,中国对制裁朝鲜的支持可能开启该地区在孤立朝鲜上更密切的国际合作。盖茨说,仅仅从中国政府的公开讲话中可以看到,他们显然对核试验尤其不满,他们对过去的导弹试验也不满。
盖茨提醒说,中国和韩国都仍然对朝鲜政权的稳定感到非常不安,美国在策划对朝鲜最近的行动作出回应时会考虑到中韩的担忧。尽管中国对朝鲜的影响可能比其他任何国家都大,但这种影响有其局限性;让中国参与到应对这些问题的所有努力中来,这很重要。
盖茨:无须增加驻韩美军数量
盖茨说,尽管北韩在最近核试之后威胁要发动攻击,但是尚无须增加驻韩国部队的人数。盖茨表示,他没有注意到北韩有任何不同寻常的部队调动。
中国渔船撤离朝韩海上分界线
韩联社引述匿名韩军方消息人士的话说,正在南北海上军事分界线附近海域进行捕捞作业的中国渔船从周四开始陆续离开。据悉,南北军事分界线附近曾有约280艘中国渔船,但从28日起开始减少,目前仅剩下大约140艘左右。

Gates Reassures Allies Over North Korea
Defense Secretary Robert M. Gates said Friday that the United States had detected no unusual military movement in North Korea and had no plans to reinforce some 28,000 American forces in South Korea after the North threatened its neighbor with a military attack.“I’m not aware of any military moves in the North that are out of the ordinary,” Mr. Gates said. The defense secretary said that he saw no need to bolster American troops in South Korea, and that “should the North Koreans do something rash and extremely provocative militarily,” the United States “has the forces to deal with it.”
In a continuing sign of nervousness in the region, Chinese fishing boats were seen pulling out of ports in the North and heading elsewhere, according to South Korean and other news reports. From Yeonpyeong, the South Korean island closest to the North, about a dozen Chinese ships were seen moving away. The number of Chinese vessels fishing in the area had fallen from more than 280 earlier this week to about 140.

Several Blasts in Pakistan After Taliban Warning
Three bombs exploded on Thursday in Peshawar, the provincial capital of NWFP, while another was detonated in Dera Ismail Khan, about 300km south.
The bombings came just hours after the Taliban claimed responsibility for a suicide attack in the city of Lahore a day earlier.
Hakimullah Mehsud, a deputy to Baitullah Mehsud, the Pakistani Taliban chief, said, "I appeal to [people] of Lahore, Rawalpindi, Islamabad and Multan to vacate their cities as there will be more such massive attacks, more dangerous than this and we will target government buildings and places."
Gun attack on Iran election centre
At least three people, including a child, have been injured in an attack by armed men at an election campaign office run in support of Mahmoud Ahmadinejad, Iran's president.
The shooting took place in the southeastern city of Zahedan on Friday, a day after a bomb attack at a mosque in the city killed at least 20 people and injured dozens more.

The government on Friday reiterated that Pakistan’s nuclear weapons were well-protected under a formidable command and control system and allayed misgivings being spread by international players about its safety or fear about going in the hands of extremists.
Referring to an orchestrated campaign against Pakistan’s nuclear programme by some detractors, the Prime Minister said that Pakistan was determined to retain nuclear deterrence at all costs and no compromise will be made on this core security interest.

Pakistan air chief says India’s of AWACS has triggered new arms
Pakistan Air Chief Air Marshal Rao Qamar Suleman has said purchase of airborne warning and control system (AWACS) by India has triggered a new arms race in the region.
“Pakistan will also have the AWACS in September this year,” he told newsmen at Risalpur. He said Pakistan is also acquiring F-16s and latest technology including five hundred beyond visual range (BVR) missiles from the US.
Israeli spy cells in Lebanon 'almost uprooted'
Lebanese security forces have intensified a campaign against Israel's espionage activities in the country which has started the countdown for the June 7 parliamentary elections.
Israeli spy rings have been falling one after another in southern Lebanon since Beirut started its campaign almost two months ago.
According to Lebanon's Internal Security Forces director, Maj.-Gen. Ashraf Rifi, Israel's spying networks are heading towards a complete collapse in Lebanon.
On Friday, security forces arrested four more suspects, including two brothers from the southern town of Kfarkila and two others from Khiam, Lebanese daily As-Safir reported.
Among the detainees was the brother of a high-ranking Palestinian official, the daily claimed.
Rifi said security forces were continuing to uncover all spying cells "behind the scenes." He said the least that the campaign could achieve would be the complete collapse of Israeli networks developed in the country over the years.
Eventually, "the enemy will no longer be able to build spy networks with ease," Rifi added.
So far, at least 21 agents have been charged and several dozens of others have also been arrested over espionage activities.
US preparing for cyberwar
The Pentagon is planning to establish a cybercommand to manage its future offensive and defensive conduct in the cyberspace. The cybercommand will combine its efforts with already-in-place civilian attempts to better protect US computer networks against cyber attacks, allegedly posed by hackers and sometimes by governments.
The US President Barack Obama on Friday informed both the National Security Council and the National Economic Council of the White House's plans for the creation of a cyber office. "Cyberspace is real and so are the risks that come with it," Obama said. He is expected to name a cybersecurity official soon. |
