北韩又发射短程导弹

继5月25日后，北韩又在26日接连两天内发射了短程导弹。韩国一位政府官员26日说，北韩当天下午在东海岸发射了短程导弹。据悉，北韩26日下午在咸镜南道咸兴市某地区向韩国东海海上各发射了一枚地对空和地对舰导弹。北韩25日上午9时54分进行第二次核试验后，当日下午12时8分许和5时3分许向东海海上发射了3枚导弹。

北韩事先向美中通报核试验计划

韩国政府一位官员在新闻发布会上表示，北韩进行核试验之前向美国通报了相关内容。但通报的时间可能非常晚，以至于美国没有时间向韩方通报。另一位外交消息人士表示，北韩在进行核试验之前可能向中国通报了相关内容。

朝鲜声称要试射洲际导弹--日防卫相：须密切关注

日本防卫相滨田靖一在今天的记者会上，就朝鲜进行核试验后还声称要试射洲际弹道导弹一事称，“朝鲜一直言出必行，必须密切加以关注”。

日提议发展先发制人打击能力

日本共同社２４日援引提议报告内容说，自卫队“应该在自卫方针框架内拥有攻击
敌方军事基地的能力，以免坐以待毙”。报告提议将这一内容写入新防卫大纲计划。日本政府计划年底前制定完成２０１０财政年度至２０１４年财年防卫大纲。这一委员会小组同时认为，日本应该拥有自己的早期预警卫星系统，以更有效探测来袭导弹。但这一提议有违日本和平宪法原则。日本防卫大臣和一些议员对提议持谨慎态度。

日本专家：美国没反应北韩才提高强度

就北韩进行核试验一事，日本国内的韩半岛问题专家分析称，北韩的意图在于与美国进行双边谈判。庆应大学教授小此木政夫表示：“北韩从今年年初开始就多次预告要进行核试验。发射导弹后，看到美国没有反应，就提高了强度。”“如果这次
仍没有反应，北韩很可能会发射洲际导弹。”

小此木政夫表示：“北韩的意图是，由于目前是奥巴马总统执政之初，因此快速进
行高级别(level)谈判。”并分析称：“就是说，不是举行六方会谈，而是通过韩国
战争当事方会议，从头开始短时间内进行。”小此木政夫说：“美国还没有马上进
行谈判的意向，这次仍可能通过联合国安理会加强制裁，但我认为，不论以何种形式，最终还是会接受北韩的谈判要求。”

在日朝鲜韩国人对核试验看法不一 建议日本转换方针

针对25日朝鲜再次实施核试验，在日朝鲜及韩国人社会的知识界人士和非政府组织等相关人士纷纷叹息忧愁朝鲜对地区和平造成的威胁。另一方面也有人指出
日本政府应当调整政策以缓和紧张构筑和平。

联合国谴责北韩核试验

国际社会得知北韩进行核试验的几小时后，由15个成员国组成的安理会于星期一晚间举行会议，对北韩的举行表示强烈反对。北韩还随即试射了三枚导弹。
与此同时，首尔星期二宣布将加入美国提出的有关拦截被怀疑运载大规模杀伤武器的船只的倡议。北韩曾经表示，将把这种行动视为战争行为。奥巴马星期二与韩国总统李明博以及日本首相麻生太郎通了电话，三位领导人同意密切合作，并支持联合国为遏制北韩核以及导弹活动所采取的行动。

奥巴马总统谴责北韩进行核试验

他说：“北韩的核项目和弹道导弹项目对世界的和平与安全构成严重威胁，我强烈
谴责北韩肆无忌惮的行动。”“北韩的举动危及著东北亚人民的安全。他们公开违
反了国际法。北韩背叛了他们自己此前做出的承诺。现在，美国和国际社会必须对此采取行动。”“俄罗斯和中国以及我们传统的盟友韩国和日本都做出了相同的结
论，那就是，北韩通过威胁和非法武器的手段是不会得到安全和尊敬的。”

内贾德:伊朗只在国际原子能机构框架讨论核问题

艾哈迈迪-内贾德说，“伊朗不会允许任何人在国际原子能机构框架以外讨论伊朗核
问题”，“伊朗与任何人在国际原子能机构框架以外的谈判只会涉及伊朗参与处理
世界和平与安全问题”。

