朝方称正调查越过NLL的韩方船只
朝鲜相关部门30日对越过东海北方界线(NLL)并被朝方拖走的“800沿岸号”船长
朴光善表示:“相关部门正在进行调查。”该渔船乘有4名船员,当天凌晨5时5分越
过NLL,被一艘朝鲜警备艇拖回长箭港。
日美中政策对话因中方担心“刺激朝鲜”而面临搁置
原计划本月在华盛顿举行的首次日美中三国政策对话可能将被暂时搁置,原因是中
方认为此事会“刺激朝鲜”因而态度消极。据称,中方已告知日美其认为不适合在
这段时间举行对话。三国对话原本由中方发起,此前他们还曾积极促成美日参与对
话,况且朝鲜问题也并未列入对话议题。因此分析人士普遍认为,中方改变初衷或
许并非因为朝鲜问题而是另有原因。
潘基文支持朝美直接对话并期望访问平壤
潘基文29日在联合国总部召开记者会说:“朝鲜当局表示愿意与美国直接对话,是
倍受鼓舞的消息,如果有必要,将给予支持和欢迎。”潘的此番言论备受关注。潘
基文说:“六方会谈是通过对话解决朝核问题的有效方法。但在朝鲜当局拒绝所有
对话的情况下,如果有必要就应进行其它形式的对话。”“六方会谈陷入僵局,且
所有对话渠道也被切断,目前除了朝美会谈以外,没有其它方法。”潘基文还说:
“对迄今为止没有任何进展的韩半岛状况,我深感担忧。身为联合国秘书长,将尽
我所能解决朝核问题,其中包括亲自访问平壤。”
潘基文称若时机到来愿意访朝 欢迎朝鲜恢复对话
联合国秘书长潘基文在29日的记者会上就其访问朝鲜的可能性表示“作为联合国秘
书长,只要我力所能及都乐意去做,包括我本人访问朝鲜”,暗示一旦六方会谈机
制瓦解等必要的时机到来,他非常希望访问朝鲜。
潘基文2007年上任后称多次考虑访朝,但由于朝鲜方面不愿接纳或日美两国担心此
举会影响六方会谈等原因,潘基文的访朝一直未能实现。潘基文还称朝鲜就恢复同
美国对话所表现出的积极姿态“令人鼓舞”,他对此表示欢迎。他还称对六方会谈
一贯表示支持,但“如有必要也可以采取其他形式的会谈。”
王光亚:美若顾及朝鲜安全,或对朝鲜有吸引力
在华盛顿出席中美战略与经济对话的王光亚说:“中国认为,如果美国在研究的计
划能包含合理的安全条件,对朝鲜就有吸引力。”王光亚说,中美双方认同,只有
对话才能解决朝鲜导弹试射和核试等问题。
美国国务卿希拉莉对记者说,他与中国国务委员戴秉国就朝鲜问题进行了长时间的
讨论,着重讨论了中国对朝鲜问题的立场和美国同朝鲜的关系。她说:“会谈让我
获益良多”。不过,究竟中国有否同意向朝鲜施加更大的压力,促成朝鲜重返六方
会谈的谈判桌,双方都没有交待。
鲍威尔称朝鲜是谈判能力最强的国家之一
美国前国务卿鲍威尔28日表示:“朝鲜是我所面对过的谈判能力最强的国家之一。”
“朝鲜机制已经崩溃,但谈判能力并未减弱。从美朝谈判历史来看,朝鲜很清楚自
己的谈判立场。朝鲜会使对方崩溃,并善用对方的急躁心态。”他说。“去年,朝
鲜从支恐国家名单中被除名,此前在澳门汇业银行冻结的2500万美元也归还朝鲜,
但朝鲜并未放弃任何东西。朝鲜政府并不优秀,但谈判能力很强。”就朝鲜目前的
情况,鲍威尔说:“正在进行接班工作。朝鲜领导人已经病危,最终将从历史舞台
上消失。”
中国没收企图运往朝鲜的导弹原材料
丹东海关24日在对出口朝鲜商品检查中发现了70公斤被伪装成水果箱的6箱钒,其市
价大约为20万人民币。中国政府从多年前开始禁止出口钒,尤其在今年5月朝鲜的第
2次核试验之后,加强了对朝军事和战略用品的出口管制。
被孤立的朝鲜对中国的依赖度加深
今年上半年,朝鲜和中国的贸易额9617.6万美元,同比增加268.4%。其中进口额6716万美元,同比增306.1%,对朝出口额2901.6万美元,增206%。
进口商品主要是无烟碳和钢材。无烟碳进口额达4622万美元,占进口总额的68.5%,
钢材进口额为598.9万美元(8.9%)。
出口产品中,机械类出口额为1436.9万美元,同比暴增1200%,玉米和大米等农产品
出口额也达到1144.2万美元,增40.2%。
中国私人企业的贸易额以8572.2万美元,增加330%,占对朝贸易总额的97%,国有企
业贸易额也以749.3万美元,暴增1000%。
美国将成立专案组展开行动切断塔利班海外资金来源
美国派驻阿富汗和巴基斯坦的特使霍尔布鲁克宣布,美国将成立一个专案小组展开
新一波行动,以阻断塔利班的海外资金来源--主要来自波斯湾国家--每年好几亿美
元--比塔利班通过贩卖鸦片和海洛英所得还要多--塔利班每年从鸦片罂粟交易和参
与提炼海洛英活动中,获取的利润估计至少达4亿美元。
“取缔毒品与非法资金专案组”,成员包括五角大楼、联邦调查局、中央情报局的
人员,他们将设法削弱塔利班的实力。霍尔布鲁克指出,巴基斯坦边界地带的局势,
先要稳定下来,而且多少得到控制,西方国家在阿富汗的行动才有办法获得成功。
分析:美国开始直视中国存在感
中国持有的美国国债超过8000亿美元。中国仅作出打算出售美国国债的样子,美国
