美媒称若巴基斯坦局面失控美国将接管巴核武库

美国已制订了在巴基斯坦政局失控前派出人员潜入巴基斯坦，确保巴机动核弹头武
库安全的详细计划。这一行动将由驻北卡罗来纳州布拉格堡的美军联合特种作战司
令部实施--它在巴阿西部边境地区驻有部队。“我们制订了在局面失控的情况下确
保巴基斯坦核武安全的计划。这是美军联合特种作战司令部驻阿部队的第二项主要
任务。在奥巴马总统下达相关命令后，联合特种作战司令部一直在改进其任务计划。小规模的部队将夺控核武器，将它们去功能化，在一个安全的地点集中存放这些核武器。”巴基斯坦拥有32件核武器，巴计划在2020年前使这一数字翻二倍。

巴拉迪认为拥核国家数量未来几年可能将翻倍

波恩年度报告：世界军备开支日增

阶段，"从中短期来看，美国不会减少国防预算。今年2月26日，美国政府公布了2010年度的国防预算草案，结果是与此前一年相比，相关数字再度提高了四个百分点。"2007年中国的军备开支为1千4百亿美元仅次于美国排名第二。俄罗斯位居第三，该国的军备开支为7百88亿美元。印度排在第四位，相关数字为7百22亿美元。

美国首次公开表示对朝鲜设置30枚拦截导弹

美国国防部长盖茨就3阶段导弹防御当中的中间阶段表示，目前已拥有30枚地上拦截导弹。他表示：“我得到的咨询是，这一拦截系统是针对朝鲜的防御。”

俄国家安全战略报告：能源争斗或引发军事冲突

报告认为，世界主要国家为控制能源展开竞争，“范围涉及中东、巴伦支海大陆架
及北极其他地区、里海和中亚地区”。这份报告警告，竞争将引发争执，“不能排
除军事力量介入”，战争可能波及俄罗斯及盟友边界地区。

不少环北极国家宣称对北极部分地区拥有主权或者经济专属权。俄罗斯、美国、加

维权巡航制度，将三百万平方公里管辖海域纳入定期维权巡航制度管理范畴。

日本正式下令派遣两架P-3C反潜机赴索马里护航

两架飞机将于6月上旬开始活动。这是日本首次向海外派遣P-3C实际执行任务。
此前已经派遣的两艘海自护卫舰从3月底开始活动，P-3C加入后日本将具备从海空同时防备海盗的能力。P-3C主要负责从空中为途经亚丁湾的日本相关船只提供护航，监视海盗船的动向，并向海自护卫舰、日本相关船只及各国军舰提供情报。

中国外国直接投资再次下降

中国商务部官员说，中国4月份外国直接投资与去年同期相比下降了22.5%。这是中国外国直接投资连续第七个月下降。由于全球金融危机，各个公司削减投资，中国4月份总共吸引了58.9亿美元外资。4月份外国直接投资的跌幅比3月份公布的统计数字要大得多。中国3月份的外国直接投资比去年同期下降了9.5%。在1月到4月间，实际外国直接投资下降了21%，跌到2877亿美元。外国直接投资下降的原因是贸易活动降低和金融状况恶化，导致各个公司取消和暂缓投资工厂或其它资产。但是4月份的数字不能反应真实情况，因为去年4月份外国承诺直接投资额猛增53%。

克鲁格曼：全球经济面临长期停滞风险

2008年诺贝尔经济学奖得主克鲁格曼说，目前全球经济形势和日本“失去10年”的
相似之处包括受困的金融体系、总需求不振、以及效果有限的财政支持。在某些方
面，克鲁格曼认为全球经济的中期前景比日本90年代的经历还要悲观，主要原因是
本轮经济周期初始阶段的衰退程度更深。而且与日本不同，对于全球经济来说，倚
靠贸易摆脱危机不是一个选择。克鲁格曼说，全球经济摆脱困境的关键在于私营领

Investor's Business Daily 文章作者鹤冈说，中国近期频频利用手中充足的现金，在发展中国家放贷或投资。中国近年来展开的以“慷慨援助换取贸易合同”的策略已经从亚洲拓展到拉丁美洲。这些交易包括：向巴西国家石油公司提供100亿美元的原油设备融资贷款，为产油国委内瑞拉提供数十亿万美元的发展资金，以及为铁矿出口大国阿根廷慷慨解囊等。中国在数年前就开始推动这个战略。这个新的策略是要着眼于长期性的资源安全，维持其工业经济的发展。北京的新姿态可能意味著它不再想乖乖遵从发达国家定下的贸易和金融规则。

