奥巴马顾问贝德谈论对华政策蓝图
奥巴马认为目前国际上存在的主要有金融危机、阿富汗、巴基斯坦,伊朗,北韩,气候变化、能源安全、核军控以及防核扩散等问题。随著中国国力的提升,如果没有中国的重要参与,这些问题就无法成功地提出以及加以解决。
奥巴马政府正在并且将会继续提出人权问题。奥巴马总统不相信对人说教。他相信以身作则,率先厉行,来影响别的国家,改善它们的人权状况。美国不会指点其他国家民主发展。
奥巴马总统并不认为中国崛起会损及美国全球利益--中国和印度在国际政治舞台上应该扮演更重要的角色、担负其相应的责任。
奥巴马并不满意目前美中两国的贸易关系。两国之间的贸易应该取得平衡。他认为美中两国在储蓄和消费比例问题上应该取得平衡,两国在通过减少使用含碳量密集发展增长的手段进行持续性发展方面取得平衡。
奥巴马总统也认识到美国国内的问题以及国际危机的严重性,因此美中两国有必要共同合作来解决国际金融危机。4月13号美国财长向国会递交的国际经济和货币政策的报告并没有把中国列为货币操纵国,因为中国已经采取了扩大汇率灵活度的措施。
美中两国在战略问题上存在相当大的不信任,而美中两国军方缺乏明智稳妥的关系是形成这种战略不信任的部分原因。奥巴马决定设法破除这种障碍,以便美中两国军方展开高阶层对话。
美巴阿会谈将关注巴核武安全
奥巴马总统将在本周同巴基斯坦总统扎尔达里和阿富汗总统卡尔扎伊会谈期间提出对核扩散问题的担心。奥巴马星期三将在白宫会晤两位领导人。他们会谈的焦点将是建立联合战略,停止塔利班的暴乱活动。
以总统准备跟巴实现和平

以色列总理内塔尼亚胡呼吁采取崭新的方式来实现与巴勒斯坦人的和平。
内塔尼亚胡星期一在耶路撒冷通过卫星视频连线,在华盛顿举行的美国-以色列公共事务委员会年会上发表讲话。他介绍了他所说的三条路线的政策,解决与和平进程有关的政治、经济和安全三方面问题。他表示,以色列已经毫不迟疑地准备好恢复和谈,并且不设任何前提条件。
尼总理辞职将引发全国抗议
尼泊尔总理普拉昌达与总统亚达夫发生严重对峙后,于星期一宣布辞去总理职务,尼泊尔此后可能出现全国范围的抗议浪潮。普拉昌达曾经是毛派反政府武装领导人。他说,他宣布解除尼泊尔陆军参谋长卡特瓦尔将军的职务,但总统亚达夫却推翻了他的决定,他因此而辞职。
尼泊尔政府指责卡特瓦尔将军抗拒政府命令,拒绝停止征兵,并且恢复被国防部解职的八名陆军将领的职务。然而总统亚达夫推翻了政府的决定,并表示解除卡特瓦尔职务的行为违法宪法,因为陆军归属尼泊尔总统指挥。普拉昌达辞职将使国家陷入动乱,毛派分子威胁从星期二开始举行全国示威。
朝鲜扩编网络战争专业部队
情报当局4日表示,朝鲜扩编了利用网络收集对韩、对美情报,并扰乱计算机网络的网络战争专业部队。名称为“技术侦察组”的该部队,现已开始运作。该部队隶属于人民军总参谋部侦察局,以平壤指挥自动化大学毕业生为主,目前拥有100多名成员。该部队的任务是入侵军事机构计算机网络,盗窃绝密资料,在必要的情况下散布计算机病毒,瘫痪计算机网络。他们可以利用奔腾4等高性能计算机,进行高速数据通信。朝鲜过去致力于收集紧急时刻增援的美国兵力情报、为扰乱美军网络和C4I系统(指挥通信)收集资料等,但目前已转向发动网络战争和确立军方情报化体系。美国国防部对最近数年内入侵美国网络的国家进行了反追踪,发现朝鲜入侵的次数最多。
中国启动九大刺激消费活动
该活动从本月开始,持续到11月30日,活动内容主要包括:提升假日消费,扩大会展消费,提高家政服务消费,加大信息产品促销力度,扩大家电家具用品消费,提升汽车农机消费,促进民特产品消费,推动文化休闲旅游消费,开拓不同群体消费--根据妇女、儿童、老年群体不同需求特点,增加个性化、差异化商品供应。
中国大买黄金引发猜想
专家质疑显示中国制造业扩张数据
里昂证券(CLSA)亚太区市场星期一公布,4月份里昂证券中国采购经理人指数(PMI)为50.1,高于3月份的44.8,显示制造业正在扩张。但华盛顿智库美国企业研究所中国经济问题专家菲利普.利维(Philip Levy)对这些数据的可靠性提出疑问。利维认为,出口增加主要有两个原因造成的:一是小出口商占据大市场,但是中国不再是小出口商。另一个原因是世界需求在增加,但他现在看不到这样的迹象。华盛顿智库美国传统基金会中国经济问题专家史剑道(Derek Scissors)也持类似的看法。他说:“我看了中国官方的采购经理人指数, 我不太注意里昂证券的PMI。甚至官方的采购经理人指数与官方的工业产出指数不相符,所以我不会很认真地看待这种数据。”史剑道补充说,除了PMI的数据之外,目前无论中国方面还是外国方面都没有其他证据显示中国的外贸出口在复苏。
压力测试结果表明富国银行需要增资