国债市场就会产生动荡,甚至全球经济都可能陷入混乱。正因为如此,中国虽然在
摸索资产多样化的道路,但实际上处于不可能大举出售美国国债的境地。中国财政
部部长谢旭人强调,中方当然非常关心中国的资产安全。不过,中方除了敦促美国
努力重建财政,确保资产价值外,并没有良策。
美国即将大量发行国债,而要稳定地消化这些国债,中国的合作是不可或缺的。此
次美方并没有像布什政权时代那样,强硬要求人民币升值和开放金融市场,指出美

Iran opposition leaders to attend victims' ceremony
Iranian opposition leaders said they would attend a memorial
ceremony on Thursday for protesters killed since the disputed June
presidential election, defying a stern threat by revolutionary
guards to break up the gathering. "Mirhossein Mousavi and Mehdi
Karoubi will go to Tehran's Behesht-e Zahra cemetery today to
commemorate Neda Agha-Soltan and other victims of the unrest," said
Ghalamnews, Mousavi's website.
First group of 'rioters' to be tried in Iran
Iran's Judiciary has announced that the trial of the first group of
'rioters' who had provoked post-election unrest in the country will
begin on Saturday.
Tehran's Public Prosecutor Office declared in a statement on
Wednesday that the first court session to prosecute the suspects
will be held on August 1, 2009, IRNA reported.
The statement also blasted the US and Britain over their stance
towards Iran's presidential election and “their interference in
Iran's internal affairs which was aimed at plunging the country in
post-election chaos.”
The office also hailed efforts made by Iran's security forces and
the Basij volunteers who managed to "arrest the rioters and end the
unrest”.
The statement said that a number of suspects were identified by
their photos taken during street unrests, and thanked the Iranian
nation for help in identifying them. “People's help will lead to
identification of more rioters in the near future," it promised.
Ten charges were listed, including attacking military centers with
weapons and fire-bombs and attacking security forces; damaging
public and private properties, distributing pamphlets against the
system of the Islamic Republic; relations with anti-Iranian
terrorist groups such as the Mujahedeen Khalq Organization (MKO);
and preparing reports for the foreign media and the enemies.
