伊朗将维持选举结果并公布细节

伊朗媒体星期二报道说,伊朗权力巨大的监护委员会表示,不会取消有争议的总统
选举结果,也不存在严重的选举违规行为。伊朗内政部的选举总部副主任说,内政
部将公布每个票箱的点票结果,以消除6月12号选举中的含混之处。

奥巴马政府辩护对伊朗政策

白宫发言人吉布斯说,伊朗许多人希望美国成为这件事的主导,但奥巴马总统认识
到那样做于事无补。美国副国务卿斯坦伯格说,国会两党一些有影响的议员“已经
认识到,正如总统所说,这个问题是伊朗人的问题,应该由伊朗人自己决定”。前
总统候选人麦凯恩说,奥巴马总统在这个问题上表现过于胆怯。

伊朗反对派呼吁哀悼抗议死难者

伊朗司法机构称将起诉败选候选人穆萨维

伊朗议会司法委员会主席沙赫鲁希22日表示,伊朗总统大选结果公布后,穆萨维多
次发表挑衅性声明,呼吁人们举行非法示威游行,抵制大选结果,这是最近伊朗局
势动荡的原因,其行动已对国家安全构成了威胁,其罪行必须果断处理。为此,准
备对穆萨维进行起诉。

英国智库:伊朗选举结果“非常难以置信”

英国皇家国际事务研究所根据伊朗内政部公布的数据进行分析之后说,有多达50.9%的
选民改为支持内贾德。报告说,这比其他任何成绩更令人难以置信。报告指出,在
两个保守省份马赞达兰和亚兹德,选民的投票率竟然超过100%。

报告说,在1997年、2001年和2005年,保守派候选人和内贾德在农村地区都不受欢
迎,但今年的成绩却刚好相反。根据官方数据,内贾德在本届选举赢得的总票数,
比所有保守派候选人在2005年的总票数还多出1300万张。在伊朗30个省份中的10个,
如果要取得像当局所说的那种票数,内贾德就要赢得所有新选民、所有原中间派选
民,以及多达44%的原改革派选民的支持才行。

朝鲜以“军事演习”为由设定海上禁航区
 
朝鲜“为进行军事演习”,将于6月25日至7月10日在该国东部元山沿岸的日本海上
设置长约450公里、宽约110公里的禁航海域。据海上保安厅介绍,朝鲜政府22日用
电子邮件进行了通知。

秦刚:六方会谈是实现朝鲜半岛无核化最佳途径

针对韩国政府最近建议召开“五方会谈”的问题,中国外交部发言人秦刚二十三日
在例行记者会上表示,中方认为坚持协商对话、坚持六方会谈是实现朝鲜半岛无核
化的最佳途径。李明博十三日提出“朝核问题五方会谈”的构想。他表示,如果按
照过去的方式举行六方会谈,很可能重蹈覆辙。联合国的对朝制裁决议既已出台,
其他五国应着手准备下一阶段行动。

中方称对朝鲜船只进行货物检查需掌握充足证据

秦刚二十三日在例行记者会上表示,对朝鲜船只进行货物检查应按照安理会的决议、
有关的国际法和国内法来执行,要掌握充足的证据,拥有正当的理由。

美中将举行军事会谈 讨论朝鲜问题

美国驻华大使馆称,美国国防部副部长Michele Flournoy率领的美国代表团将参加
定于周二和周三举行的美中防务磋商。此后弗卢努瓦将访问韩国,周五在首尔与有
关官员举行会谈。中国是朝鲜最重要的盟国和经济援助提供国。它也是六方会谈的
东道国,六方会谈旨在说服朝鲜放弃核计划,以换取经济援助和外交关系的改善。
预计弗卢努瓦将会见包括中国人民解放军副总参谋长马晓天中将在内的官员。韩国
已提议同另外四国举行会谈,讨论未来的措施,时间可能定在7月份于泰国普吉岛举
行地区安全论坛之际。据韩国外交部一位官员说,美国和日本已同意与会,而中国
和俄罗斯尚未作出回应。