一位接近富国银行(Wells Fargo & Co.)的知情人士称,美国银行业压力测试的初步结果表明,富国银行是需要进一步增资以弥补未来损失的银行之一。富国银行预计将在周二,即19家银行获知压力测试最终结果时,得到更加明确的消息。在政府上月向19家银行公布的初步结果中,美国银行(Bank of America Corp.)、花旗集团(Citigroup
Inc.)和富国银行均是存在资金缺口的银行。

格鲁吉亚:一场兵变正在进行
格鲁吉亚国防部长说,第比利斯城外一处格鲁吉亚军事基地正在发生“叛乱”。
有关官员说,人们在穆霍尔瓦尼军事基地发现了政变阴谋。暴动的主要目标是破坏北约在格鲁吉亚的军事演习。有关官员说,暴动得到了俄罗斯的支持。

Georgia Alleges Russian Role in a Coup Plot
Georgia’s Interior Ministry announced on Tuesday that it had uncovered a Russia-backed military coup a day before the scheduled start of NATO military exercises there. At a morning news conference, a senior Interior Ministry official, Shota Utiashvili, said several top Defense Ministry officers have been arrested. He said preliminary evidence shows that the plot was coordinated with Russia.
“The plan was organized with Russia, and the plan was at a minimum to spoil the NATO exercises, at a maximum to carry out a large-scale military uprising in the country,” Mr. Utiashvili said.
Georgia also reported that a tank battalion has mutinied. Defense Minister David Sikharulidze announced on Rustavi-2 television that the battalion, which is based just northeast of Tbilisi, announced the mutiny Tuesday. Mr. Sikharulidze said Georgia’s Interior Ministry had uncovered plans for a wider-scale mutiny.
The announcements came amid mounting tension between Russia and NATO. Moscow has reacted angrily to the exercises, which will continue through June. Last week, Russian border guards took up permanent positions on the boundaries of South Ossetia and Abkhazia, the two breakaway territories that were at the center of a brief war last August.
Georgian authorities bring up heavy equipment to Mukhrovani
Heavy equipment has been brought to Georgia’s Mukhrovani (30 kilometers from Tbilisi), where an army unit mutinied earlier in the day. Representative of law-enforcement bodies are guarding the perimeter of the trouble area.
All high-placed Defense Ministry officials at the scene, including defense chief David Sikharulidze. Interior Ministry Vano Merabishvili is expected to arrive shortly.
