小泽辞去党代表职务 就政治献金一案道歉
日本民主党代表小泽一郎11日下午在党总部召开记者会,正式宣布辞去党代表一职,并就西松建设巨额献金案中首席秘书被起诉一事,表示道歉。他否认将辞去议员职务或离开民主党。
美特使表达美朝对话意向 日方政府方面表示不反对
美国的朝鲜问题特使博斯沃思11日下午在东京相继与日本外务省的外务事务次官薮
中三十二及亚洲大洋洲局长斋木昭隆举行了会谈。博斯沃思表示美国有意在六方会
谈框架内与朝鲜直接对话。薮中表示理解美方的立场,但希望美国在和朝鲜对话时
能“与相关国家好好协调意见”。

尼泊尔总统吁组建多数派政府
尼泊尔总统拉姆-巴兰-亚达夫正式致函制宪议会成员,要求他们通过投票选举新总
理,由得票最多的政党担任这一职务。这是亚达夫总统第一次敦促议员以多数票的
形式来组建一个新政府。此前,组建政府必需得到所有25个政党的一致同意。一个
政党必须在议会中赢得301票,才能正式被称为新政府的领导政党。虽然毛派在去年的选举中获得制宪议会中的40%的席位,但这一规定有机会排除毛派政党作为领导政党的地位,为任何小党派争取总理的职务铺平道路。毛派发言人夏尔马说,如果尼泊尔政府由联合小党派组成,就不可能保证尼泊尔一个可持续的政府。
德政界再度讨论是否接纳关塔那摩维族囚犯
德国政界有关是否应接受关塔那摩囚犯的争论仍在继续。内政部长朔伊布勒审阅了美国提交的相关文件后,拒绝了美方有关德国应接纳九名关塔那摩囚犯的请求。这些囚犯是中国公民,他们是来自新疆的维吾尔人。
巴基斯坦成为美国南亚新战略关键
奥巴马在担任美国参议员和美国总统候选人期间说,伊拉克战争牵制了大量资源,
并影响了美国对基地组织正在不断壮大这个严峻事实的关注。国国务卿克林顿在众
议院外交委员会阐述了这一新的战略目标:“我们的目标是分化和瓦解基地恐怖组
织,阻止该组织人员不受任何损失地撤退到阿富汗或巴基斯坦地区"。在打击基地组织的斗争中,专家现在将主要注意力投向了巴基斯坦。
美国安全新政策研究中心负责人纳格尔表示:“阿富汗问题非常棘手,但是我们知道

因为我们必须在这样一个主权国家里采取行动。巴基斯坦虽然有其固有的社会体系,但是这个体系并没有能力对付目前所面临的威胁。”纳格尔说,巴基斯坦军方虽然有能力将侵略者赶出一个地区,但是却无法守住这个地区,同时也没有能力维护基础设施的安全。而在打击地下武装势力的斗争中,这三点缺一不可:“我们必须对巴基斯坦军队进行培训,使它具备成功打击那些地下武装的能力。这也是美军在过去几年里所经历的一个学习过程。”
美国重要智库-传统基金会负责人库尔提斯认为,巴基斯坦将印度视为该国最大的威胁,也是其中的一个原因:“巴基斯坦政府被各种各样的问题所包围。过去两年该国不断发生的自杀袭击事件就是证明。但是这个国家越来越倾向于将责任推卸到外部世界,推到印度和美国身上,
而不是找出自身的问题。我认为这应当是巴基斯坦需要解决的一个大问题。”
以色列外长欧洲行遭冷遇

中国南水北调工程将延迟五年完工

中俄石油管道中国境内段5月启动
中俄双方此前达成协议,同意共同建设和运营从俄罗斯斯科沃罗季诺市经中国边境
城市漠河到大庆的石油管道。该管道俄罗斯境内段已于4月27日开工,中国境内段将于5月中旬启动,计划明年10月竣工通油。项目建成后,俄方将在20年内每年向中国输出1500万吨原油。

Putin Says NATO Exercises in Georgia Hinder U.S.-Russia

Russia has long complained that proposed missile-defense
facilities in Poland and the Czech Republic would pose a
threat to Russia, and Mr. Putin said offensive and defensive
capacities were inseparably bound up: “I don’t think you
have to be an expert to see that if one side wants to or has
an umbrella against various threats, it can begin to suffer
from the illusion that it is permissible to do whatever it
likes, and then its actions will become many times more
aggressive and the threat of a global confrontation will
reach a danger level,” “Russia will, of course, link the
issues of missile defense and everything related to it with
strategic offensive weapons.”
Mr. Putin emphasized that the “reset,” a term used by
Vice President Joseph R. Biden Jr., was a United States
initiative rather than a Russian one. He said that Russia
welcomed the overture, but that the military exercises in
Georgia that began last week were “a signal in a different
direction” and a show of support for President Mikheil
Saakashvili of Georgia. He went on to characterize Mr.
Saakashvili’s government as undemocratic, citing a clash
between the police and protesters and a brief military
mutiny in Georgia last week. “We believe this is a step
backward,” he said of the exercises, run by NATO’s
Partnership for Peace program, which includes nations that
are not members of the alliance. “But we understand that it
takes time for brakes to take effect. We very much hope that
the current U.S. leadership will step on the brake hard and
slow down the negative trends in the development of links
between our states.”

"All eyes will be looking to Washington," Abdullah said. "If
there are no clear signals and no clear directives to all of

Iran urges world action on Israeli nukes
Iran says Israel's undeclared arsenal of approximately 200
atomic warheads is the only obstacle in the way of a
nuclear-free zone in the Middle East. Israel is widely
regarded as the sixth-largest nuclear power in the world and
the sole possessor of an atomic arsenal in the Middle East.
It reportedly houses at least 100 bunker-busting bombs,
which come in the form of laser-guided mini-nukes with the
ability of penetrating underground targets.
Over the past decades, US presidents have largely colluded
with Israel's so-called policy of nuclear opacity.
Investigative journalist Seymour Hersh has revealed that
former US president Richard Nixon and his chief foreign
policy adviser Henry Kissinger privately endorsed Israel's
atomic arsenal in 1969 and banned any inspection of its
Dimona nuclear center.
Roxana Saberi to be freed soon
udiciary spokesman Alireza Jamshidi said on Monday that the
verdict of the previous court on Roxana Saberi has been
reversed in the appeal court and she is to be freed.
Abbas plans new Palestinian cabinet
Mahmoud Abbas, the Palestinian president, has said he will
swear in a new government, without the rival Hamas movement,
in the next 48 hours. Announcing his intention on Monday, he
said that he was not closing the door on power-sharing talks
with Hamas, which effectively governs the Gaza Strip.
China Outpaces U.S. in Cleaner Coal-Fired Plants
China’s frenetic construction of coal-fired power plants has
raised worries around the world about the effect on climate
change. China now uses more coal than the United States,
Europe and Japan combined, making it the world’s largest
emitter of gases that are warming the planet.
But China has emerged in the past two years as the world’s
leading builder of more efficient, less polluting coal power
plants, mastering the technology and driving down the cost.
