北约飞机在阿富汗空军基地坠毁
喀布尔军方官员说,一架北约飞机在阿富汗南部北约最大的基地坠毁,有两名飞行
员受伤。北约官员说,星期一的坠机事件发生在当地时间清晨7点20分的坎大哈空军
基地。机上两名飞行员从飞机上弹出,之后被送往基地的军方医院接受治疗。前一
天,一架民用直升机在坎大哈基地坠毁,造成16人死亡。
伊朗第一副总统在批评声中辞职
伊朗总统艾哈迈迪内贾德挑选的第一副总统人选马沙伊已经辞职,因为保守派对该
任命发出了猛烈抨击。去年马沙伊的一些言行激怒了伊朗保守派,他曾说伊朗是以
色列人民的朋友。他还组织了一个被认为是侮辱《古兰经 》的仪式。
美军清剿塔利班给阿富汗带来暴力攻击
距离大选仅仅一个月,当地竞选活动却寥寥无几,居民至今尚未收到投票注册卡。
据观察,清剿塔利班的美国海军陆战队人员过夜之处,周围居民都落荒而逃;他们

以色列政府拒绝对修建定居点的批评
内塔尼亚胡对内阁成员说,“统一的耶路撒冷是犹太人和以色列国的首都”。他说:
“以色列在这个城市的主权是无可争辩的。”内塔尼亚胡说,犹太人有权在耶路撒
冷的任何地方生活居住。他说,如果犹太人不能在纽约、伦敦和巴黎某些地方居住
的话,这肯定是国际丑闻。同样在耶路撒冷也是如此。
但巴勒斯坦人将东耶路撒冷视为未来国家的首都。美国认为以色列在这一区域兴建
土木是实现和平的阻碍。巴勒斯坦谈判代表埃里卡特说,“作为以色列总理,他的
职责应该是帮助民众做好准备,知道和平的前提条件是什么。他应该知道,假如东

在内塔尼亚胡发表以上言论之前,美国国务院召见以色列驻美国大使,表示由美国

拜登出访乌克兰和格鲁吉亚
美国副总统拜登前往乌克兰和格鲁吉亚,向这两个国家保证,尽管华盛顿正在努力

东盟准备成立人权组织

美国与北韩就扣留记者问题开始敏感谈判
华盛顿特区的一位权威消息人士19日表示,就北韩扣留的美国Current TV两名女记
者的人身安全问题,美国和北韩之间开始进行敏感的谈判,今后3到4周之内会决定
这一事件是否会长期化。奥巴马政府认为,女记者的释放问题和北韩的“核挑衅”
是两回事,但在解决这一事件的过程中,很有可能会开始进行美、北对话。美国白

美国提出北韩问题“一揽子协商”方案
美国将处理北核问题的方式正转向“一揽子协商”战略。美国的构想是放弃根据以
往“行动对行动”的原则处理个别问题的“阶段性接近”方式,美国和北韩双方把
可以协商的所有议题都放在谈判桌上,达成一揽子协议后实现无核化这一目标。
美国着手研究“金正日死后”构想
美国国防部的一名高官在提及金正日的健康状态时,公开表明了正在研究应对金正
日死后的构想。美国国防部负责世界战略问题的麦克纳特15日说,包括如今出现的
北韩接班问题在内,美国正研究未来北韩情况的应对计划。
纳特提及的“有关北韩未来状况的构想”可能暗示正在使北韩发生剧变时启动的
“作战计划5029”进一步具体化。据悉,美国国防部的工作重点是金正日死亡或北
韩政权崩溃等因素导致北韩突然发生剧变时,阻止北韩核武器等大规模杀伤性武器
(WMD)相关物资流向外部。
奥巴马有意见达赖
美国奥巴马政府正与达赖喇嘛方面接触,为达赖9月底至10月中旬访美期间会晤奥巴
马做准备。美国政府已经就双方会晤事宜与达赖在印度达兰萨拉的办公室联系。达
赖计划9月最后一周前往洛杉矶,然后飞赴温哥华参加一项会议。10月8日至11日,

