北韩又发射短程导弹
继5月25日后,北韩又在26日接连两天内发射了短程导弹。韩国一位政府官员26日说,北韩当天下午在东海岸发射了短程导弹。据悉,北韩26日下午在咸镜南道咸兴市某地区向韩国东海海上各发射了一枚地对空和地对舰导弹。北韩25日上午9时54分进行第二次核试验后,当日下午12时8分许和5时3分许向东海海上发射了3枚导弹。
北韩事先向美中通报核试验计划
韩国政府一位官员在新闻发布会上表示,北韩进行核试验之前向美国通报了相关内容。但通报的时间可能非常晚,以至于美国没有时间向韩方通报。另一位外交消息人士表示,北韩在进行核试验之前可能向中国通报了相关内容。
朝鲜声称要试射洲际导弹--日防卫相:须密切关注
日本防卫相滨田靖一在今天的记者会上,就朝鲜进行核试验后还声称要试射洲际弹道导弹一事称,“朝鲜一直言出必行,必须密切加以关注”。
日提议发展先发制人打击能力
日本共同社24日援引提议报告内容说,自卫队“应该在自卫方针框架内拥有攻击
敌方军事基地的能力,以免坐以待毙”。报告提议将这一内容写入新防卫大纲计划。日本政府计划年底前制定完成2010财政年度至2014年财年防卫大纲。这一委员会小组同时认为,日本应该拥有自己的早期预警卫星系统,以更有效探测来袭导弹。但这一提议有违日本和平宪法原则。日本防卫大臣和一些议员对提议持谨慎态度。
日本专家:美国没反应北韩才提高强度
就北韩进行核试验一事,日本国内的韩半岛问题专家分析称,北韩的意图在于与美国进行双边谈判。庆应大学教授小此木政夫表示:“北韩从今年年初开始就多次预告要进行核试验。发射导弹后,看到美国没有反应,就提高了强度。”“如果这次
仍没有反应,北韩很可能会发射洲际导弹。”
小此木政夫表示:“北韩的意图是,由于目前是奥巴马总统执政之初,因此快速进
行高级别(level)谈判。”并分析称:“就是说,不是举行六方会谈,而是通过韩国
战争当事方会议,从头开始短时间内进行。”小此木政夫说:“美国还没有马上进
行谈判的意向,这次仍可能通过联合国安理会加强制裁,但我认为,不论以何种形式,最终还是会接受北韩的谈判要求。”
在日朝鲜韩国人对核试验看法不一 建议日本转换方针
针对25日朝鲜再次实施核试验,在日朝鲜及韩国人社会的知识界人士和非政府组织等相关人士纷纷叹息忧愁朝鲜对地区和平造成的威胁。另一方面也有人指出
日本政府应当调整政策以缓和紧张构筑和平。
联合国谴责北韩核试验
国际社会得知北韩进行核试验的几小时后,由15个成员国组成的安理会于星期一晚间举行会议,对北韩的举行表示强烈反对。北韩还随即试射了三枚导弹。
与此同时,首尔星期二宣布将加入美国提出的有关拦截被怀疑运载大规模杀伤武器的船只的倡议。北韩曾经表示,将把这种行动视为战争行为。奥巴马星期二与韩国总统李明博以及日本首相麻生太郎通了电话,三位领导人同意密切合作,并支持联合国为遏制北韩核以及导弹活动所采取的行动。

方励之肯定了20年来中国公众人权意识的进步、中国社会人权状况的改善。方励之说,所有的人权公约,每一条的第一句话甚至第一个词,就是"人人","人人如何如何"。这是非常重要的,在人权问题上,必须落实到每一个人,只要在一个人的问题上不符合人权标准,那就是违背。
方励之说,当年学生提出的口号里,有些是属于人权范围的,而不是民主范围的。比如当时提出的言论自由,就是人权范围的,因为人人都必须享有言论自由,不是有些人或大多数人有。所以如果当年提出更多关于人权的口号的话,确实可能会对后来中国人权的实现更好一点。
俄罗斯经济下滑幅度超过预期
俄罗斯联邦统计局最近公布的经济数据显示,国内生产总值在今年第一季度下降了9.5%。经济发展部先前曾经预测GDP的下降幅度是2.2%。俄罗斯的国家预算严重依赖石油和其他自然资源销售的税收,可是过去一年来石油价格却大幅下跌。梅德韦杰夫表示,政府在制定经济计划时不能指望价格回升。截至4月底,俄罗斯的失业率上升到了10.2%,工业生产则下降了将近17%。

US reaches out to China to quell violence in Pakistan

Pakistani Court Lifts Ban on Opposition Leader
A five-member bench of the Supreme Court headed by Justice Tassadaq Hussain Gilani lifted the ban on Mr. Sharif and his younger brother, Shahbaz Sharif, after hearing a review petition the brothers filed in May.
The court decision will bolster the standing of Mr. Sharif, who in recent months has emerged as the most popular politician in the country. President Asif Ali Zardari has seen his popularity ratings plummet, largely because of concerns about Pakistan’s faltering economy and a general sense that the country is headed in the wrong direction.
IAEA begins talks over new chief
The United Nations nuclear watchdog is meeting in Austria to hear from five candidates vying for the agency's top job, after it failed to elect a director-general earlier this year.

U.S. home prices fall 18.7 percent on year in March
Prices of U.S. single-family homes fell 18.7 percent in March from a year earlier, while prices in the first quarter dropped at a record pace, according to the Standard & Poor's/Case-Shiller Home Price Indices released on Tuesday.
The U.S. housing market is in the worst downturn since the Great Depression as a huge supply of unsold homes, tighter lending standards and record foreclosures push down prices.
Many potential home buyers have been staying on the sidelines, waiting for prices to hit bottom and for the economy to stabilize. Economists contend that the economy might not emerge from its severe slump unless the housing market stabilizes.
On a month-over-month basis, the index of 20 metropolitan areas fell 2.2 percent in March from February, S&P said. The 20-city index dates back to 2000.