中美就安装网络过滤软件一事展开谈判

美国政府最近已开始与中国政府就一项倍受争议的规定展开谈判,该规定要求电脑
生产商在对华销售的电脑上安装网络过滤软件。美方表示,他们担心这项规定会给
电脑生产商带来负担,立下一个危险的先例。目前谈判还处于初级阶段,按照中国

俄拟通过决议对抗日本通过北方四岛问题法案

土问题特别措施法》修正案,俄罗斯计划在24日召开的国家杜马全体会议上通过一
份决议,“只要日本不撤回修正案,为解决和平条约所付出的努力就无法获得成果”
--暗示一旦日本修正案获得通过,俄方也随之通过对抗法案。

美军可续用吉尔吉斯斯坦机场

美国与吉尔吉斯斯坦达成协议,允许美方继续使用一个吉尔吉斯斯坦机场向阿富汗
运送美军补给物资。今年2月,吉尔吉斯斯坦政府表示,限美国在6个月之内撤离该
基地,在那之前,俄罗斯保证向吉尔吉斯斯坦提供20亿美元的贷款和援助。但吉尔
吉斯斯坦官员最近几个星期暗示,愿意重新考虑这项驱逐令。

中国人大审议修订保密法

中国人大22号开始审议保密法修订草案,防范电脑网络泄密,明确定密责任和解密
程序。中国人大对于实施了20年的国家保密法所做的立法调研发现:定密随意,解
密不及时,国家秘密范围过宽,是多年来国家秘密确定体制的症结。美国每年生产
秘密文件10万件,中国则多达数百万件。中国人大1988年通过了中国保密法,于1989年5月1号实施。

中国外交官结婚前需得到批准

中国人大常委会22日首次审议的驻外外交人员法草案显示,驻外外交人员在结婚前,
必须向有关部门汇报对方的身份,并在得到批准后办理结婚登记。此外,外交人员
离婚时,也必须汇报。中国外交部及国家党、政机关官员的婚姻事实上都要得到党
的批准,但在法律中规定外交人员必须提出申请还是第一次。

草案规定,外交人员前往海外工作时,在国家机关、事业单位和国有企业等工作的
配偶可以随居,而回国后,可以无条件回到原先的工作岗位。

报告称美国房市滑坡穷人受损最大

哈佛大学住房研究联合中心JCHS星期一发表报告说,在美国本轮房地产危机中,低
收入阶层和少数族裔家庭受到的影响最大。报告说,2007年次贷危机全面爆发期间,
在房屋贷款面临偿付危机的家庭当中,低收入家庭占到四分之三。目前,百分之51的
低收入租房者和百分之43的低收入房主每个月的住房开支超过收入的一半,比例大
大超过其它收入阶层。

报告说,由于住房开支负担的增加,收入最低的四分之一美国家庭每个月用于其它
项目的平均开支仅为485美元。和每个月将收入三分之一用于住房开支的家庭相比,
收入最低的四分之一美国家庭每个月的食品开支少123美元,医疗保健上开支少86美
元,服装开支少20美元。

哈佛大学的报告指出,房市危机影响了几乎所有美国家庭,但相比之下,少数族裔
受到的影响最大。原因之一是经济下行期间,少数族裔失业率处在全国最高水平。
报告说,虽然美国全国平均失业率在4月份逼近百分之10,但同期黑人失业率已经高
达百分之15,拉美裔失业率达到百分之11点3。相比之下,白人失业率在4月份仅为
百分之8。

专家称宽松货币政策不利持续发展

中国总理温家宝表示,中国经济正取得稳步进展,他呼吁继续实施适度宽松的货币
政策。但专家认为,宽松的货币政策无法促进经济的可持续发展。

中国政府去年11月开始推行“4万亿”元人民币的财政刺激计划,与此同时,中国中
央银行取消了商业银行的贷款限额,并将利率保持在4年来的最低水平,导致银行新
增贷款激增。

