阿富汗总统提出和塔利班和平谈判

阿富汗总统卡尔扎伊星期一表示,如果塔利班放弃暴力并且公开宣布这一决定,为
了和平,他愿意和他们谈判。美国和英国的官员也提出了类似的建议。美英官员呼
吁将塔利班战斗人员纳入国家政治体制,如果他们放弃暴力和极端主义的话。然而,
塔利班拒绝和政府展开和平谈判,并说他们将继续战斗直到所有的外国部队撤出阿
富汗为止。

阿富汗塔利班同意大选期间部分停火
 
阿富汗政府说,塔利班已经同意本月总统大选期间在巴德吉斯省停火,并同意不干

塔利班发行为准则 要求减少自杀袭击

能针对重要目标发动自杀袭击。塔利班领导人毛拉-奥马尔在书中称禁止成立新的圣
战者组织。

美国推动中东和平进程

国防部长盖茨星期一在约旦和阿卜杜拉国王进行会谈后警告伊朗说,如果德黑兰对
华盛顿讨论伊朗核计划的提议不做出回应,美国将设法对它施加严厉制裁。当天早

希望东亚地区出现核武器军备竞争。他强调,接触核武器的国家越多,使用核武器
的可能性就越大。奥巴马表示:“美国和中国应该向朝鲜明确表示,如果朝鲜遵守
承诺,安全就可以得到保障,同时还能受到尊重。”

伊朗情报部长遭总统革职

伊朗总统艾哈迈迪内贾德星期日开除了情报部长埃杰耶,而文化部长则自行辞职离
开。埃杰耶在内贾德竞选连任前几周才上任,当局也没有给出他被解职的原因。一
位匿名消息人士称,埃杰耶是因为马绍伊被委任为第一副总统而在上周三的内阁会
议上跟内贾德发生争吵,因而被革职的。

美国关闭惹恼古巴政府的公告版

美国驻哈瓦那办事处关掉了向古巴人公布信息的电子公告版。三年多来,古巴政府
对这个电子公告版一直感到十分恼火。美国国务院星期一证实了公告版已经在上个
月被关掉的消息,并表示古巴也取消了办事处外一些反美的牌子。

塑造21世纪”,表示美中合作是解决气候变化等全球问题的“必要条件”。

奥巴马呼吁摒弃大国间“零和博弈”的思维。他以经济复苏、气候变化、核不扩散
和反恐等诸多课题为例,强调了两国加强各领域合作的重要性。

美国国务卿希拉里与财长盖特纳在27日的《华尔街日报》上联名发表文章,称“单
靠美中任何一方都无法解决全球规模的问题,没有美中双方的参与也无法解决”,
认为美中关系的动向正在对国际社会产生巨大影响。

盖特纳向中方承诺压制财政赤字
 
美国财政部长盖特纳向拥有庞大美国国债的中国保证,华盛顿将设法将其财政赤字
压制到“可持续”水平。盖特纳是在首轮中美战略与经济对话中向中国副总理王岐
山作出上述保证。中方官员在会上对美国财政赤字可能导致其债券贬值表示了担忧。
北京担心美国总统奥巴马推出的一系列刺激经济方案将导致通胀,进而蚕食其美债
资产的价值。

奥巴马引用中国典故名句

奥巴马在开幕式上引用中国先哲孟子的话“山径之蹊间,介然用之而成路,为间不
用,则茅塞之矣”。他说,美中两国的任务就是要为后代共同探索一条通往未来的
道路,以防止彼此之间出现互不信任的情况。他说,双方都应注意随时维护这条道
路,即便在双方发生分歧的时候,也不要让这条道路被荒草埋没。

重庆公路附近堆满弹壳 5人被刑拘

7月26日警方接报,永川区永铜公路附近有大量废弃弹头、弹壳及废旧枪支零配件等
物品被随意堆放。经初步调查,在废旧枪支零配件的销毁过程中,有关人员违反了
相关规定,致使大量废旧枪支零配件管理失控。

连接韩中日俄四国的新航线今天正式开通

连接束草和日本新泻、俄罗斯扎鲁比诺以及中国珲春的东北亚新航线,客运班轮首
次通航。举行起航仪式后,客轮搭载代表团和乘客等73人在比预定时间稍晚的当天
下午2时45分正式起航。东北亚新航线开通将使从中国东北三省到日本的客货运输时
间从原来的10多天缩短为2天左右,并且使韩国和日本间的客货运输时间也最多可缩
短一半以上,因此预计将为四国间的贸易做出重大贡献。

全美新房销售攀升,房屋市场可望探底

全美新房销售6月份攀升11%,是8年来的最大涨幅。专家分析,这显示房地产市场已
经探底,但受到失业率和止赎房屋(foreclosed homes)增加的制衡,未来几个月的
增长会依然缓慢。

中国房地产调查:地价占房价比平均为23.2%

中国国土资源部的一项调查显示,中国土地出让价格占商品房开盘均价的比例平均
为23.2%。调查显示,地价占房价的比例介于5.3%-58.6%之间,东部地区的土地出让
价格最高,占房价的27%;西部地区18%。

这是中国政府首次针对土地出让价格对房价的影响展开调查。近年来中国部分大城
市的地价出现大幅上升。根据政府的数据,中国主要城市的土地出让价格在2006至
2008年期间平均上涨19%,但在今年上半年下降了0.88%。

由于地方政府控制土地导致可用于开发的土地稀缺,并导致房地产价格飙升,使得
部分购房人难以承受,中国政府也因此面临日益高涨的批评声浪。

地方政府财政依然严重依赖土地交易。

Britain Urges Afghan Political Effort

The British government sought to bolster fragile domestic support for the Afghan war on Monday, issuing a comprehensive policy statement emphasizing that military power alone would not be enough to guarantee the defeat of Taliban militants.