预计因为意识到此次选举关系著“政权更迭”。在比例代表中的支持政党和小选举
区中支持的候选人所在政党中,民主党都大幅超过自民党,从侧面映证了选民关注
“政权更迭”。
日本民主党代表称冲绳美军机场至少应迁至县外
日本民主党代表鸠山由纪夫19日在冲绳县冲绳市的集会上表示,如果该党在众院选
举中赢得政权,对于驻日美军普天间机场的搬迁问题“将积极行动起来,至少要使
机场迁至县外”。关于在搬迁候选地施瓦布军营沿岸地区建设新基地一事,鸠山指
出“让冲绳继续维持过重的基地负担,这是让人无法接受的”。
鸠山称“向当地施压,宣称日美政府的协议‘不能做任何改变’,这是错误的”,
表示将修改当地强烈反对的驻日美军整编路线图。在此基础上,鸠山称“如果和美
国政府进行彻底的讨论,构建信赖关系,没有什么事是不可能的”,认为基地有可
能搬迁至冲绳县外。民主党在去年汇总的“冲绳展望2008”中提出要力争把普天间
机场搬迁至县外或国外。
印度公开拒绝美国的碳排放限额提议
印度环境部长在给记者的一份书面声明中说,即使印度的经济按目前的水平持续增
长10年和20年,它的人均碳排放量仍将远远低于发达国家。他说,让印度承受削减
碳排放量的压力是没有任何道理的。
奥巴马政府支持工业化国家硬性规定减少温室气体排放,并且希望印度、中国之类
的新兴国家把本国碳废气排放量的增加减缓到“有意义的”数量。减缓废气排放量
增长的目标对工业化国家和新兴国家这两个集团都会具有约束力。
黑客袭击暴露韩国网络脆弱性
7月上旬,美韩两国政府机关的主页多次遭到黑客的大规模袭击。这是继网络遭袭陷
入瘫痪事件后,“信息技术发达国家”再次在世人面前暴露出其脆弱性。遭到攻击的知名门户网站据称有1千万以上的电子邮箱用户,银行的网上服务也出现了故障。
调查部门称:“犯罪分子应该是经由了多个国家的IP地址来操纵散布病毒的电脑的。
为消灭证据,甚至连破坏这些被利用电脑资料的指令程序都用上了。”据称,此次
的攻击至少有三四人为此精心准备了几个月。
另外,对韩国的攻击开始于下午6点而非白天企业工作时间,其原因也尚未得到解释。
政府方面推测称:“如果发生在白天,会造成更为严重的混乱。可能对方的目的并
不在于造成损害,而是要测试对袭击的应对措施。”
朝核试验对外依存度高
朝鲜半岛即使有少数可供开采的铀矿,也因品位差和铀浓缩技术水平低,而不得不
依赖进口──钸和铀等核试验所必需的材料。除了原材料,囿于较低的工业技术水
平,朝鲜核试验所需的设备是全球“七拼八凑”的产物。据说其铀浓缩用的铝管和
真空泵来自日本和德国,而巴基斯坦的实验室曾向朝鲜输送了近两打P-1离心机和更
复杂的P-11离心机。此外,《朝鲜日报》此前还披露说,朝鲜“核弹之父”徐相国
曾利用在苏联留学时的广泛人脉关系,将俄罗斯大批核武器相关的设备和零部件运
回朝鲜国内。
澳外长称力拓案与铁矿石价格谈判有关
澳大利亚外交部长史密斯(Stephen Smith)表示,中国政府官员告诉他,中国拘留力
拓(Rio Tinto)雇员,是缘于对铁矿石价格谈判相关行为的刑事调查,而不是缘于澳
大利亚政府以为的间谍活动。史密斯表示,商业和经济事宜在中国也可被定义为国
家机密。他说,如果中国的调查导致了对胡士泰等人的指控的话,力拓员工面临的
法律状况会变得较为明朗。史密斯表示,由于中国是以涉嫌贿赂和刑事行为为由拘
留力拓员工的,因此这起案件的处理完全是中国的事务。他说,此案需要在中国法
律和司法范围之内来解决,但也需要迅速处理。

