自民党图逼宫麻生以阻提前大选
自民党内的反对派试图迫使首相麻生太郎下台。一份在自民党众议员之间传阅、要
求召开紧急党大会的呈请,已经得到超过三分之二议员的联署,其中包括财务大臣
与谢野馨。麻生决定提前在8月30日大选,己在党内造成混乱。
日中韩首脑会谈因日本大选而延期
因日本首相麻生太郎宣布将于8月30日进行众院选举,中国政府近日决定推迟原计划
8月底举行的日中韩首脑会谈,并已通报了韩国方面。中国接受了日方以“国内政治
状况”为由提出的延期要求。会谈日程将在秋天后重新调整。
日本民主党代表强调能够坚持无核三原则
鸠山由纪夫15日下午在东京接受记者采访时就允许核武器入境的日美密约一事表示,
“实际上美国装载核武器的船舰已没有必要停靠日本港口。能够坚持无核三原则”。
他同时强调:“存在来自朝鲜的威胁。日美将着眼未来进行彻底讨论。将在公开讨
论中得出结论,而不是密约。”鸠山再次表示政权更迭后将在日美磋商中积极提及
日本的安全保障和美国的核威慑。鸠山认为密约是高度的政治判断并给予了理解,
称“日本是被爆国,密约出于不得已。这或许是被迫采取的政治措施”。
基辛格称朝核磋商不能以美朝双边会谈形式举行
美国前国务卿基辛格当地时间14日表示,如果开展朝核磋商,应该以多方会谈的形
式举行,而不是举行美朝双边会谈。基辛格表示:“朝核问题并不是美国和朝鲜之
间的问题,而是全世界和朝鲜之间的问题。”他强调:“如果重启六方会谈,必须
制定期限,并在朝鲜放弃核武器的前提下开展。”“如果不是,我们只能重复在核
武器扩散到全球的情况下,用钱购买让步的过程。”
希拉里称加倍努力实现朝鲜无核化
美国务卿希拉里15日表示,为实现韩半岛完全可验证的无核化,相关国家将加倍努
力。她说:“含有对朝苛刻制裁措施的2个安理会决议一致通过,这是这种努力取得
的短期结果。中国、俄罗斯和印度等正与我们一起说服其他国家履行决议。”她还
说:“美国外交政策的首要目标是阻止核武器的扩散和使用,并消除来自核武器的
威胁,打造一个自由的世界。”

希拉里说美国仍准备同伊朗接触,但这个机会“不会无休止地存在下去。”她还说,
美国“非常钦佩地”观望伊朗选举的活力,但是对政府暴力镇压示威者感到“震惊”。
希拉里说,伊朗政府为掩盖自己的行径逮捕外国人,把记者驱逐出境和切断技术联
系的作法是“应受指责和不可接受的”。而如果伊朗停止威胁其邻国,不再支持恐
怖主义,伊朗就能在中东地区扮演“建设性的角色”。
美国务卿将访问印度泰国
希拉里这个星期将开始访问印度和泰国--星期五抵达印度金融中心孟买--悼念去年
孟买恐怖袭击中的死难者--星期天前往新德里与印度领导人举行会谈,讨论美印战
略伙伴关系。美国国务院表示,克林顿此行不访问印度的邻国巴基斯坦并不是有意
怠慢巴基斯坦。希拉里将在几个月后访问巴基斯坦。
在结束对印度的访问后,希拉里将于7月22号抵达泰国。她将在曼谷与泰国总理阿披
实和其他泰国领导人举行会谈。美国国务院表示,双方都会强调双边关系的重要性。
在结束对泰国的访问后,克林顿将率领一个美国代表团出席在普吉举行的东南亚联
盟部长会议。
美海军上将:中国军事扩张带来不确定性
被提名为下任美军太平洋司令部司令的海军上将罗伯特.威拉德日前告诉国会,他上
任之后将面临三个最大挑战:第一是中国规模巨大的军事扩张与现代化,为亚太地
区带来不确定性。第二,北韩的武器扩散威胁了区域安全。最后则是如何强化美国
与亚太盟友的关系,以维护亚太地区的稳定。
威拉德说:“我认为每个人都希望看到中国在区域安全上,成为一个具有建设性的
伙伴。”美国的策略是跟中国政府与解放军进行谨慎、适度的军事交往,以降低双
方发生误解的机会;美国也希望中国提高军事透明度。
威拉德说:“我们认为,美中通过军事对话讨论双方共同利益与分歧,跟目前美国
对中国的外交与各种努力相比,是个重要管道。一旦我的任命获得批准,我将寻求
更多跟中国军事交往的新管道。”
白宫发表声明称国会若想增购F-22将行使否决权
白宫15日声称,如果2010会计年度的国防权限法案中写入增购最尖端隐形战斗机F-22计划,总统奥巴马将行使否决权。此外,国防部发言人莫里尔当天再次劝告日本购买
F-35战斗机。
由于奥巴马政府对停产F-22的强硬姿态鲜明,将F-22作为下一代主力战斗机有力候
选机型的日本防卫省或将不得不加快调整选定工作。国会参议院军事委员会6月通过