世界银行表示,中国继续财政刺激计划既不必要,也不合适。世行预计,中国的财
政赤字将从去年的0.4% 上涨到4.9%。世行希望中国把这部分资金储备起来,以应对
2010年可能出现的经济疲软。美国智囊机构美国企业研究所的中国经济问题学者菲
利普利韦说:“我认为,中国的行动在短期内是合适的。他们的刺激计划大多数来
自于宽松的货币政策,鼓励借贷,但是,这个棘手的政策却不适合长期的发展。”
“(这样)会产生两个风险,中国一直在以投资促发展,看看中国经济中投资和消费
的比例就可以知道......但是,这会把中国进一步推向非持续发展的道路。 第二个
困难是,当你通过银行将大量资金贷出,会产生银行坏帐。......从而危害银行体
系。”利韦还说,如果将来北京调整货币政策的步伐太慢,中国还有可能面临通货
膨胀的压力,虽然目前还没有这样的压力。

另外,道琼斯新闻发表文章警告中国政策制定者,一定要确保借贷的快速增长不会
导致资产泡沫和经济混乱。中国出版的[财经]杂志指出,银行信贷超常增长中相当
一部分资金流入股市。[华尔街日报]也认为,中国的刺激计划造成了地方政府的巨
额债务。

尽管温家宝在讲话中强调必须重视结构调整,中国政府官员也在多个场合表示,中
国应该从出口导向型经济向扩大内需转型,从而实现经济的可持续发展,然而,美
国企业研究所的利韦说,到目前为止,他没有看到中国政府采取实质性的措施来改
变经济发展的方向。他说:“我还没有看到他们采取那样的措施。这也是我对他们
应对方式的最大的担忧。他们不是在走持续发展的道路,他们没有这样做。对他们
来说,提振中国经济的迅速快捷的方式就是继续原来的老办法,而不是采取可能改
变经济发展模式的新措施。”

利韦建议中国改善社会福利制度等来促进国内的消费。相反,中国政府最近采取的
一系列政策仍然是为了促进出口。比如,中国财政部6月份再次提高部分商品,例如,
钢铁、水产品、农产品以及电子元器件的出口退税。

中国“地下经济”崛起

审计发现中国三大银行存在违规贷款行为

中国三家大型银行周二表示,中国审计署于去年分别对其进行例行审计,并相应指
出了各行所涉及的违规贷款及不规范行为。中国审计署审计长刘家义2月份曾表示,
审计署在去年对工商银行、建设银行、中国银行和其他一些金融机构进行审计时发
现并查处了一批重大违法违规行为,涉及金额达人民币60亿元。
 

Guardian Council rules out vote nullification

Iran's Guardian Council rules out the possibility of nullifying the country's June 12 Presidential election, saying there has been no record of any major irregularity.

Abbas Ali Kadkhodaei, the council's Spokesman said late on Monday that most of the complaints reported irregularities before the election, and not during or after the vote. He added that the Guardian Council was not the relevant body to look into such complaints. "If a major breach occurs in an election, the Guardian Council may annul the votes that come out of a particular affected ballot box, polling station, district, or city like how it was done in the parliamentary elections," Kadkhodaei said. "Fortunately, in the recent presidential election we found no witness of major fraud or breach in the election. Therefore, there is no possibility of an annulment taking place," he added.

The spokesman also announced that the Guardian Council has received reports from relevant provincial boards that have been assigned to look into complaints regarding illegal campaigning on Election Day, expelling candidate representatives from polling stations and paying for votes.

Kadkhodaei concluded that the initial reports showed that no "series of violations had occurred."

Iran sets date for Ahmadinejad to take oath of office

After winning a landslide victory in Iran's closely-contested and disputed 10th presidential election, Mahmoud Ahmadinejad will be sworn in before parliament between July 26 and August 19.

