An insecure regime with an economy that may easily descend again into widespread famine, and a leader, Kim Jong Il, who appears very ill, to judge from recent photos, is not bargaining from strength. Self-preservation is the name of its game. The leading decision-making body that Kim heads, the National Defense Commission, is filled with generals who most assuredly want to demonstrate that the regime still has muscle. These are people who know that war means their demise, whereas a bargain with the U.S., while it would require stopping nuclear-weapon and missile production, would give the regime legitimacy. It might also spare them from having to give up the six to 10 plutonium bombs they evidently have.
North's leaders not only consider nuclear weapons and long-range missiles a necessary deterrent, they surely also regard them as their only bargaining chips. And the bargaining can only be with Washington, which Pyongyang has recognized for some time as its best hope for surviving. From the North's point of view, any bargain would have to take the form of a new package deal that would reaffirm to Kim Jong Il that the U.S. is not hostile to the regime, accepts its legitimacy and is willing to provide long-term development assistance. Only the U.S. can persuade the leadership in South Korea not to seek to absorb the North or undermine it — so long as North Korea terminates its plutonium-bomb program under verifiable conditions. In sum, it can be argued, North Korea's security is actually the best way to promote South Korea's and the region's security.
U.N. Finds 60,000 Palestinians Risk Eviction in East Jerusalem
"Palestinian residents of East Jerusalem find themselves confronting a serious housing shortage caused by Israel's failure to provide Palestinian neighborhoods with adequate planning," the OCHA report says. "Because of the difficulties trying to obtain building permits from the Israeli authorities, and due to the lack of feasible alternatives, many Palestinians risk building on their land without a permit."
Ahmadinejad's Brazil visit startles Washington

Clinton lamented the American loss in the region, blaming the Bush administration for its policy concerning countries such as Venezuela and Cuba. "The prior administration tried to isolate them, tried to support opposition to them, tried to turn them into international pariahs. It didn't work,” she said.
Washington accuses Iran of using its friendly relations in the region for promoting terrorism, spying and weapons.
Tehran, however, says the strong partnerships are the result of Washington's polices which has caused nations to oppose American imperialism and interference within their boundaries.
Russia not in favor of sanctions on Iran
Stressing Russia’s stand on Iran’s peaceful nuclear activities, the Russian spokesman said that solving Iran’s nuclear dispute is possible only through talks.
Russia’s Foreign Minister Sergei Lavrov has recently said that Iranian nuclear activities are in conformity with the Non-Proliferation Treaty (NPT).
He has also said Iran has recently had vast cooperation with the IAEA inspectors in order to remove ambiguities about its nuclear program and build confidence in its cooperation.
Gates: Persuasion better tack on Iran
Gates told a Senate panel that a military option would only delay Iran’s nuclear ambitions and would further drive it underground, making it more difficult to monitor.
Gates said the better option would be for the U.S. and its allies to convince Iran that building a nuclear program would start an arms race that would leave Iran less secure.

On a year-on-year basis, the number of companies going bankrupt also rose by 56 percent to 4,941 in the first quarter of the year. At least 35,000 firms and 125,000 people would go bankrupt in Britain this year.
"With unemployment currently at the two million mark and the collapse of many owner-managed businesses the level of personal insolvency is likely to rise in the coming months," said Mike Gerrard of accountants Grant Thornton.
