奥巴马:经济刺激计划正产生效果
白宫星期三发表的一份报告说,美国复苏和再投资法案挽救或者创造了将近15万份
工作。奥巴马表示,“这些工作包括制造太阳能电池板和风力涡轮机以及提高房屋和建筑物的能源使用效率。正是由于经济复苏法案,很多教师、警察、以及护士得以免于失业。”奥巴马说,替代能源不仅有助于振兴美国经济,也有助于加强国家的安全。他说,依赖石油所带来的是把钱送给了那些不稳定、不友好的政权。美国对石油的依赖是在给反恐战争中的敌对双方提供资助。
美联社:委内瑞拉和玻利维亚正向伊朗出口铀
由以色列外交部提供的一份机密文件称,委内瑞拉和玻利维亚正向伊朗出口铀。
又称,自伊朗总统内贾德上台以来,德黑兰加强与拉丁美洲国家联系,以此支撑其进攻性外交政策,最终目的是为了‘让美国低头’。美联社援引这份文件说,伊朗和委内瑞拉还建立起一项2000亿美元的共同储备资金,用于援助那些“从美帝国主义解放出来”的南美洲国家。
巴基斯坦塔利班扬言发动更多袭击
在巴基斯坦的塔利班组织承认发动了星期三在拉合尔德的爆炸事件,并扬言会在其它城市策动更多袭击,警告居民离开。塔利班一名发言人表示,周三的袭击是为了回应巴基斯坦政府在斯瓦特河谷对他们的清剿行动。巴基斯坦军方表示可望在两、三天内消灭斯瓦特地区主要城镇明戈拉的所有塔利班武装。
美关注伊朗、北韩核武威胁
美国总统奥巴马的国家安全事务助理说,北韩的危险性不在于它会建造并发射核武器,而是在于它会把核技术卖给其他更有可能动用核弹的国家。他补充说,伊朗也构成类似的威胁。
希拉里重申美国将保护韩国和日本免受朝鲜威胁
美国国务卿希拉里27日重申,当同盟国韩国和日本遭到朝鲜威胁时,美国将向韩日两国提供保护。希拉里敦促朝鲜放弃核计划,回归朝核问题六方会谈。
美国副国务卿将就朝鲜问题出访日中韩
斯坦伯格此次出访意在根据联合国安理会围绕对朝新制裁决议的协议,加强六方会谈成员国间的合作,向朝鲜发送强烈信号。此外,斯坦伯格还可能访问俄罗斯。奥巴马政府对朝鲜核试验后又发射短程弹道导弹引发周边国家的恐慌担心,同时也高度警惕著同盟国日韩两国国内为对抗朝鲜而导致核武装论抬头的可能性。斯坦伯格希望通过此次出访,不仅向日韩重申美国的安全保障,也敦促六方会谈东道主中国在加强对朝制裁问题上调整立场。
美国议会高官称中国同意制裁朝鲜

此举是错误的,有必要拿出某种结果”。据克里称,杨洁篪表示只要联合国安理会
通过了制裁决议,中方将支持该制裁决议的实施。但同时也表示杨洁篪并未具体透露采取何种制裁为妥。
克里相信北京将发挥建设性作用
克里没有透露有关北韩核试将会招致哪些后果的细节。他说,杨洁篪在跟他会晤之后去见了高层领导人,讨论中国的立场。克里说:“从我了解的情况来看,我有信心中国会发挥非常具有建设性的作用,协助推动美国的立场。我个人认为,从今后几天的事态发展来看,我们会找到重启谈判的途径,我也希望这些谈判是富有成效的。”
朝鲜加强朝中边境管制
在火箭发射和核试验之后,朝鲜大幅加强了朝中边境的管制。
通过人员往来实现的朝鲜汇款受阻,朝中贸易出现萎缩,为脱北而向边境地带军人支付的“脱北费”也大幅提高--去年300至500元人民币,今年初升至5000至6000元
人民币,近期更飙升至1万元人民币。由于资金无法周转,边境贸易也大大萎缩,丹东最多时每天有100多辆货车通行,最近也只剩下10多辆车。
朝鲜货币最近一个多月,从1美元兑3200朝元,升至4000朝元。

联合国报告:未来两年全球就业形势将恶化
2009年至2010年全球失业人数初步估计将达5000万,且随著经济形势进一步恶化,这一数字很可能翻番。报告说,在经济开始复苏后,通常还需要4年到5年的时间失业率才能逐步恢复到危机前的水平。
吴伯雄:重庆或将成大陆第三个台商投资重点区域
吴伯雄二十八日称,重庆或将成为大陆继珠三角、长三角后的第三个台商投资重点区域。重庆是中西部地区唯一集两岸直航、台胞落地签证权、台胞居住五年期满更换发台胞证和旅行社独立直接组团赴台旅游四种特殊权限于一身的城市。截至今年三月底,重庆累计利用台资十三亿九千万美元,累计引进台资企业八百五十四家。吴伯雄认为,重庆未来必将是台湾企业来大陆投资发展重点,他预料重庆将可能成为珠江三角洲和长江三角洲后,中国大陆第三个台商投资重点区域。