“我认为中国在和美国制造业抢占拉丁美洲、印度尼西亚和印度这样的新兴市场的
份额中占据非常有利的地位。原因在于中国通过技术引进生产出的大量机械设备会

奥巴马:我们不能一直从中国借钱

奥巴马在新墨西哥州市民会议上说：“我们不能一直从中国借钱。借钱是要还利息
的，我们现在的做法是拿下一代的未来作抵押。” 奥巴马说，美国的债权人终将
“感到厌倦”，不再买进美国的国债，到那时各种消费的贷款利率都要蹿升，从买

日本09年通商白皮书草案要求瞄准亚洲新兴市场

草案指出，全球性经济恶化正导致出口大幅减少，中产阶级人口迅猛增加的亚洲新
兴市场“对日本企业来说是巨大的机遇”。草案建议进一步推动商品开发和部件采

Jordan Tells Israel to Accept Two-State Solution

Mr. Netanyahu made the unannounced trip to Jordan hours before he was to meet in Nazareth with Pope Benedict XVI, and days ahead of a pivotal meeting with President Obama, scheduled to take place in Washington on Monday.

The Obama administration has pronounced the two-state solution — the establishment of an independent Palestinian state alongside Israel — to be the only solution to the Israeli-Palestinian conflict. Mr. Netanyahu has so far refused to publicly endorse the notion of a sovereign Palestinian state, a point of possible friction with Washington.

Mark Regev, a spokesman for Mr. Netanyahu, said that the Israeli prime minister and the Jordanian monarch discussed bilateral issues and the peace process with the Palestinians. On the subject of Palestinian statehood, Mr. Regev said only that “the Prime Minister expressed his view that he is committed to moving forward and is committed to tangible steps that will benefit people on the ground.”

A statement issued by the royal palace after the meeting and quoted by news organizations said that the king had also asked Mr. Netanyahu to accept the Arab peace initiative, which offers Israel normal ties with the Arab world in return for a full withdrawal to its pre-1967 boundaries and a solution for the Palestinian refugees of 1948.

Mr. Netanyahu has emphasized the Palestinians’ need for rapid economic development. While stating his readiness for political talks, he has been less eager to define the desired outcome.

Mr. Regev said that Mr. Netanyahu wanted to see Egypt and Jordan, countries that already signed peace treaties with Israel, playing an “enhanced role” in the Israeli-Palestinian process.

At a news conference in Egypt on Monday, the Israeli leader expressed appreciation for Egypt’s “assistance in the struggle with the extremists and the terrorists who threaten both the whole region and the peace which we all desire.”

Netanyahu Asks Pope to Condemn Iran

“I asked him as a moral figure to make his voice heard loudly and continuously against the declarations coming from Iran about their intentions to destroy the state of Israel,”Mr. Netanyahu told Israeli television after meeting Benedict.“It cannot be that at the start of the 21st century, a state arises that says it intends to destroy the Jewish state and that a very strong and aggressive voice isn’t heard condemning this phenomenon,” Mr. Netanyahu added.

The Vatican has full diplomatic ties with Iran.

Benedict has not directly spoken about Iranian statements on Israel, but the Vatican spokesman, the Rev. Federico Lombardi, has. On Thursday, Father Lombardi said that he had, on several occasions, criticized comments attacking Israel and denying the Holocaust. “We have made objections in the past,” he said.

Mr. Netanyahu said he and the pope had discussed “the historic process of reconciliation between Christianity and Judaism.”

At end of Mideast trip, pope says peace is possible

Pope Benedict XVI assured his followers in the Holy Land that peace is possible, as he ended his Mideast visit Friday by putting aside the contentious issues he has confronted and coming as a pilgrim to the site of Jesus' crucifixion.

Iran predicts jump in oil prices

Iran forecasts a jump in the price of crude in the near future because of a demand increase from countries such as India and China. "There are changes in oil demand in China and India which are likely to take the oil price back to its previous position," said Iran's Oil Minister Gholam Hossein Nozari. Last week Iran's OPEC governor said the 13-member organization may decide to slash its oil output during its upcoming meeting. Since September, OPEC members have already agreed to reduce their output by about 4.2 million barrels per day, or about 5 percent of the world supply.