Mr. Khatami’s comments amounted to a bold challenge to Iran’s
supreme leader, Ayatollah Ali Khamenei. Mr. Khatami on Sunday
praised Mr. Rafsanjani’s speech and said a referendum would help
achieve Mr. Rafsanjani’s goal of restoring trust. He said it should
be carried out by an independent body, like the Expediency Council
headed by Mr. Rafsanjani. Mr. Rafsanjani traveled over the weekend
to the northeastern city of Mashad to discuss the postelection
political crisis with high-ranking Shiite clerics. The move was
likely to fuel rumors that Mr. Rafsanjani is building clerical
support for the opposition.
'Israel must consider ties with US when weighing attack on Iran'
Gates is set to spend six hours here next Monday, discussing the
Iranian threat with Prime Minister Binyamin Netanyahu and Defense
Minister Ehud Barak. He will also visit Jordan, according to
officials involved in planning the trip.
In his interview with the Post at the Pentagon, the senior US
defense official also suggested that Syria might be ready to
"fundamentally" reorient its position toward the United States,
which would include restarting talks with Israel, at a time when
Hamas and Hizbullah have been put "on the defensive" by Obama
administration policies and events in Iran.
Those events, said the official, who insisted on anonymity, hadn't
been seen to affect Iran's timeline on developing nuclear weapons.
What was clear, he indicated, was the negative effect an Israeli
strike would have.
"A unilateral third-party attack on Iran's nuclear program could
have profoundly destabilizing consequences, and it wouldn't just
affect the general level of stability in the region. It would affect
Israel's security and it would affect our interests, and the safety
of our forces in Afghanistan and Iraq and elsewhere," the official
said, when asked if the US expected Israel to inform it of any
decision to strike Iran.
"It's a pretty big deal, and given the closeness of our relationship
with Israel, I think we would hope that they would take those
strategic calculations into account."
His comments in the interview, conducted on Friday, came on the
heels of conflicting signs from the Obama administration about
whether it had given Israel a so-called "green light" to attack
Iran, after Vice President Joe Biden said "Israel can determine for
itself - it's a sovereign nation - what's in their interest and what
they decide to do relative to Iran and anyone else" on July 5.
PKK leader devising plan to partner Turkey
Abdullah Ocalan, the imprisoned leader of the outlawed PKK, will
soon reveal a four-step 'road map' that would solve the Kurdish
issue, his lawyers say.
Ocalan will propose that Turkey create 'strategic alliances' with
the Kurds, his lawyers told the Hürriyet daily on Saturday in an
interview that was published on Sunday.
The plan, expected to be unveiled by mid August, is an answer to the
Kurdish question, which is going to leave the government in a state
of 'uncomfortable curiosity', the lawyers said.
The road map will include an introduction about why Turkey should
solve the Kurdish issue, and will suggest that Turkey establish a
strategic alliance with the Kurds, not only in Mosul and Kirkuk but
also in Syria.
Ocalan will also describe the steps that should be taken for a
solution in the short- and medium-terms and will set conditions for
the disarmament of PKK members still in the mountains.
India set to sign arms pact with US
The pact is expected to be finalised and signed on Monday by Hillary
Clinton on her first trip to India as the US secretary of state.
Known as an "end-use monitoring" agreement and required by US law
for weapons sales, the pact would let Washington check that India
was using arms for the stated purpose, preventing the technology
from leaking to others.
US defence contractors such as Lockheed Martin Corporation and
Boeing Company are competing for India's plan to buy 126 multi-role
fighters---one of the largest arms deals in the world as India takes
steps to modernise its largely Russian-made arsenal.
The US also hopes for an Indian announcement that would grant two
nuclear sites to be reserved for US companies to build nuclear
reactors.
US officials estimate that the nuclear sites would represent up to
$10bn in business for US nuclear-reactor builders such as General
Electric Company and Westinghouse Electric Company, a subsidiary of
Japan's Toshiba Corp.
U.S. Envoy to Discuss North Korea at Talks
A senior U.S. diplomat will discuss how to handle an increasingly
defiant North Korea in a standoff over its nuclear program when he
meets with South Korean officials in a series of meetings Monday.
Campbell said Saturday after talks with Seoul's deputy foreign
minister that there should be "consequences" for North Korea's
provocations, but said the U.S. and its partners would be prepared
to offer "attractive" incentives if Pyongyang returned to the
disarmament talks and took "serious and irreversible steps" to
disarm.
The stalled talks involved China, Japan, the two Koreas, Russia and
the U.S.
Pyongyang's No. 2 leader, Kim Yong Nam, said at the Nonaligned
Summit in Egypt last week that the nuclear talks are permanently
over because the U.S. and its allies do not respect North Korea's
sovereignty.
Campbell is scheduled to meet with Seoul's foreign minister, the
nuclear envoy and other senior security officials on Monday.
The security conference opening Wednesday in Thailand brings
together foreign ministers and senior diplomats from 27 countries,
including U.S. Secretary of State Hillary Rodham Clinton.
North Korea is sending a lower-level official, instead of the
foreign minister, to the meeting on the resort island of Phuket.