埃及法庭为异议分子翻案

埃及一法庭推翻了对埃及裔美国人易卜拉欣两年徒刑的判决，易卜拉欣因诬蔑埃及的罪名而被判刑。这位直言不讳的异议分子曾经撰写文章批评穆巴拉克总统政府，要求美国削减对埃及的援助，以便促使埃及实施政治改革。法庭是在美国总统奥巴马即将到访埃及前作出推翻原判的决定的。白宫表示，奥巴马6月4号将从开罗向世界各地的穆斯林发表讲话。

方励之肯定了20年来中国公众人权意识的进步、中国社会人权状况的改善。方励之说，所有的人权公约，每一条的第一句话甚至第一个词，就是"人人"，"人人如何如何"。这是非常重要的，在人权问题上，必须落实到每一个人，只要在一个人的问题上不符合人权标准，那就是违背。

方励之说，当年学生提出的口号里，有些是属于人权范围的，而不是民主范围的。比如当时提出的言论自由，就是人权范围的，因为人人都必须享有言论自由，不是有些人或大多数人有。所以如果当年提出更多关于人权的口号的话，确实可能会对后来中国人权的实现更好一点。

俄罗斯经济下滑幅度超过预期

俄罗斯联邦统计局最近公布的经济数据显示，国内生产总值在今年第一季度下降了9.5%。经济发展部先前曾经预测GDP的下降幅度是2.2%。俄罗斯的国家预算严重依赖石油和其他自然资源销售的税收，可是过去一年来石油价格却大幅下跌。梅德韦杰夫表示，政府在制定经济计划时不能指望价格回升。截至4月底，俄罗斯的失业率上升到了10.2%，工业生产则下降了将近17%。

国际货币基金组织官员星期一说，一年来急剧下挫的国际油价正在企稳。但由于产能过剩和大量库存，全球市场不会在近期出现供不应求的局面，因此油价难以迅速反弹。国际市场原油价格在去年7月达到每桶147美元的顶峰后一路下滑，今年2月跌至每桶34美元的低位。进入5月，油价突破每桶50美元，最近几天一直在60美元徘徊。

中国经济复苏将经历一段曲折之路

US reaches out to China to quell violence in Pakistan

With Pakistan racked by widening insurgency, the US makes an appeal to China to provide training and even military equipment to help bring stability back to the troubled country.

While China traditionally has been disinclined to intervene in other countries' affairs, Beijing officials have expressed concern that the activities of the Taliban on its western border could destabilize the region and jeopardize China's rising economic presence in Pakistan.

Pakistani Court Lifts Ban on Opposition Leader

A five-member bench of the Supreme Court headed by Justice Tassadaq Hussain Gilani lifted the ban on Mr. Sharif and his younger brother, Shahbaz Sharif, after hearing a review petition the brothers filed in May.

The court decision will bolster the standing of Mr. Sharif, who in recent months has emerged as the most popular politician in the country. President Asif Ali Zardari has seen his popularity ratings plummet, largely because of concerns about Pakistan’s faltering economy and a general sense that the country is headed in the wrong direction.

IAEA begins talks over new chief

The United Nations nuclear watchdog is meeting in Austria to hear from five candidates vying for the agency's top job, after it failed to elect a director-general earlier this year.

The contenders - from Japan, South Africa, Spain, Belgium and Slovenia - will present their credentials to International Atomic Energy Agency (IAEA) board members behind closed doors on Tuesday.

Elections to replace Mohamed ElBaradei, who is stepping down in November after 12 years in office, will begin on June 9.

U.S. home prices fall 18.7 percent on year in March

Prices of U.S. single-family homes fell 18.7 percent in March from a year earlier, while prices in the first quarter dropped at a record pace, according to the Standard & Poor's/Case-Shiller Home Price Indices released on Tuesday.

The U.S. housing market is in the worst downturn since the Great Depression as a huge supply of unsold homes, tighter lending standards and record foreclosures push down prices.

Many potential home buyers have been staying on the sidelines, waiting for prices to hit bottom and for the economy to stabilize. Economists contend that the economy might not emerge from its severe slump unless the housing market stabilizes.

On a month-over-month basis, the index of 20 metropolitan areas fell 2.2 percent in March from February, S&P said. The 20-city index dates back to 2000.
