美洲国家组织秘书长访洪都拉斯
美洲国家组织秘书长因苏尔萨星期四表示,星期五他将前往洪都拉斯,争取恢复塞
拉亚总统的职位。他说,他前往洪都拉斯不是进行谈判,而是发出最后通牒。代理
总统米凯莱蒂拒绝这个最后通牒。美洲国家组织要求在星期六之前恢复塞拉亚的职
权,否则将取消洪都拉斯这个区域组织的成员资格。
美国敦促俄罗斯同过去决裂
美国总统奥巴马说,俄国必须明白,同美国交往中所使用的“冷战方式”已经属于
过去。奥巴马说,普京是一位“在打交道时一脚踏在过去一脚踩在现在”的人。奥
巴马说,美国和俄国总统梅德韦杰夫发展了“非常好的关系”。奥巴马说,他不认
为俄国在朝鲜和伊朗问题上是一个障碍。奥巴马表示,在这一问题上,他同俄国

日本将北方四岛定为领土的法案成立
就日俄有争议的北方领土问题,明确写入北方四岛为“日本固有领土”的新《促进
解决北方领土问题特别措施法》3日上午在日本参议院全体会议上获得全票通过而成
立。修正案中写入了促进日本国民和北方四岛俄罗斯居民免护照、免签证的互访交
流,以及帮助培养原住民老龄化后的返还运动接班人等。
日本考虑在钓鱼岛附近驻军
日本准备在年底扩大在冲绳的边防,考虑派军队驻守与那国岛。由于这个岛屿的位
置在中日领土纠纷的钓鱼岛附近,舆论认为,日本这个动作是在挑衅中国,必将引
发北京方面的警惕和抗议。

天野之弥当选国际原子能机构总干事
国际原子能机构2日选出日本外交官62岁的天野之弥为总干事,接替即将退休的巴拉
迪,将于今年12月履新。获西方国家支持的天野之弥在35个理事会成员中获得23票
国支持,击败得到11票的南非候选人。天野之弥毕业于东京大学,1972年加入日本
外务省,并成为裁军方面的专家。
中国关注日本核武装论 多次与美方进行讨论
在上月于东京举行的日中外长会谈上,中国外交部长杨洁篪曾就朝鲜核试验后日本
国内出现了核武装和攻击敌方基地的主张,向中曾根弘文外相表达了中方的担忧。
据称中国已在多个双边场合向美国提及了日本的核武装论。日本政府人士指出,中
国的部长级官员直接就这一问题向日方表达担忧可能尚属首次。足见中国对日本加
强军备以对抗朝鲜威胁的担忧已达到前所未有的程度。美方也担心日本的核武装将
引发亚洲的军备竞赛。美国希望通过再次确认日美同盟下的“核保护伞”,以使日
本国内的核武装论趋于平静。
日本公开6千张战时亚太各国地形图尝试和平利用
日本东北大学近日在网上公开了约6千张战时日本陆军为军事目的秘密制作的亚太各
国地形图,研究人员正在尝试“和平利用”这些地形图,例如通过将其和现在的地
形进行比较,开展环境调查及应对自然灾害等。
“外邦图”是当时日本陆军总参谋部陆地测量部从明治时期到二战战败为止在各国
通过秘密测量或翻译收缴的敌军地图制作而成。范围涵盖了东亚、美国阿拉斯加、
夏威夷、澳大利亚及马达加斯加。战后为了不让联军总司令部收缴,日本陆军决定

美国气候法案恐招致贸易报复
美国总统奥巴马将众议院6月26号以7票的微弱多数通过的《美国清洁能源和安全法

In Tactical Shift, Troops Will Stay and Hold Ground in Afghanistan
This time, a force of about 4,000 Marines, which arrived just weeks
ago, was joined by 650 Afghan soldiers in the sweep into Helmand
Province, a hotbed of Taliban activity and the largest producer of
the opium poppies that are a major source of money for the
insurgency. “This is not simply to remove Taliban influence,
but to replace that influence with security operations and
reconstruction,” the officer said. “It is not simply about killing
the enemy, but about protecting the population and improving their
lives, which will help prohibit the return of insurgent elements.”
Commanders promised that the Marines would remain in significant
numbers, setting up many small operating and logistics bases among
the population. That tactic was central to the success of the
so-called troop surge in Iraq. But perils of the Iraq mission are
lurking in the shadows of this operation as well. Although the
American military is capable of clearing insurgents from an area and
may even have the numbers to hold that territory, the troops will be
exposed to ambush and roadside bombs as they patrol villages. And it
remains unclear whether the civilian agencies representing the
Afghan, American and allied governments are prepared to take on the
job of stabilization and reconstruction quickly and successfully.
U.S. Faces Resentment in Afghan Region
Villagers in some districts have taken up arms against foreign
troops to protect their homes or in anger after losing relatives in
airstrikes. Others have been moved to join the insurgents out of
poverty or simply because the Taliban’s influence is so pervasive
here.
In possible signal to Iran, Israel sends sub through Suez Canal
After a long hiatus, the Israeli Navy has returned to sailing
through the Suez Canal, recently sending one of its advanced
Dolphin-class submarines through the waterway to participate in
naval maneuvers off the Eilat coast in the Red Sea.
The significance of the move was debatable, but it could be
interpreted as a message to Iran and a demonstration of
strengthening ties between Egypt and Israel.
In the event of a conflict with Iran, and if Israel decided to
involve its three Dolphin-class submarines - which according to
foreign reports can fire nuclear-tipped cruise missiles and serve as
a second-strike platform - the quickest route would be to send them
through the Suez Canal.
Assad invites Obama to Damascus
Syrian President Bashar Assad has invited his American counterpart
Barack Obama to a summit in Damascus."We would like to welcome him
in Syria, definitely. I am very clear about this." When asked
whether this could happen soon, the Syrian leader replied: "That
depends on him…I will ask you to convey the invitation to him."
According to Assad, "Any summit between any two presidents is
something positive... That doesn't mean you have to agree about
everything. But when you discuss, this is how we can close the gap.
It's normal to have differences between different cultures, between
different nations and states."
"But I think the United States has a special role as the greatest
power. I think President Obama should visit as many countries as he
can in order to make these dialogues. And of course that includes
Syria," he said.
Assad noted that "a big change comes when you make actions," adding
that "an invitation is about dialogue, dialogue is about having
common ground, a common vision. Then you have to make a plan then,
later, you take action."
Saddam 'feared Iran more than US'
"Hussein believed that Iraq could not appear weak to its enemies,
especially Iran," the agent wrote in June 2004. The former leader
also said that Iraq had never co-operated with al Qaeda, nor met
Osama bin Laden, its leader, who he described as a "zealot".
Piro wrote that Saddam "believed Iran intended to annex southern
Iraq", and that the perceived threat "was the major factor as to why
he did not allow the return of UN inspectors to verify destruction
of the weapons".
Saddam fought a ruinous, eight-year war with Iran from 1980, during
which Iraq used chemical weapons. But he told the FBI that Iraq had
destroyed all of its chemical and biological weapons long before the
US invasion, and even said he considered seeking a security
agreement with Washington as a protection against Iran.
The former Iraqi leader denied having unconventional weapons before
the US invasion, but refused to allow UN inspectors to search his
country from 1998 until 2002. "By God, if I had such weapons, I
would have used them in the fight against the United States," he
told Piro.
During the interviews, Saddam also denied reports that he used body
doubles, saying the claim was "movie magic, not reality". He could
only remember using the telephone twice since March 1990, and said
he communicated mainly through couriers.
