印控克什米尔发生暴力抗议
印控克什米尔地区警方发现一名失踪多日男子的尸体后发生暴力事件。星期三在首
府斯利那加,愤怒的抗议者点燃警车,之后被安全部队用催泪弹驱散。局势自从五
月两名年青女人的尸体在苏平镇被发现后开始紧张。警方起初表示死者溺死在一条
很浅的小溪里。但当地人指责印度安全部队人员强奸并杀害了这两个女人。印度安
全部队曾多次被控践踏人权,包括强奸和司法外死刑。
印度烟花厂大火17人死
印度南部的警方说,一座烟花工厂星期二夜晚失火,导致17人死亡,至少40人受伤。
大火发生在印度南部泰米尔纳德邦的马杜赖区。一名当地警方官员说,爆炸引发了
大火,导致屋顶坍塌。警方说,正在调查爆炸原因。
美官员谈巴基斯坦战略
美国的阿富汗和巴基斯坦副特使保罗 琼斯说,华盛顿已经拨款1.64亿美元,帮助那

奥巴马会普京双方神情僵硬
奥巴马会后对福克斯新闻说,他还没有完全改变对普京的看法,他指出普京在冷战

乌鲁木齐加强保安

警总司令吴双战出现在乌鲁木齐市中心人民广场,为在现场举行誓师大会的武警打
气。为了震慑骚乱份子,今早开始,直升飞机在乌鲁木齐市上空盘旋,主要街道有
军人乘车或以小分队的形式进行巡逻,街上不时传出警军鸣笛和军人的口号声。
纽约时报:邀请外国媒体实地采访中国政府这次极不寻常
《纽约时报》说,中国政府在军警平乱数小时后,就邀请外国媒体参加官方的采访
团,到乌鲁木齐“更好地了解”暴乱的情况。
和11年前当局处理伊宁暴动的手法大不相同,官员当时封锁整个城市,拒绝透露事
发经过和有多少人死亡。这次的做法也反映了当局从17个月前的西藏拉萨暴乱吸取
教训,外国媒体当时被禁止入藏采访,官方争取到国内民众的支持,却饱受海外舆
论谴责。面临互联网与其他媒体的挑战,中国的新举措不只是要从源头上杜绝坏消
息,而是要在鞭长莫及之时能够对不利自己的信息自圆其说。
接受官方邀请到乌鲁木齐采访的外国记者一抵步,新闻中心就为摄影记者提供了光
盘,里面都是官方新闻机构所拍的照片、录像,当地政府也举行记者会让媒体得知
最新情况。不过,外国记者也被告知,他们不可在没有官员陪同的情况私自出外采
访,记者也发现,官方新闻报道以外的细节匮乏。
人民日报新疆前方报道组遭暴徒袭击
人民日报前方报道组在完成报道任务返回驻地途中,车行至乌鲁木齐市河滩路与新
医路立交桥南时,遭到埋伏在路边的上百名手持利斧、砍刀、铁棍的暴徒的袭击,
两辆越野车遭到严重损毁。
日美拟举行涉及核战略的局长级安全磋商
日美两国政府7日开始就月内举行由两国外交防务部门局长级官员出席的安全磋商展
开协调。双方拟就包括美国核战略在内的安全话题展开广泛对话,可能会涉及核保
护伞、驻日美军整编、导弹防御、美军驻留经费等诸多问题。在朝鲜威胁增大和中
国军力增强的背景下,两国希望通过磋商强化日美同盟。磋商内容将反映到日本新
《防卫计划大纲》和奥巴马政府正在研究的《四年防务评估》及核战略指针中。
俄罗斯外交部希望新疆局势能尽快得到稳定
俄罗斯外交部8日表示,俄罗斯希望中国新疆维吾尔族自治区的局势能尽快得到稳定。
“我们希望,中国政府为维护新疆公共秩序所采取的合法措施能在近日使该地区局
势正常化。”“俄方认为新疆是中国不可分割的一部分,在那里发生的一切都属于
中国的内部事务。”“对在煽动分子所制造的冲突中丧生和受伤的无辜人民以及他
们的亲友深表同情”。
中俄联合反恐军演七月下旬举行
根据中俄两国防务部门商定,“和平使命-二00九”联合反恐军事演习将于七月二十
二日至二十六日举行。此次演习不针对第三方及其利益,旨在展示两国共同打击恐
怖主义的坚定决心和行动能力。
力拓称四名在华销售雇员被拘留
矿业巨头力拓集团8日说,包括一名澳大利亚籍员工在内的力拓公司驻上海的四名铁
矿石销售雇员被中国有关部门拘留。力拓发言人称,自从这四名员工在7月5日被拘
留后,公司方面就没有再与他们取得过联系。
澳大利亚媒体说,四名被拘员工中有三人是中国公民,另一人是持有澳大利亚护照
的力拓驻上海首席代表、中国铁矿石业务总经理胡士泰。澳大利亚外贸部声明说,
澳大利亚驻上海外交官正试图与这名澳大利亚籍员工取得联系,并称不清楚这四人
被中方拘留的原因。
澳大利亚《时代报》呼吁总理陆克文介入此事。该报说,陆克文政府需要采取明确

