美核能秘密文件意外曝光
美国政府的一份秘密文件这个星期早些时候在互联网上被曝光。这份文件的内容包
含全美各地数百个民用核项目的具体地点。这份长达266页的文件星期一发表在美国政府印刷局的网站上。接到媒体询问之后,这份文件被从网上撤下。文件内容还包括有具体哪些地点拥有制造核武器用的燃料等信息。奥巴马政府草拟了这份文件,并计划将文件递交给联合国国际原子能机构,这是核不扩散条约所要求的美方必须公布的信息。
朝鲜军方进一步掌握朝鲜经济命脉
朝鲜军方从内阁接管了煤炭出口权,开始掌管朝鲜重点经济部门。朝鲜出口产品中占最大比例的无烟碳出口权,今年初由内阁所属的贸易公司移交到了军方所属贸易公司。朝鲜无烟碳年出口量达200万至300万吨,年均出口额达2亿美元。据悉,以往,军方、劳动党和内阁平均享有无烟碳出口权。最近,中国贸易人士同朝鲜军方所属贸易公司签署了进口6万吨无烟碳的协议,并以玉米代替100万美元的交易额。
美高官称朝鲜接班人问题已到最后阶段 将重返谈判桌
美国政府高官2日就朝鲜局势表示,金正日体制的接班人确立工作可能已进入最后阶段,因此“推测朝鲜近期可能会重返谈判桌”。他认为朝鲜5月25日的核试验及一系列的导弹试射都是为了稳固金正日继承体制。今后朝鲜也可能通过发射导弹或小规模冲突等使地区紧张局势升级,但“除了谈判之外,朝鲜别无选择”。
美国朝鲜问题政府代表团取消访问俄罗斯
正在访问六方会谈与会国的美国副国务卿斯坦伯格率领的政府代表团取消了原定的访俄计划。代表团2日晚离开东京抵达首尔。5日代表团将前往北京,会谈结束后直接返回美国。
临检朝鲜船只义务化分歧难消 安理会谈判陷僵局
联合国安理会五个常任理事国和日韩共7国在安理会针对朝鲜第二次核试验的决议草案磋商会上,就日美拟定的新制裁决议草案继续进行总结性磋商,然而中俄始终对日美提出的临检义务化等持谨慎态度,原定的大使级会议没能召开。7国计划3日重新举行大使级会议。
日本有意在日中高层经济对话中磋商朝鲜问题
日本政府计划利用7日在东京举行日中高层经济对话之机,敦促中方进一步对朝鲜施加影响。外相中曾根弘文将与中国外交部长杨洁篪会谈,麻生太郎首相也将于8日会晤中国副总理王岐山。
塔利班继续扣押军校学生
巴基斯坦的学校负责人说,西北部地区的塔利班激进分子仍然扣押著40多名学生,而早些时候曾经有说法是他们已被救出。北瓦济里斯坦军校的官员星期三说,40多名学生和至少两名教师仍被扣押。巴基斯坦军方和政府官员星期二说,军队已经救出星期一被绑架的所有学生和职工。有关官员说,共有71名学生和9名职工被绑架。有关星期一绑架事件的细节仍不清楚。
东盟─韩国自贸区诞生
东盟与韩国正式签订双边自由贸易协定框架下的投资协定,意味著一个涵盖超过六亿人口和国内生产总值的总和超过两万亿美元的自由贸易区就此形成。预测,东盟在2015年实现成为单一市场及制造基地的目标时,这个东南亚组织作为一个区域经济集团,将在市场规模和重要性上超越欧洲联盟。
通用捍马找到中国买主
收购捍马品牌的是中国四川腾中重工机械有限公司,这是一家集生产特种车辆、道路桥梁构件、建筑机械、以及石化设备四大系列产品的重型机械制造企业。通交易完成后,捍马仍然将在特定的过渡阶段从通用承包制造和商业服务业务。比如,通用在路易斯安纳州施莱佛堡的生产基地仍将在2010年继续生产H3和H3T型捍马。通用说,这笔交易将为美国保住至少3千份制造业和汽车设计的就业机会。

德国政府正式决定接受加拿大麦格纳汽车配件公司收购欧宝汽车公司的计划。预计德国政府将为欧宝公司提供15亿欧元紧急贷款,以协助公司渡过难关,而得到俄罗斯汽车公司以及银行支持的麦格纳公司则宣布将投入超过5亿欧元。预计有著2.5万雇员的欧宝公司仍可能裁员一成。
联合国:经济不景 南亚更多人挨饿
联合国儿童基金会的报告说,全球经济衰退以及粮食和燃料价格上升,导致南亚地区挨饿的人口比较两年前多一亿人。南亚地区四分三的人口每天只有不到两美元的生活费。尼泊尔、孟加拉和巴基斯坦所受的威胁最大。印度也难以幸免,失业者增加和在海外印度人的汇款减少,也导致更多印度人挨饿。基金会呼吁印度和巴基斯坦减少军费以增加社会开支。
Bin Laden attacks Obama policies
Osama bin Laden, al-Qaeda leader, has accused Barack Obama, the US president, of following the policy of his predecessor George Bush in "antagonising Muslims".
"He has followed the steps of his predecessor in antagonising Muslims ... and laying the foundation for long wars," bin Laden said in a tape released shortly after Obama arrived in Saudi Arabia on Wednesday.
"Obama and his administration have sowed new seeds of hatred against America," bin Laden said referring to what he claimed to be a US support to Pakistan in its fight against Taliban in the Swat region, which has displaced 2.4 million people. "Let the American people prepare for to harvest the crops of what the leaders of the White House plant in the next years and decades," he said.