US casts doubt on Swat operation's achievements
A top US official has expressed doubt about whether Pakistan's
military offensive against militants in the swat Valley has killed
insurgents or scattered them.
"We don't know exactly to what extent the Pakistani army dispersed
or destroyed the enemy," Richard Holbrooke, the US special
representative for Afghanistan and Pakistan, told reporters after
returning from a visit to the region on July 29.
The US officials had for long accused Pakistan of not doing enough
to curb insurgency in the country.
Islamabad launched an offensive in the Swat Valley in late April,
claiming it has since killed 1,800 militants.
"The test of this operation is, of course, when the refugees return.
Can they go home? Are they safe? And we're just going to have to
wait and see," Holbrooke added.
Nearly, 2 million people were displaced by three months of heavy
fighting in the Swat Valley and the nearby districts of Buner and
Lower Dir. authorities have started helping many of refugees return
home.
However, Holbrooke praised Islamabad for shifting troops from its
eastern border to the western border, where Washington has always
wanted Pakistan's more involvement in stabilizing neighboring
Afghanistan.
Iranian MP: MKO might move to Pakistan
An Iranian lawmaker says following the Iraqi crackdown on the
Mujahedin-e Khalq Organization (MKO), its remaining members could be
moved to Pakistan.
Iraqi security forces took control of the MKO's training base at
Camp Ashraf, about 60km (37 miles) north of Baghdad on Tuesday,
detaining dozens of terrorists.
Seyyed Hossein Naqavi, a member of Iran's Majlis Committee on
National Security and Foreign Policy told Mehr news agency that the
move by the Iraqi government would open a new chapter in
Tehran-Baghdad ties.
He noted that the MKO has been in talks with Abdolmalek Rigi, the
head of the Jundullah terrorist gang operating in southeastern Iran
around the Pakistani border, saying that the talks seemed to be
aimed at paving the way for the deployment of MKO members in
Pakistan.
“Considering the fact that the EU has lifted the MKO from its terror
list, there is also a chance for the terrorist group to be stationed
in a European country," he added.
Nevertheless, Naqavi stressed that the deployment of the MKO to an
EU country is highly unlikely, because the group needs to be located
on Iran's doorsteps to carry out its plots against the country.
The Iranian lawmaker added that the Pakistani government does not
have full control over all parts of its territory and this could let
the MKO to resume its activity in Pakistan.
'US misstepped regarding settlements'
The current tensions between Israel and the United States, most
recently demonstrated by a poll which showed America's public image
on the decline in the Jewish state, might have been avoided had US
President Barack Obama not taken such a harsh stance against
settlement construction in the West Bank and east Jerusalem, the
Washington Post's Thursday editorial stated.
While acknowledging that confrontation over steps needed to achieve
peace was inevitable between the US administration and the various
regional players in the Middle East, the editorial maintained that
Obama should have accepted initial Israeli concessions, and should
have avoided the demand for a total settlement freeze.
"Rather than pocketing Mr. Netanyahu's initial concessions - he gave
a speech on Palestinian statehood and suggested parameters for
curtailing settlements accepted by previous US administrations - Mr.
Obama chose to insist on an absolutist demand for a settlement
'freeze,'" the editorial stated. "Palestinian and Arab leaders who
had accepted previous compromises immediately hardened their
positions; they also balked at delivering the 'confidence-building'
concessions to Israel that the administration seeks."
In addition, the paper maintained that Prime Minister Binyamin
Netanyahu's government earned critical public support due to what
Israelis perceived as unfair treatment from Washington.
"Israeli public opinion, which normally leans against the settler
movement, has rallied behind Mr. Netanyahu," the editorial said.
"And Israeli-Palestinian peace negotiations, which were active
during the Bush administration's final year, have yet to resume."
The piece went on to predict that an eventual compromise between the
US and Israel over settlements, which would see some building
projects completed with others temporarily halted, would inevitably
draw more criticism from Arab states than it would have had the
issue not been escalated in the first place.
"If he is to be effective in brokering a peace deal, Mr. Obama will
need to show both sides that they can trust him," the paper stated,
adding that he must also "be tough on more than one country."