了增购7架F-22的法案,目前正展开修正讨论以在参院全体议会上表决通过。白宫的
这份声明指出奥巴马已将动用否决权的想法通过书信传达给了参议院军事委员会主
席里宾,此举对欲以抵抗的参院议员起到了牵制作用。
以色列战舰过苏伊士运河 为攻打伊朗做准备
以色列官员证实,有两艘以色列战舰通过苏伊士运河,部署到了红海。本月晚些时
候,以色列空军将和美军举行联合远程军事演习,并测试一个部署在太平洋的美国
导弹防御设施。以色列一位国防官员说:“我们是在很严肃地做准备。以色列正在
做积极准备,来应对攻打伊朗可能面临的复杂局面。我们这些行动是对伊朗发出的
明确信号,以色列对伊朗的威胁不会坐视不管。”这位官员还说,如果以色列要发
动对伊朗的进攻,海军战舰就要通过苏伊士运河。
分析人士普遍认为,要打击距离以色列800英里以外的伊朗十几个核目标,以色列携
带导弹的潜艇,及拥有先进战机的舰队,应该会大有用武之地。据埃及外长阿布·
盖特透露,埃及政府明确允许以色列战舰通过苏伊士运河。一名以色列海军将领甚
至说,这次军事训练“离不开埃及人的全面合作”。这次通过苏伊士运河的是一艘
萨尔级导弹护卫舰与一艘海豚级潜艇。以色列共有6艘海豚级潜艇,其中3艘可能携

美商务部长呼吁中国开放市场和货币汇率
正在北京访问的美国商务部部长骆家辉敦促中国加快松动人民币汇率的步伐,开放
市场,解决难以为继的美中贸易不平衡问题。美国商界和制造业界批评现政府延续
布什政府在中国货币政策方面的态度,希望通过贸易法规促使中国纠正不公平的贸
易行为。
骆家辉星期三在北京表示,如果中国让人民币汇率更加灵活,并且进一步对进口商
品和外国直接投资开放其国内市场,将会加快世界经济恢复增长的步伐。
首次以美国商务部长身份访问中国的骆家辉在对美国商界人士发表讲话的时候还说,
中国在贸易方面的一些不公平作法有损双方的合作。他说,“对国内公司进行不公
平的补贴,或者拒绝跨国公司进入本地市场以及获得政府采购合同对于贸易合作形
成潜在的严重威胁。”
骆家辉表示,美国能源、技术、娱乐和制药等领域的公司每年仍因中国的知识产权
盗用行为而蒙受着数十亿美元的损失。
美中贸易多年来一直处于巨大的不平衡状态。即便在全球经济衰退、美国消费需求
下降以及中国出口急坠的情况下,两国间的贸易鸿沟仍然没有弥合的迹象。骆家辉
表示,去年美中贸易逆差高达创记录的两千7百亿美元。他说,奥巴马总统将寻求恢
复两国间的贸易平衡。
前美国贸易代表助理斯派塞说,美国政府“希望看到人民币币值得以进一步调整。
但他们很小心。他们本来有机会将中国定为货币操纵国。但他们没有这样做,原因
在于我们和中国之间的关系,也就是他们在买我们的债券。”
游说团体公平货币联盟执行总裁查尔斯布鲁姆说,内外政治因素令美国在货币和贸
易问题上难以推进。他说,“如果他们手中缺乏有力的筹码,我看不到美国在人民
币和其他问题的谈判上能取得成功。公平货币联盟长期致力于推动修改美国的贸易
法规,使反补贴税法和反倾销法得以实施。这才能给美国政府创造出谈判筹码。”
OECD:全球经济仍未出谷底
经济合作与发展组织(OECD)前天说,从2007年底至2010年底,全球发达国家将失
去3000万份工作。这说明了全球经济仍未走出颓势谷底。在华盛顿,美国总统奥巴
马周二表示,他预计美国的失业率将在未来几个月进一步上升。奥巴马在上个月曾
表示失业率会在今年达到双位数。
中国上半年GDP同比增长7.1% CPI同比降1.1%
中国国家统计局表示,今年第二季度的国内生产总值与去年同期相比,增长了7.9%,
大大超过第一季度6.1%的同比增长幅度。中国国家统计局还表示, 今年上半年,全
国零售上涨了15%,而6月份的消费价格比去年同期下跌了1.7%。中国国家统计局还
说,今年6月份,中国的工业总产值上升了10.7%,5月份的增长幅度为8.9%。
中国经济强劲复苏暗藏风险
外储高增、热钱流入的风险
经济学家祝宝良表示,游资流入最大的危害是资产泡沫的产生,包括股市、房价的
上涨。“除了会吹大资产泡沫,导致通货膨胀之外,热钱的流入将使得人民币面临
升值压力,而人民币升值会对我国出口造成负面影响。”
09年铁矿石价格谈判中国可能接受既成事实
上海联合金属研究所分析师Hu Kai表示,国内主要钢铁厂商已经接受了力拓33%的降
价条件--意味著中国可能已经接受2009年铁矿石价格谈判失败的既成事实。Hu Kai拒
绝透露这些钢铁企业的名字。