Israel having no plans to bomb Iran, says minister
Israel has no plans for bombing Iran, Israeli Foreign Minister Avigdor Liberman told a news conference in Moscow Wednesday.
Iran's joining of the global nuclear club may trigger an arms race in the Middle East and pose a threat to the entire world order but the Israelis would not like to see a situation where this problem is solved with their hands, he said.
Israel does not have a common border with Iran and does not make any claims to its lands, Liberman said.
Lavrov says Russia has submitted new proposals to Iran
Foreign Minister Sergei Lavrov said on Tuesday that Russia has submitted renewed proposals to Tehran and that the conditions are “truly good” for talks between Iran and the 5+1 group by considering the position of the new U.S. administration.
""We expect that the response will make it possible to create conditions for the launch of full-scale talks,"" Lavrov said.
Lavrov also urged Iran to demonstrate to the international community that its nuclear program was solely peaceful.
""We have confirmed the need to assure the international community of the exclusively peaceful nature of the Iranian nuclear program,"" Lavrov said at a joint news conference with his Israeli counterpart, Avigdor Lieberman.
""Our proposals on Iran are well known. We expect a constructive reaction from the Iranian authorities,"" the Russian foreign minister said.
The U.S. and a few of its European allies have been pressing Iran to freeze its uranium enrichment activities. However, Iran as a country that has signed the nuclear Non-Proliferation Treaty (NPT), insists that its nuclear activities are solely aimed at producing electricity to meet the nation’s growing demand.
The International Atomic Energy Agency is monitoring all the processes of nuclear activities in Iran by installing cameras and making regular inspections.
Australia Feels Chill as China’s Shadow Grows
Australia has always been the West’s outpost in the East, the British penal colony with American spunk and European joie de vivre. But seemingly overnight, China has become Australia’s biggest trading partner, one of its biggest tourism customers, the largest single buyer of its government debt, a major buyer of farmland and real estate.
China’s hunger for steel gobbles up half of Australia’s iron ore exports, and its textile factories buy more than half of Australia’s wool. Over 120,000 Chinese students throng to Australian schools and universities.
Although China’s purchases remain dwarfed by cumulative investments of the Americans and the British, they are growing much faster.
And suddenly, Australians are stepping back, realizing that their new best friend is someone they really do not know very well, much less trust.
Iran may send envoy to Obama's address
The Egyptian hosts of US President Barack Obama's upcoming Cairo speech invited Iran's top diplomat here to attend, an Iranian diplomat said Wednesday.
The Iranians, however, would not say whether they would be attending Obama's address to the Muslim world Thursday at Cairo University. "A decision to attend is currently being made by the Foreign Ministry in Teheran." Aboul Qassim Zakeri, an Iranian official in Cairo said.
The move follows a State Department cable to all US embassies and consulates late last week saying that US diplomats could invite their Iranian counterparts to Independence Day parties hosted on or around July 4th.

Iran signs giant oil deal with China
Tehran has replaced France's Total with a Chinese company to develop phase 11 of Iran's South Pars gas field.
An Iranian delegation headed by managing director of the National Iranian Oil Company (NIOC) Seyfollah Jashnsaz, which is on a visit to Beijing, has finalized the deal with China National Petroleum Corporation (CNPC) today, IRNA reported on Wednesday. Jashnsaz added that the value of the deal was USD 4.7 billion, IRNA said.
Iran says it is replacing Total because the French company has wasted too much time on the project. Total was officially commissioned to develop Phase 11 of South Pars. However, it has been under pressure from Washington to abandon its cooperation in Iran's energy projects. Total Chief Christophe de Margerie had said that talks with Iran on developing the South Pars were advancing slowly due to the US pressure.
Israel ruling party accuses Obama of interference
As a rift widens between Israel's two main parties, far-right Likud politicians accuse the Obama administration of interfering in Tel Aviv's politics.
On April 16, Obama's Chief of Staff Rahm Emanuel was quoted as saying that "in the next four years there is going to be a permanent-status arrangement between Israel and the Palestinians on the basis of two states for two peoples, and it doesn't matter to us at all who is prime minister [of Israel]."
Minister-without-Portfolio Yossi Peled, a Likud member, on Tuesday slammed the remarks as inappropriate, saying it was one of many examples of American interference in Israeli politics since Prime Minister Benjamin Netanyahu's election in February.
Vice Premier Moshe Ya'alon accused the opposition of coaching the White House on how to handle Netanyahu. The accusations come as reports claim that the Obama White House has launched a campaign to force a shake-up in Tel Aviv to prevent the worsening of relations between the US and Israel.
Chinese help for Pakistan railway worries India
Indian officials are worried that China is involved in building what they say is an illegal railway station in the no-man’s land along the Munabao-Khokhrapar train link, a news report said on Tuesday. A separate report said the Indian Air Force was planning to beef up its recently upgraded base near the China border with an additional squad of Russian-built Sukhoi warplanes.

‘Now Pakistan is all set to make the structure permanent and in a double whammy for India, Islamabad has invited a Chinese company to construct the station and that too on the zero line,’ it said. ‘Two weeks ago engineers from the Chinese company carried out a survey of the area.’
India’s junior defence minister M.M. Pallam Raju was quoted as saying that New Delhi was prepared to counter Chinese advances in the neighbouring countries. ‘There is no shortfall in preparedness from our side in this regard. ‘Chinese influence is not just in Pakistan, but they are trying to develop a port in Sri Lanka and in Myanmar as well. And we are well aware of all these developments. ‘And we are taking steps that this Chinese influence does not pose a threat to our nation,’ Mr Raju said.
Meanwhile, a separate report said that after stationing the Sukhoi Su-30MIK war jets in Tezpur in Assam, the Indian Air Force will post another squadron of its frontline jets at the Chabua air base under its military policy to boost security along the border with China in the northeast.
