审计曝露中国4万亿资金落实隐患
中国国家统计署在题为《关于中央保持经济平稳较快发展政策措施贯彻落实的审计
情况》报告中说,中国政府计划投入的4万亿元人民币刺激方案在资金落实过程中显现隐忧。报告披露,有些项目的地方配套资金到位率不高。到3月底,审计抽查的遍及18个省市的335个新增投资项目,中央投资资金平均到位率为94%,但有些项目按工程进度地方配套资金到位率只有48%。
中国投注的刺激资金中至少有三分之一被放进股市用于投机,而真正需要扶植的中
小企业没有得到什么实惠。中小企业是中国最大的就业机会创造部门,如果这个部
门无法得到政策扶植,中国的经济难以健康增长。中国金融政策长期一向是朝国有
企业方面倾斜,虽然金融官员们一再表示,中小企业是中国经济发展不可或缺的一
环,并承诺要持续给以扶持,但是在落实中仍是顾虑重重。
俄罗斯工业生产大幅下跌超过预期

退房风波愈演愈烈 楼市迷陷“红五月”
北京房地产交易管理网的公示数据统计,5月3日至9日,北京住宅期房网上签约量比之前一周下降13.91%,而且这是北京住宅期房网上签约量连续第三周下滑。在上海,4月27日至5月3日商品房成交面积比前一周减少了22%。截至13日,北京市房地产交易管理网上共有1758条期房退房信息,其中一些楼盘的退房率高达20%以上,个别楼盘的退房率甚至超过85%。西安、南京、深圳、长沙、杭州、成都等城市出现高退房率的消息也相继见诸报端。业内人士表示,不排除某些开发商内部换手制造“假按揭”,既骗取贷款以解资金链的燃眉之急,又营造楼盘热销的假象,贷款到位后便迅速退房,待市场好转再涨价售出。
日本一季度GDP年率下降15.2% 创战后最大降幅
5月20日,日本内阁府公布的2009年一季度(1月至3月)国内生产总值(GDP)初步数据显示,扣除物价变动因素,今年一季度日本GDP实际比上季度下降4.0%,按年率计算则下降15.2%,创下1955年有数据记录以来的最大降幅。

Barak: We'll evacuate illegal outposts peacefully or with
force
Israel will insist on the removal of illegal West Bank
outposts even if physical force is required, Defense
Minister Ehud Barak said Wednesday during a meeting with
settler leaders in Tel Aviv.
Barak said he preferred to remove the outposts by way of
dialogue with the settler leaders.
"If it won't be by dialogue though, we will act swiftly and
aggressively to enforce the law," he said, however. "We
cannot compromise when it comes to enforcing the law," Barak
said. "A sovereign country needs to uphold the law and
impose the authority of the state on its citizens."
The illegal outposts, Barak added, caused Israel damage in
the international arena and weakened the settlement movement
in the West Bank.
Dayan: "Policy should be set in Jerusalem, not Washington,"
he said, a reference to US President Barack Obama's
insistence that all settlement construction must be halted.
'Obama calls for demilitarized PA state'
Obama is expected to present the initiative in an address to
the Arab and Muslim world from Cairo in three weeks, and set
out conditions for a demilitarized Palestinian state, with
east Jerusalem as its capital, within the next four years.
Yediot reported that Obama's vision for an independent,
democratic and contiguous Palestinian state would not have
its own army and would be forbidden from making military
agreements with other states, in order to provide for
Israel's security.
Capital's population hits 760,800
The report said that the population of the capital consisted
of some 429,000 Jewish and non-Arab residents (65%) and
268,000 Arabs (35%). According to the data, the Jewish
population grew by 1% during 2008, with the Arab community
increasing by 3%.
The report divided Jerusalem's population to 476,000 Jews
(64%), 247,800 Muslims (33%), 12,600 Christian Arabs (2%)
and 2,600 non-Arab Christians (0.3%). One percent did not
declare a faith affiliation.
Since the liberation of the capital during the Six-Day War
in 1967, Jerusalem's population has increased 186%, with the
Arab population of east Jerusalem growing 291%, almost twice
the growth rate of the Jewish population.
'Russia halts sale of MiG-31s to Syria'
Russia has put a stop on plans to sell MiG-31 fighter jets
to Syria, according to the country's Kommersant newspaper.
The plans were reportedly halted due to pressure from
Israel, an unidentified source from the Russian defense
industry said.
With US ties at risk, Israel says no promise made on Iran
As the US and Israel feel their deep differences, Israel's
prime minister says he did not make a promise to the US
president not to launch a unilateral strike on Iran. The
talks between President Obama and Netanyahu at the White
House on Monday, which exposed a head-on collision between
the two sides, have stoked fears in Israel that ties with
its main ally may be at risk.