厉以宁:经济恢复不能耽误转型

厉以宁称,关键在于经济转型。国家不断加大投资,经济一定可以上来,上来以后未必能保证经济转型。假如把转型忽略了,很可能不是V型,而是W型。单靠增加政府投资刺激经济可能造成两个后果:一是金融风险促使银行信贷的紧缩;一个是产能过剩造成投资的压缩。因此,在推动经济复苏在增加投资、增加信贷的过程中,要注意到两种金融风险:一种风险是外生的金融风险--产品出口受挫,外国企业欠的贷款不能如期偿还;投资加大以后的内生金融风险,包括期限较长的基础工程的投资。厉以宁说,银行贷款审核制度不能放松。
In Pakistan, twin blasts kill 6, injure 100
Two back-to-back blasts have ripped through a busy street in the northwestern Pakistani city of Peshawar, killing at least six people and injuring one hundred.
The blasts occurred on Thursday in Qisa Khwani and Kabari Bazar, where several vehicles and dozens of shops caught fire.
Local television footage showed flames and black smoke rising from buildings after the powerful blasts, which went off within minutes of each other.
Medical sources expected the death toll to rise as some of the 100 people injured had received burn injuries and were said to be in critical condition.
There were also reports that pitched battles broke out between security forces and militants following the powerful explosions.
The militants have reportedly kidnapped several civilians to use as human shields against the troops in the region, according to a Press TV correspondent.
The Peshawar blasts come a day after militants killed at least thirty people and injured 300 in an attack that targeted a police building and an intelligence office in the eastern city of Lahore.
The latest development comes as the army battles militants in the volatile Swat Valley in the northwest of the country as part of efforts to push back a growing insurgency.
President Asif Ali Zardari has declared that there would be no let-up in the battle against the terrorists.
US, Koreas prepare for peninsula war
South Korean and US troops go on higher alert amid Pyongyang's threats of 'a powerful strike' and growing fears of a full-scale war in the peninsula.
"As of 7:15 am Thursday (2215 GMT Wednesday), the US-South Korea Combined Forces Command upgraded Watch Conditions by a notch to Stage Two," Seoul's Defense Ministry said in a statement released on Thursday.
"Surveillance over the North will be stepped up, with more aircraft and personnel mobilized," AFP quoted spokesman Won Tae-Jae as saying. The remarks come in response to North Korea's Wednesday announcement, saying it was withdrawing from the armistice that ended the 1950-53 Korean War.
The North also warned that it could launch a military offensive on the South as it faced further pressure over test-firing an atomic bomb for the second time on Monday. Following the test fire, Seoul said it planned to join the US-led Proliferation Security Initiative (PSI), which is aimed at halting shipments of weapons technology.
The decision enraged the North which said it would respond to "any tiny hostile acts…, including the stopping and searching of our peaceful vessels," with a strong military strike.
Responding to the threats, US Secretary of State Hillary Clinton warned North Korea against "provocative and belligerent" and highlighted the US firm commitment to the armistice and defending South Korea and Japan -- both in easy range of North Korean missiles.
Nearly 28,500 US troops remain stationed in South Korea in what Washington calls a deterrent force against Pyongyang.
Won said the surveillance step-up -- the fourth since 1982 -- to stage two would be focused along the borderline Demilitarized Zone, the Joint Security Area at Panmunjom village and the disputed Yellow Sea border of Northern Limit Line. He added the tight defense measure was aimed at preventing the North's military provocations, vowing "the military will deal sternly with provocative acts."
Abbas to present peace plan to Obama
According to Israel Radio, in a meeting in Washington on Wednesday night, Abbas said that he will present Obama with new ideas connecting the Road Map plan and the Arab League peace initiative. Regarding the Palestinians right of return, Abbas said that he is not asking that 5 million Palestinian refugees return to Israel and noted that he had reached an understanding on the issue with former prime minister Ehud Olmert. "We will not destroy Israel," he reportedly pledged.
Also on Wednesday night, Abbas adviser Yasser Abed Rabo said that Israel's policy in Jerusalem is ruining any prospects of a peace agreement. Rabo noted that the issue of Jerusalem will be at the center of Abbas's meeting with Obama. In an interview with Palestinian television, Rabo called on Israel to freeze settlement expansion and remove checkpoints from West Bank roads.
Israeli Settlement Growth Must Stop, Clinton Says
Speaking of President Obama, Secretary of State Hillary Rodham Clinton said, “He wants to see a stop to settlements — not some settlements, not outposts, not ‘natural growth’ exceptions.” Talking to reporters after a meeting with the Egyptian foreign minister, Ahmed Aboul Gheit, she said: “That is our position. That is what we have communicated very clearly.”
Mrs. Clinton’s remarks, the administration’s strongest to date on the matter, came as an Israeli official said Wednesday that the Israeli government wanted to reach an understanding with the Obama administration that would allow some new construction in West Bank settlements.
'Iran ups uranium enrichment capacity'
Ahmadinejad said last month that Iran had 7,000 centrifuges at its uranium enrichment facility in Natanz in central Iran. The figure marked a significant boost from the 6,000 centrifuges announced in February. "Now we have more than 7,000 centrifuges and the West dare not threaten us," IRNA quoted Ahmadinejad as saying on a small radio station late Wednesday.
Israel debates 'loyalty' law
The bill was passed on Wednesday by the Knesset with the support of 47 members, or MKs. Thirty-four MKs opposed and one abstained.
Sponsored by Zevulun Orlev, an Israel Beiteinu MK, the bill stipulates one-year imprisonment of any person who makes "such public statement".
The bill is part of two draft laws proposed by the Israel Beiteinu.
The first is the Loyalty Oath Law that obliges all Palestinian Israelis to pledge allegiance to the Jewish identity of the state.
The second is the Nakba Law, which bans commemoration of the 1948 dispossession of the Palestinians as a result of the creation of Israel.
Israel Beitenu, led by Avigdor Lieberman, the Israeli foreign minister, grew to be Israel's third largest political party in the February election, reflecting a shift to the right by the Israeli public.
Aljazeera's senior political analyst Lamis Andoni said the two bills will jeopardise the rights of Palestinian Israelis.
"The two bills, if finally ratified, would punish Palestinian Israelis, and delegitimise their existence inside Israel," she said. "It is considered a prelude to the expulsion of the Palestinian Arabs as advocated by many Israeli leaders."
