雅加达两酒店遭恐怖袭击
当地时间17日早晨7时45分左右,位于印尼首都雅加达市中心的两间豪华酒店Ritz-Carlton和JW
Marriott几乎同时间发生连环爆炸。印尼总统发言人在电视发表声明称,两酒店爆炸事件属于恐怖袭击行为。爆炸事故已造成至少9人死50人受伤,死者包括1名纽西兰人。伤者包括13名外国人,他们来自美国、澳大利亚、加拿大、印度、荷兰、
挪威和韩国。将在本周末进行亚洲巡回赛的的英超冠军足球队曼联,原定18日要下
榻出事的丽嘉酒店,在爆炸事件发生后,曼联随即取消了印尼之行。
印:孟买袭击解决前不与巴和谈
巴基斯坦和印度总理表示,打击恐怖主义的行动不应当与两国间的和平谈判联系在
一起。巴基斯坦总理吉拉尼和印度总理辛格星期四在埃及会晤后发表联合声明。双
方会谈的目的是恢复去年孟买恐怖袭击后终止的和平谈判。但在声明发布后不久,
辛格便对记者强调,调查和阻止恐怖袭击仍是当务之急,在把孟买袭击策划者绳之
以法之前,印度不会与巴基斯坦恢复和平谈判。
联合国安理会公布制裁朝鲜名单
最新的制裁措施包括:冻结5家朝鲜实体的资产;冻结5位朝鲜官员的资产并禁止其
出国旅行;禁止世界各国为朝鲜提供可能会被用于制造弹道导弹的两种关键原材料。
盖茨希望北韩不要犯下愚蠢的错误
盖茨表示,他不是很担心北韩的常规军力。“很坦白地讲,这是一支饿著肚子的军
队;北韩人眼下平均比韩国人要矮七公分。北韩在90年代中期的饥荒已经严重影响

日本防卫白皮书担忧中国军力扩至近海以外
白皮书指出,中国为获得海洋权益和确保海运航线畅通正在推进海空军的现代化建
设,日本担忧“中国已开始努力获取阻止台湾独立以外的能力”,且“能力所及范
围超越中国近海正在扩大”。白皮书还提到了朝鲜最高领导人金正日的健康问题,
指出“在不远的将来朝鲜的权力结构如果发生变化,不能排除体制动荡的可能性”。
白皮书介绍了中国国防部长梁光烈“中国不能永远没有航母”的发言,并分析认为
“中国正在为拥有航母而进行研发”。白皮书还认为,中台间的军事平衡“正朝有
利于中国的一方倾斜”。白皮书还提到了中国海军舰艇去年10月首次通过津轻海峡
进入太平洋一事,并称12月中国海洋调查船在钓鱼岛附近“进行了漂泊等国际法所
不允许的航行”。
俄罗斯再度试射布拉瓦潜射导弹失败
俄罗斯国防部16日夜间宣布,俄在15日实施了可搭载核武器的潜射弹道导弹(SLBM)
“布拉瓦”(Bulava)的发射试验,但试验以失败告终。布拉瓦是可搭载10个核弹
头的下一代潜射导弹,射程约为8千公里。布拉瓦有望成为对抗美国反导体系(MD)
的主要核战斗力,俄方原计划在今年年底前开始投入生产及实战部署,但继去年年
底之后试验再一次失败使得年内部署变得困难重重。
力拓要求外籍员工撤出中国
在本月早些时候中国以涉嫌窃取国家秘密为由拘留英国-澳大利亚矿业公司力拓(Rio
Tinto)四名在华员工之后,力拓已经要求旗下中国部门的外籍员工离开中国或不要
返回中国。中国7月5日拘留胡士泰以及其他三位员工的时候,力拓中国部门的大多
数外籍员工都在度假。
骆家辉:没跟温家宝谈力拓案
美国商务部长骆家辉周四表示,他在与中国官员会晤时提到了中国以涉嫌间谍罪调
查Rio Tinto四名雇员一事,但未与中国总理温家宝谈及此事。
骆家辉称,他还提到了中国控制互联网的问题,包括搜索引擎公司谷歌在中国所面
临的问题以及中国政府此前打算推出的互联网过滤软件“绿坝”等问题。他表示,
他向中国产业官员及商务部长陈德铭提出了上述问题。
骆家辉指出,中国则对美国可能征收碳关税表示担忧。但他称,美国并未试图限制
中国的经济增长。他拒绝详述奥巴马政府在碳关税问题上的立场。美国众议院 6月
通过一项包括此类关税措施在内的气候法案。美国总统奥巴马赞扬该法案,但表示,
他对该法案的关税条款心存疑问。

