乌鲁木齐数万汉人手持棍棒街头示威
数万名汉族群众手执铁棒或木棍,呼喊“镇压恐怖分子”等口号,涌向新疆乌鲁木
齐南门,对维族示威。大批警力正到现场维持秩序,释放催泪瓦斯。3点50分乌鲁木
齐市委书记栗智到现场向群众喊话,呼吁群众离去,相信政府能够妥善处理问题。
但群众依然在起哄。至今就骚乱一事已逮捕了1434人,其中男性1379人,女性55人。
死亡人数增至156人,另有1080人受伤。死者当中,包括129男27女。
美俄批准新战略武器控制协议框架
美国总统奥巴马和俄罗斯总统梅德韦杰夫批准了一个新的武器控制协议的框架。两
国总统在结束莫斯科峰会时宣布了以上的会谈结果。
奥巴马说:“我们已为裁减战略武器条约后续条约签署了一项联合谅解备忘录。这
个条约在现有条约限度的基础上再把核弹头和运载系统减少三分之一。 ”
奥巴马说,这项协议反映了莫斯科与华盛顿关系的一种新思路。 他说,两国总统一
致认为,“俄罗斯和美国的关系有一种放任自流的趋势。我们决定重新设定美俄关
系,以使我们在共同关心的领域能够更有效地合作。”
两位总统也谈到了美国和俄罗斯近年来存在的分歧。 其中之一是俄罗斯反对美国在
波兰和捷克共和国设立导弹防御系统。
梅德韦杰夫总统明确表示,这件事还远远没有解决。但他说,双方对话的语气已经

印度国防预算猛增34% 或加速亚洲军备竞争
印度财政部长穆克吉6日向议会提交了2009会计年度预算案,其中国防费约14,170亿

议。日本石油进口的1成以上依赖伊朗,两国经济联系很深。布鲁杰尔迪做出上述发

日本将与印尼缔结1.5万亿日元的货币交换协定
日本财务省6日宣布,已与印度尼西亚政府就缔结货币交换协定达成协议,在紧急时
最多可向该国提供1.5万亿日元资金。两国将于近期正式签署协定。这是日本今年5月
表明的对亚洲的金融援助措施之一,同时旨在灵活利用外汇储备。由于援助以日元
结算,该协定或有助于推动日元的国际化。日本还在准备与菲律宾和泰国缔结相同
的协定。

Both Sides in Honduras Reach Out to the U.S.
The spotlight on Honduras’s political crisis began to shift away
from Latin America’s leaders and onto the United States on Monday,
as both sides in the face-off over Honduras’s deposed president
turned to the Obama administration to take charge of broad
diplomatic efforts that have so far failed to resolve the situation.
A delegation of Honduran lawmakers and backers of the new government
arrived here on Monday to make their case with members of the
administration and the United States Congress, while Secretary of
State Hillary Rodham Clinton planned her first meeting since the
start of the crisis with Manuel Zelaya, the deposed Honduran
president.
The new battleground could make it hard for the administration to
maintain its current strategy on Honduras. Up until now, the United
States has largely tried to stay behind the scenes while letting the
Organization of American States take the lead in pressing for Mr.
Zelaya’s reinstatement, as part of an effort by the Obama
administration to end American dominance in the hemisphere and to
demonstrate greater collaboration with its neighbors.
“I don’t want to pretend we’re without influence,” said a senior
administration official. “But we’re talking about the development of
democracy here, and our goal is to help Honduran actors resolve
their own problems. Intervention short circuits that goal, and
allows the people who created the problems to walk away from them.”
'Europe missile defense only for Iran'
"If the threat from Iran's nuclear and ballistic missile program is
eliminated, the driving force for missile defense in Europe will be
eliminated," US President Barack Obama said Tuesday.
Just the day before, Obama and Russian President Dmitri Medvedev
signed a mutual agreement to gradually scale back the number of
nuclear warheads held by each country.
But in his statement Tuesday, Obama mentioned in a single sentence
two contested subjects between the US and Russia: The missile
defense system and Iran's nuclear ambitions.
Installing a missile defense system in eastern Europe, in countries
that formerly were part of the soviet bloc, was a move initiated by
Obama's predecessor George W. Bush but heavily contested by Russia.
On Iran, the US has long sought the full cooperation of both Russia
and China, two major players whose economic concerns have so far
prevented concerted, international sanctions against Iran, aimed at
forcing the Islamic republic to abandon its nuclear program.
'Israel afraid to ask US to OK Iran hit'
Prime Minister Binyamin Netanyahu and his top deputies have not
formally asked for US aid or permission for a possible military
strike on Iran's nuclear program, since they fear the White House
would not approve, according to two Israeli officials, The
Washington Times reported on Tuesday.
A senior anonymous Israeli official was cited by the Times as saying
that Netanyahu determined that "it made no sense" to press the
matter after the negative response President Bush gave the Israeli
prime minister's predecessor, Ehud Olmert, when he asked early last
year for US aid for possible military strikes on Iran.
"There was a decision not to press this because it was probably
inadequate for the engagement policy and what we know about Obama's
approach to Iran," he said.
Israel is unlikely to attack Iran without at least tacit US
approval, in part because that would require cooperation from the
United States. At the very least, Israel would most likely have to
fly over Iraqi airspace, which is still effectively controlled by
the US Air Force.
Obama promises Putin to be mindful of RF’s stand on Ukraine, Georgia
US President Barack Obama promised to take into account Russia’s
position in US relations with Ukraine and Georgia.
Putin described the US president the current situation on Russia’s
relations with the two countries. “They spoke not only about
cooperation with Ukraine and Georgia, but about all the post-Soviet
space as well as how Ukraine, Georgia and the post-Soviet space are
important for Russia.” For instance the premier noted that 17
million Russian citizens live in Ukraine.
Putin offered his own vision of the situation for Georgia, “Georgian
President Mikhail Saakashvili interpreted incorrectly the US line
and support, rendered by the US to that country”.
Obama: US, Russia to work on missile defense architecture together
The United States and Russia would pool efforts in building a new
global missile defense architecture, "I know Russia opposes the
planned configuration for missile defense in Europe,”
President Barack Obama said, "In fact, I want us to work together on
a missile defense architecture that makes us all safer. But if the
threat from Iran's nuclear and ballistic missile programs is
eliminated, the driving force for missile defense in Europe will be
eliminated. That is in our mutual interest,” the US president
stated.