The statement was delivered in a speech by Foreign Secretary David Miliband at NATO’s Brussels headquarters. It was essentially a restatement of a counterinsurgency concept already emphasized by President Obama: the idea that success in Afghanistan depends on political strategies that weaken the Taliban, including luring insurgents to quit or switch sides.

Afghanistan and Taliban Reach Election Truce in District

Local elders negotiated the truce with the local Taliban commander in the Balamorghab district of Badghis Province, and the commander agreed to have election officials open a registration office in the area. The deal is one of several local arrangements election officials have managed to secure through negotiations with local elders to persuade the Taliban and other opposition groups to allow the elections to go ahead.

The Taliban have also agreed to allow government development projects to go forward in the Balamorghab area and for construction of the main highway, which circles Afghanistan, to proceed through the district. Officials were still working out how to provide security for the polling centers in the district. Afghan police officers are supposed to guard polling stations across the country for the elections, but the Taliban were refusing to allow the local police into Balamorghab.

Netanyahu-Mitchell meeting 'positive'

Following their meeting, Mitchell told reporters that a "comprehensive peace in the Middle East would include peace between Israel and the Palestinians, as well as peace between Israel and Lebanon, and Syria and Israel." In addition, he continued, the peace plan would include "full normalization between Israel and all of its neighbors in the region."

In his remarks, Netanyahu said that "we're making progress towards achieving an understand that would enable us to continue and achieve a peace deal between Israel and it's Palestinian neighbors."

Meanwhile, London-based newspaper al-Hayat reported that Mitchell has indicated that negotiations for a final settlement deal between Israel and the Palestinians will continue for no more than one and a half years.

According to the report, which cited "reliable" sources, the American administration is currently working for an agreement on the borders of a future Palestinian state. Once that agreement is reached, efforts would be made to find a compromise on settlement construction.

The sources also told the paper that Mitchell and his staff are fully invested in trying to secure from Israel a commitment that they will cease their building in the West Bank, this to facilitate the resumption of negotiations with the Palestinian Authority.

A member of senior Palestinian negotiator Saaeb Ereket's staff reiterated to the paper the Palestinian position that talks would not continue until the settlements stop growing.

"We don't have a Palestinian position for the renewal of negotiations," he was quoted by the paper as saying. "Rather, Israel has a commitment under the framework of the road map."

On Monday Mitchell told Palestinian Authority President Mahmoud Abbas that the US demand for a settlement freeze remains unchanged. "Mitchell told Abbas that contrary to what has been said in the mass media there is no agreement with the Israeli side on anything," Erekat told reporters.

US, Israel fail agreement on settlements

George Mitchell, the US envoy to the Middle East, says that he has not reached a deal with Israel on halting settlement activities in the occupied West Bank.

In a Monday meeting with the acting Palestinian Authority Chief, Mahmoud Abbas, Mitchell said that he was still working on a deal with Israel to halt West Bank settlement activities as a prelude to the resumption of peace talks.

"We are discussing the issue but we didn't conclude an agreement yet with the Israelis," a senior Palestinian official quoted Mitchell as saying at a working dinner with Abbas.

The US President Barack Obama's envoy has already held top-level talks in the UK, United Arab Emirates, Syria and Egypt in the past week. The official also cited him telling Abbas that everyone involved must do more in the coming weeks.

"Washington was doing everything it could to achieve a comprehensive peace ... between Israelis and Palestinians, between Syria and the Israelis, between Israel and Lebanon and the normalization of relations between Israel and all of the countries in the region," Mitchell told reporters.

The envoy said Obama wanted "an early return to meaningful negotiations and a prompt resolution of those negotiations." He added, "That means that everyone must take steps, some of them difficult, some of them controversial to create the context ..."

Mitchell has told Abbas that Obama is committed to the peace process, and is 'determined and consistent' about it. Mitchell is due to see the Israeli Prime Minister Benjamin Netanyahu on Tuesday.

Iran president dealt fresh blow

Iran's industry minister has been found guilty of fraud, dealing a fresh blow to his close ally Mahmoud Ahmadinejad, the president.

Ali Akbar Mehrabian was convicted by an Iranian court over claims by a researcher that he had stolen his idea for an "earthquake saferoom'' - a design for a fortified room in homes in case of disaster, local media reported on Monday.

An appeals court upheld that the design belonged to researcher Farzan Salimi and convicted Mehrabian of fraud but did not prescribe any punishment, according to Iranian newspapers.

The conviction is the latest embarrassment to Ahmadinejad, who has already been pressed to drop his choice of vice-president, had his intelligence minister fired on Sunday and had his culture minister quit on him on the same day.

The rift with his own conservative camp comes on top of the upheaval over Iran's disputed June 12 presidential election, which the opposition claims was rigged in Ahmadinejad's favour over challenger Mir Hossein Mousavi.