While Obama talked about the issue of stalled peace talks
with the Palestinians and asked the premier to halt illegal
construction in the occupied lands, Netanyahu focused its
rage on Iran. US officials, however, have moved to prevent
the eventuality of an Israeli strike against Iran.
America's spy chief and CIA director, Leon Panetta, was sent
on a secret mission to Israel in early May to warn its
leaders against launching a unilateral attack. Panetta said
in remarks published Tuesday that US plans of "diplomatic
engagement" with Iran mounts a great challenge to the Obama
administration. While insisting that the issue of Iran has
the "full attention" of the White House, the CIA director
claimed Israel understood that it could not pursue a
unilateral agenda on Iran. "[Netanyahu] understands that if
Israel goes it alone, it will mean big trouble. He knows
that for the sake of Israeli security, they have to work
together with others," said the CIA chief.
In a turnabout from the policies of the Bush administration,
the Obama White House says it seeks to diplomatically engage
Iran over its disputed nuclear program. However, the
emergence of the hawkish Israeli government has raised fears
among officials in Washington that Netanyahu could drag
President Obama into an unsought war with Iran.
The Israeli prime minister's remarks on Wednesday about Iran
can be interpreted as a possible failure by the US president
to avert an impending war. Iran says it has no plans to
attack any country but continues to beef up its military
capabilities to deter threats such as those originating from
Israel.
Afghanistan 'not aware' of US power quest
An Afghan official close to President Hamid Karzai rejects
reports that a former US official has been groomed to assume
the second most powerful post in Afghanistan. "We are not
aware of this. We cannot confirm this. There is no truth in
it," a spokesman for Karzai, Siyamak Herawi, told Reuters on
Tuesday.
The New York Times, citing unidentified US and Afghan
officials, had said on Tuesday that the former US ambassador
to the UN, Zalmay Khalilzad, had been discussing taking the
second most powerful post in Afghanistan. The newspaper
noted that Khalilzad's proposed post would allow him to
serve as "a prime minister, except not prime minister,
because he wouldn't be responsible to a parliamentary
system."
Under Afghanistan's constitutional law, there is no role for
a prime minister or "chief executive" and the president
appoints all regional governors and other top officials
under a strong, centralized system. According to a
Kabul-based diplomat, it is unlikely Khalilzad would be
appointed to such a post. "Karzai has never liked sharing
power with anyone and Khalilzad is not Karzai's cup of tea
these days," the official told Reuters, referring to a
recent strain in relations between Afghanistan and the White
House.
Over the past years, Khalilzad has been no stranger to
controversy. He rankled State Department officials when he
arranged to meet Asif Ali Zardari for talks on Pakistan's
presidential elections, just when Washington was trying to
prove that it did not meddle in Pakistan. He also drew an
angry response for attending a forum with Iran's foreign
minister without getting permission from the White House
first.
The an Afghan-born American diplomat, known by many Afghans
as Kabul's "Viceroy" and "Karzai's boss", had first decided
to stand against Karzai in the upcoming presidential vote in
August, but he did not register by the May 8 deadline.
Although US officials deny having anything to do with
Khalilzad's prime ministerial bid, it is no secret that
enlisting him in the Afghan government would give Washington
considerable leverage in advancing its political agenda in
Afghanistan and the region.
RF, US discuss concrete proposals on strategic arms
“A final document on the results of the talks should ensure
equal security for all countries, including the resolution
of the ABM problem,” Lavrov stressed on Wednesday, “Our
proposals are proposals only for partners.” The
Russian minister said the parties “are discussing concrete
aspects of the treaty to replace the expiring START 1”.
“The final document should ensure equal security for all
parties, including the resolution of ABM problems,” the
minister stressed. In his words, “Strategic parity cannot be
ensured without security in anti-missile defence and
ignoring such issues as strike space systems and
conventional arms, and innovation approaches towards this
issue.”
Consultations on strategic arms reductions will yield good
results, U.S. Secretary of State Hillary Clinton said. The
U.S. understands responsibility before its citizens and the
whole world, she added. Clinton said she is hopeful that the
presidents of both countries would approve the decisions to
be taken at preliminary talks. They have been given a good
start, but this is a very long and difficult work, the U.S.
Secretary of State said. The U.S. position is to diminish
the nuclear threat and curb nuclear proliferation in common
interests, Clinton said.
Spy chief dismisses West Bank wall
The head of Israel's internal security service has said that
Israel has no need to continue building its separation wall
between Israel and the West Bank.