On Tuesday, parliament's board of directors set July 26 to August 19 as the period for the president's swearing-in and the introduction of the new cabinet, IRNA reported. Parliamentary deputies will also review the credentials of the proposed ministers during the same period.

Mossad-Taliban whistleblower killed in Pakistan

The assassination of Qari Zainuddin comes days after he revealed that their comrade was pursuing a US-Israeli agenda across the violence-wracked country. Zainuddin, a 26-year-old rising tribesman who had called Mehsud "an American agent" was killed by a gunman in northwestern town of Dera Ismail Khan on Tuesday. Zainuddin, who broke away from Mehsud, was also increasingly critical of Mehsud's use of suicide bombings targeting civilians. In an interview with local media the defector said that Mehsud had established strong links with Israeli intelligence services, which were destabilizing the nuclear armed country. "Mehsud and his men are working against Islam."

Netanyahu-Mitchell meeting on settlements canceled

A much anticipated meeting Thursday in Paris between Prime Minister Binyamin Netanyahu and US Mideast envoy George Mitchell has been canceled, The Jerusalem Post has learned. Instead, Defense Minister Ehud Barak will be going to the US on Monday to meet with Mitchell. It will be Barak's second visit to Washington this month. The Netanyahu-Mitchell meeting was expected to deal with the lingering settlement construction dispute between Jerusalem and Washington, and attempt to find a formula on the matter that would be satisfactory to both sides.

White House: Iran starting to change

"I think the world is watching. I think they [the protesters] have accomplished something. They've drawn attention to what's going on in Iran," White House spokesman Robert Gibbs told NBC. "I absolutely think we've seen the beginnings of change in Iran."
"We're not going to get involved in endorsing or not endorsing specific actions inside of Iran," Gibbs said. "This is for Iranians to debate - their next leadership. I think the president wants to ensure that he doesn't become a political football that the regime uses against anybody that seeks justice in Iran."

Stoning to be omitted from Iran penal laws

Head of the Majlis judiciary commission Ali Shahrokhi says stoning, heresy and cutting hands will be omitted from Iran's penal laws. The new Islamic punishment bill will be presented to Majlis in the near future and will then be sent to the Guardian Council for final considerations.
 

Israel releases senior Hamas MP

Israel has released the Hamas speaker of the Palestinian parliament, Abdul Aziz Dweik, who was jailed for nearly three years over his ties to the group.

Dweik's release followed an Israeli prosecutor's failure to persuade a military court to extend the prison term, which was due to end in August.

Israel detained Dweik, 60, and nearly 40 other Hamas politicians in the occupied West Bank in 2006 after Hamas fighters captured Gilad Shalit, an Israeli soldier, on the boundary of the Gaza Strip.

The arrests paralysed the Palestinian Legislative Council, dominated by Hamas since defeating the Western-backed Fatah faction in a parliamentary election earlier in 2006.

Since then, Hamas has accused Israel of trying to pressure the group into freeing the soldier.


Dweik, who Hamas have suggested could become a possible candidate for the presidency, was taken to a hospital in Israel several times to be treated for high blood pressure and diabetes during his imprisonment.

It remains unclear whether his health conditions contributed to the decision to release him. His lawyer, Fadi Kawasimi, said inmates' terms routinely are shortened by several months for good behaviour.

Hamas did not reveal whether Dweik would resume his duties as parliament speaker.

Al Jazeera's Jacky Rowland reported that Dweik declined to answer questions from reporters and said he would issue a statement from the Palestinian parliament in the West Bank city of Ramallah later in the day.

She also said that this is not a time of celebration for the Palestinians as dozens of Hamas parliamentary members still remain in Israeli jails.

"He will be very keen to remind people of the fact that although he is out, many of his fellow parliamentarians are still being held in Israeli jails, many of whom haven't been given a trial," she said.