中国GDP增长引发政策争论
中国6月份的消费者价格指数(CPI)比上年同期下降1.7%,为连续第五个月下降,而

Rafsanjani will lead the prayers after a two-month absence. Some of
his relatives, including his daughter Faezeh, were arrested briefly
for taking part in pro-Mousavi rallies. He's one of Iran's
wealthiest and most powerful men, and one of only four Tehran
clerics allowed to adress the nation during the weekly Friday
prayers.
Mullen cannot see end of Afghan war
Seven and half years after the US-led invasion of Afghanistan, a top
US military commander says he has no idea how long it will take for
security to improve in Afghanistan. "I don't know how long. I know
that it's gotten progressively worse over the last three,
three-and-a-half years, since 2006, and the Taliban has gotten much
better," "Taliban were much more violent, much more organized, and
so there's going to be fighting that is associated with this."
Taliban-linked militants have killed dozens of US-led troops across
the volatile countries during last two weeks. So far this month at
least 47 deaths have been reported among foreign forces. The deaths
make July the deadliest month for the US and its allies in
Afghanistan since the 2001 invasion.
Gates calls Iran worst security threat
"Iran is the one that concerns me the most because there don't seem
to be good options where one can have any optimism that good
options will be found," Gates told the Economic Club of Chicago on
Thursday. He went on to criticize what he called the 'inability of
the international community to affect their determination' to bring
to a halt Tehran's disputed nuclear work.
Gates then went on to say that he has been trying to convince other
nations in particular Russia that Iran is a threat to the whole
world not merely the United States. "Iran's going to have the
capability to deliver nuclear weapons to the people in their region
a lot sooner than they're going to have the capability to deliver
them to us," he added.
While the UNSC, under US pressure, has adopted three rounds of
sanctions against Iran over its uranium enrichment work, Moscow
disagrees to pile up pressure on Tehran and rejects any 'violent
solution' to the issue. Russia says diplomacy could best solve the
matter.
Washington and Moscow are also at loggerheads over the US plans to
deploy 10 long-range missile interceptors in Poland and a radar site
in the Czech Republic.
The White House says the plan is aimed at countering what it terms
as "threats" from countries such as Iran. The Kremlin, meanwhile,
believes that the plan threatens Russian security.
Washington has called on Moscow to join the US front to stop
Tehran's nuclear program in exchange for abandoning its missile
shield plan in Europe. Russia has rejected the offer.
Yukiya Amano, who is going to succeed Mohamed ElBaradei as the next
IAEA Chief, said last week that there is no conclusive evidence to
prove that Tehran is enriching weapons-grade uranium.
China Calls Concerns on Rio Tinto ‘Noise’
Prime Minister Kevin Rudd and other Australian officials have
repeatedly pressed Beijing to be fair and transparent in dealing
with the four employees, one of whom is an Australian citizen. On
Thursday, a Chinese Foreign Ministry spokesman, Qin Gang, called the
comments “noise” and said, “This is an interference in China’s
judicial sovereignty. It cannot change the facts and the
investigation.”
Some legal experts and Australian officials have criticized China
for treating what could be seen as a commercial fraud case as a
matter of national security under its vague state secrets law.
China’s state-owned companies make up a significant portion of its
economy, and the case has raised fears among multinational
corporations doing business here that information they have access
to could make them vulnerable to similar prosecution.