此前中国钢铁工业协会一直寻求45%的铁矿石降幅,高于日本和韩国钢铁厂商33%的
降幅要求。胡凯表示,“力拓不大可能作出降价的让步,因此降价谈判可能最终会
以中国钢铁企业接受33%降幅结束。”中国钢铁工业协会的一名官员今天证实,中国
钢铁企业与三大铁矿石供应商的价格谈判仍在进行中。分析人士认为,中国警方7月
5日突然拘捕力拓集团4名在华工作员工给铁矿石谈判增添了变数。
美国商务部长要跟中国谈力拓间谍案
美国商务部长骆家辉(Gary Locke)表示,在中国经营的跨国公司必须获得保证而且
能够确信其员工将受到公平对待。骆家辉还表示,将在周四与中国总理温家宝会晤
时提及澳大利亚公司雇员在华被拘留一事。
骆家辉周三在中国接受美国有线电视新闻网(Cable News Network, 简称CNN)的采访
时称,我们必须继续呼吁中国增加执法的透明度和公正性,以及保证对外商投资及

Moussavi to Appear in Public in Tehran
Iran's opposition leader Mirhossein Mousavi will attend Friday
prayers this week in his first official public appearance since last
month's disputed election, a statement on his website said.
Mousavi's statement, posted late on Wednesday, confirmed a media
report earlier this week that he would attend the prayers at Tehran
University to be led by former president Akbar Hashemi Rafsanjani, a
rival of re-elected President Mahmoud Ahmadinejad.
"Since I regard as obligatory responding to the invitation of the
sympathisers and supporters in the path of safeguarding legitimate
rights of a free and honourable life, I will maintain a presence
alongside you on Friday," Mousavi said. Mousavi's website said he
made the statement "in response to the public's invitation for him
to participate in Friday prayers in Tehran."
On Tuesday, the Etemad newspaper said both Mousavi and reformist
former president Mohammad Khatami, a supporter of his, would attend
the prayers, which are broadcast live.
Head of Iran's nuclear agency resigns
Gholam Reza Aghazadeh, the head of the Iranian nuclear agency, has
resigned, Iran's semi-official ISNA news agency reported on
Thursday. The official gave no reason for his resignation. However,
Aghazadeh has been known to be close to opposition leader Mir
Hossein Mousavi, whose claims of a rigged presidential election
sparked widespread violent protests throughout the Islamic republic.