Meanwhile, NATO representative Carmen Romero said NATO would go ahead with the exercise in Georgia, despite the armed revolt.
an hour before the news about the mutiny of the armored cavalry battalion was released, its commander, Vice-Colonel Mamuka Gorgishvili, reportedly told the local media outlets that "the battalion will not engage in any aggressive actions."
"We're confined to barracks and are not going to leave here," Gorgishvili said.
Explaining his actions, he said "one cannot calmly view the process of the country's disintegration, the on-going confrontation."
Meanwhile, defense chief David Sikharulidze urged the commander of the mutinied unit and its servicemen to obey the law.
"The mutiny has been staged by several civilians who earlier served with the Georgian armed forces," Sikharulidze said.
"There are civilians on the premises of the battalion who serviced in the armed forces in 1990s and later were discharged," he said.

Russia-NATO Council meeting postponed indefinitely
Russian Foreign Minister Sergei Lavrov's trip to Brussels is not planned in the near future, a Russian diplomat told Itar-Tass on Tuesday.
"There has been no official announcement about Lavrov's visit to Brussels for the ministerial meeting of the Russia-NATO Council, so the trip will not take place," the diplomat said.
A meeting of the Russia-NATO Council in the present situation is not productive, he added.
According to the Foreign Ministry official's information "the meeting of the Council has been postponed indefinitely."
He explained it by NATO's plans to hold an exercise in Georgia and the unjustified denial of accreditation to two staffers of the Russian mission at NATO.
Georgian military rebellion ends
Troops at a Georgian military base outside Tbilisi, the capital, have ended their rebellion, the country's interior minister has said.
Vano Merabishvili said a commander at the Mukhrovani base in the Gori region had been arrested following the mutiny on Tuesday.
The rebellion concluded after armoured vehicles were sent to surround the base and Mikheil Saakashvili, Georgia's president, headed into the military unit.
"We entered the base and calmed everyone down. The commander has been arrested and others are being questioned," Merabishvili said.
Shota Utiashvili, an interior ministry spokesman, said the mutiny ended without violence.
"It's over. Most of the people have surrendered. A few people have escaped," he told the AFP news agency.
David Sikharulidze, the country's defence minister, had said the rebellion was aimed at disrupting Nato exercises due to begin on Wednesday.
Saakashvili suggested Russia was behind the mutiny, saying those involved had "connections with special forces in a specific country known to us".
"I am asking and demanding from our northern neighbour to refrain from provocations," he said.
Addressing U.S., Hamas Says It Grounded Rockets
The leader of the militant Palestinian group Hamas said Monday that its fighters had stopped firing rockets at Israel for now. He also reached out in a limited way to the Obama administration and others in the West, saying the movement was seeking a state only in the areas Israel won in 1967.
“I promise the American administration and the international community that we will be part of the solution, period,” the leader Khaled Meshal said.
Iran helps Afghan farmers substitute opium
Iran has vowed to purchase Afghan farmers' agricultural products in order to help them substitute opium agriculture by other cultivations.
"Iran and Afghanistan have expressed determination in anti-drug efforts and have reached important deals," said Deputy Head of Iran's Anti-Drug Headquarters, Taha Taheri after a meeting in Kandahar with General Khodaidad , the Afghan Minister of Counter Narcotics.
According to a Press TV Correspondent based in Afghanistan, Taheri stated Iran's readiness to transfer its experience to Afghanistan in many areas including education of special anti-drug forces, investment in the development of alternative livelihoods for Afghan poppy-growers and treatment of Afghan addicts.
Over the past five years, Iran contributed $50 million annually to the Afghan government to help the country in its anti-drug campaign. Reports say poppy cultivation in Afghanistan has reached an all-time high since the US-led invasion of the country in 2001.
The UN released a report on the return of the Afghan opium trade after the country was occupied by US and NATO forces which noted: "Afghanistan has been the main source of illicit opium: 70 percent of global illicit opium production in 2000 and up to 90 percent of heroin in European drug markets originated from Afghanistan."