澳外长:力拓员工因涉嫌间谍活动被拘与公司商业无关联

Ltd.)雇员胡士泰(Stern Hu)因涉嫌从事间谍活动和窃取中国国家机密而被中国有关

Obama Resets Ties to Russia, but Work Remains
While Mr. Obama and President Dmitri A. Medvedev of Russia declared
a reconciliation, they did so partly by agreeing to disagree on
important issues and by selectively interpreting the same words in
sharply different ways.
A case in point: Mr. Obama and Mr. Medvedev announced an agreement
to open a joint early-warning center to share data on missile
launchings. But Presidents Bill Clinton and Boris N. Yeltsin
announced the same agreement in 1998. Mr. Clinton then announced it
again with President Vladimir V. Putin in 2000. Mr. Putin and
President George W. Bush recommitted to it as recently as 2007. And
none of them ever actually built the center.
Mr. Obama had a more intense encounter with Mr. Putin and Mr. Putin
spent the first half in a virtually uninterrupted monologue about
Russia’s view of the world, aides said afterward.
In public, the two praised each other and made no mention of Mr.
Obama’s assessment last week that Mr. Putin still had “one foot in
the old ways” of the cold war. “With you,” Mr. Putin told Mr. Obama,
“we link all our hopes for the furtherance of relations between our
two countries.” Mr. Obama talked of “the extraordinary work that
you’ve done on behalf of the Russian people.”
But in a later interview with Fox News, Mr. Obama said that “some of
his continued grievances with respect to the West are still dated in
some of the suspicions that came out of that period.” Mr. Obama
added: “I found him to be tough, smart, shrewd, very unsentimental,
very pragmatic. And on areas where we disagree, like Georgia, I
don’t anticipate a meeting of the minds anytime soon.”
In Russia, Obama’s Star Power Does Not Translate
Crowds did not clamor for a glimpse of him. Headlines offered only
glancing or flippant notice of his activities. Television
programming was uninterrupted; devotees of the Russian Judge Judy
had nothing to fear. Even many students and alumni of the
Western-oriented business school where Mr. Obama gave the graduation
address on Tuesday seemed merely respectful, but hardly enthralled.
'US to push for stricter Iran sanctions'

Earlier on Tuesday, US President Barack Obama told CNN that the US
has "absolutely not" given Israel a green light for a possible
attack on Iran's nuclear facilities, saying diplomacy is his
preferred course of action. Obama was qualifying comments Vice
President Joe Biden had made Sunday that left the impression the US
would not stand in the way of an Israeli action. "We have said
directly to the Israelis that it is important to try and resolve
this in an international setting in a way that does not create major
conflict in the Middle East," said Obama.
US 'gives nod to Israeli settlement construction'
Israel and the US have reportedly reached an agreement that will
allow Tel Aviv to finish some 2,500 under-construction housing units
in the West Bank.
The deal came during a meeting between Israeli Defense Minister Ehud
Barak and US Mideast envoy George Mitchell on Monday, reported the
Maariv newspaper on Wednesday, citing unnamed sources.
The agreement envisages the construction of some 700 buildings --
nearly 2,500 units -- already under construction in the occupied
Palestinian territories.
The report comes against a backdrop of opposition in the
administration of US President Barack Obama toward Israeli
construction policies.
The White House has been pressing Tel Aviv to put a complete halt to
all its settlement activities, which the international community
also considers illegal and as a major obstacle in the way of Middle
East peace.
Barak and Mitchell reportedly agreed that a freeze in settlement
construction would come only within the framework of regional peace
talks with the participation of Syria and Lebanon.
"In other words, the Americans have adopted the position that Israel
should not be required to halt settlement construction as a
precondition, but rather only when the peace process with the Arab
countries and the Palestinian Authority gets on track," the Israeli
paper reported.
The report further cited a senior political source as saying that
Obama could host an international conference to force Israel to
freeze all settlement activity in return for the Arab world's
normalization of ties with Israel.
Russia still wishes to enter into WTO – Medvedev
Medvedev said he had discussed practical issues with U.S. President
Barack Obama. “The president asked me whether Russia planned to
enter into the WTO. I said once again that we would do that with due
account of earlier achievements,” he said, “We plan to enter into
the WTO with due account of earlier agreements. We want to lose
nothing of what we have done. True, it was a long road, 16 years. To
be frank, we are tired. Hopefully, the recent reconfiguration of the
accession format will help us achieve the goal more quickly,” he
said.