Aghazadeh was quoted as telling ISNA that he submitted his
resignation 20 days ago to President Mahmoud Ahmadinejad, who
accepted it. Aghazadeh said that he also resigned from his other
post, as one of Ahmadinejad's vice presidents.

Elham: Expediency Council ruling 'unconstitutional'
An Iranian minister who also holds a post in the Guardian Council
has criticized a recent move that bans him from serving in both
positions at the same time.
Commenting on the decision recently announced by the country's
Expediency Council, Minister of Justice Gholam-Hossein Elham claimed
that it was 'issuing directives in contradiction to the
Constitution'.
Led by Ayatollah Akbar Hashemi-Rafsanjani, the Expediency Council is
a high-ranking body within the Islamic Republic with supervisory
powers and the authority to settle disagreements between the
Parliament (Majlis) and the Guardian Council.
The Guardian Council is a 12-member body tasked with overseeing
election procedures and parliamentary legislation.
“It seems that at the moment it is in the interests of the country
not to abide by the Constitution,” Elham told reporters ironically
on the sidelines of a Wednesday cabinet meeting.
Elham did say, however, that the government would follow the
Expediency Council ruling if the legality of the decision is proved.
The minister also refused to give a definitive answer to a question
about which post he would retain if forced to choose.
Elham, who also holds the position of spokesman for the government
of Mahmoud Ahmadinejad, said that the future of his career within
the executive body depends on the president's plans for his new
government.
Earlier this week, the Expediency Council announced that no one is
permitted to be a member of the country's Guardian Council while
simultaneously holding a post in a government body.
The Council also gave government officials to whom this new
legislation applies two months to resign from one of their posts.
Lebanon will use 'all means' against Israel
Lebanese President Michel Suleiman says his country will use 'all
legitimate and available means' against the Israeli threats.
Speaking at the opening session of a Non-Aligned Movement (NAM)
summit on Wednesday, Suleiman reiterated that Lebanon has the right
to defend itself against Israeli the threats and to liberate its
lands occupied by Israel.
Suleiman slammed Israel's daily violations of Lebanese territorial
sovereignty and 'its aggressive espionage acts in breach of the UN
Security Council Resolution 1701'.
Lebanon has arrested at least 60 people for spying and 100 others on
suspicion of espionage since it launched a major crackdown on spy
networks almost three months ago. Most of the detainees were
reportedly equipped with high-tech espionage equipment.
Suleiman condemned Israel's 'rejection' of the Palestinian refugees'
right to return to their homeland and attempts for their
naturalization.
"Lebanon presented this summit with specific demands for the full
and unconditional implementation of Resolution 1701, for the
rejection of any form of Palestinian naturalization and for the
preservation of (Lebanon's) right to defend itself and liberate its
land by all legitimate and available means," he said.
Suleiman said Lebanon remains under 'repeated Israeli threats
against its land, people, establishments and infrastructures'.
He issued an urgent call for a conference to address the
Arab-Israeli conflict in light of Israel's continued rejection of
'peace requirements and of the Palestinian people's right to
establish their independent state.'
Such a conference will seek to 'boost the chances for a just and
comprehensive peace in the Middle East', he added.
Suleiman met his Egyptian counterpart Hosni Mubarak, UN
Secretary-General Ban Ki-moon, Arab League head Amr Moussa and
several other leaders on the sidelines of the summit.
New private Iranian banks may be on the way
Head of the Central Bank of Iran (CBI) Mahmoud Bahmani says new
private banks are likely to join the banking system of the country.
Bahmani told reporters after the Wednesday cabinet session that the
establishment of new private banks will be reviewed in the
subcommittees and the final decision will be then announced in the
next meeting of the Money and Credit Council.
Iran's recently revived Money and Credit Council, the Central Bank's
major policy-making body, held its first meeting on Tuesday.
The meeting, chaired by Bahmani, convened two years after President
Mahmoud Ahmadinejad had dissolved the Council. The president,
however, agreed to the revival of the Council last month.
Bahmani said that during Tuesday's meeting, the conduct of the banks
was reviewed and a report was also presented on the activities of
the Central Bank.
The Council also reviewed Iran's monetary and credit policies in the
past two years.
Bahmani had announced in May that the Central Bank was reviewing 40
requests for setting up private banks in the country.
Currently, six private Iranian banks offer services to customers in
the country.
