50多人死于伊拉克袭击行动
伊拉克官方说,两名自杀炸弹杀手在北方城镇塔拉法在协调下发动袭击,杀死至少
35人并导致62 人受伤。警方说,首都巴格达的不同区域发生了爆炸,其中包括什叶
派贫民窟萨德尔城, 杀害了至少16人,另外导致约六十人受伤。
伊朗警察与抗议者发生冲突
抗议者聚集在德黑兰大学附近,纪念学生起义10周年,游行者高呼“打死独裁者”,
并焚烧垃圾桶。目击者说,警察向空中开枪,并用警棍和催泪弹阻止抗议者。警方
拘留了一些示威者。他们还说,亲政府的巴斯基民兵组织成员也出动了大量人员。
缅甸恢复对昂山素季的审判
缅甸恢复对反对派领导人昂山素季的审判。法院预计会听取辩方证人金莫莫的证词。
金莫莫是昂山素季领导的全国民主联盟成员。最初不允许金莫莫出庭为昂山素季作
证。但是缅甸一家上诉法院推翻了下级法院先前的判决。缅甸高等法院在上个月末
支持一家下级法院的判决,禁止另外两名辩方证人温丁和丁吴出庭作证。
洪都拉斯斡旋谈判未果
美要求北韩赦免被定罪记者
美国国务院呼吁北韩赦免两名美国记者。这两名记者上个月因非法进入北韩而被判
12年强制劳动。美国国务院的一名发言人星期四就李云娜和凌志美的案件发表声明。
这次提出的要求和美国早先要北韩出于人道主义释放她们的要求不同。有报导援引
凌志美和她妹妹通电话时承认她和她的同事违反了北韩的法律。国务院的声明是对
此作出的反应。凌志美说,她们现在需要美国政府的帮助。
美军高官称朝鲜威胁或引发邻近国家军备竞赛
被提名为下任美军太平洋舰队司令的罗伯特 威拉德9日在参院军事委员会听证会上
指出,朝鲜的核武器及导弹开发“有可能使邻近国家为提高自身威慑力和防御力而
展开一定的军备竞赛”。他同时称“美国对日本和韩国承诺提供‘战略性保护伞’,
为此美国做好了应对一切事态的准备”。威拉德还说,中国扩军“超过了自国防卫
的范围。”
台湾对日本欲在与那国岛派驻部队表示关注
台湾对日交流机构“亚东关系协会”秘书长蔡明耀9日召开记者会,就日本防卫省考
虑在冲绳县与那国岛部署陆上自卫队一事表示高度关切,称正在关注日方的动向。
有评论认为该计划反映出日方对中台关系改善的不满。蔡明耀在记者会表示,该计
划属于日本内政,台方不予评论。他认为此事不会对台湾东部的渔业活动造成影响。
攻击韩国的黑客IP地址来自16国 朝鲜未在其中
有关韩国与美国政府机构网站近日受到黑客攻击一事,韩国国家情报院10日向国会
情报委员会汇报了跟踪调查结果,来自日本、危地马拉、中国等16个国家的86个IP地
址被用于攻击。
中国呼吁国际共同打击"三股势力"
秦刚说,煽动新疆暴乱的"三股势力"--宗教极端势力、民族分裂势力和恐怖势力--己
成为该地区各国家的"公害"。秦刚说,打击"三股势力"的时候,国际间应该一致、
不能有"双重标准"。他表示,中国掌握了许多证据,可以证明"三股势力"的成员曾
经在境外接受"基地"之类恐怖组织的训练。
土耳其总理保证允许热比娅入境
土耳其总理埃尔多安承诺,向流亡美国的世界维吾尔人大会主席热比娅发放签证。
此前,热比曾经两次提出申请,都遭到拒签。中国新疆自治区首府乌鲁木齐近来发
生的暴力事件引起了土耳其民众以及媒体的强烈不满。一名土耳其政府部长曾呼吁

美中央情报局"经常误导国会议员"
据美国国会情报委员会的六名成员指称,中情局局长帕内塔承认,他的机构经常误
导国会。这六名全部为民主党员的委员会成员在写给中情局局长帕内塔的信中说,
他"最近曾作证说,中情局的高级官员向所有国会成员进行了隐瞒,并且从2001年至
今一直误导国会议员。"

奥巴马称八国集团达成气候问题共识
“发展中国家第一次用确定无疑的语气承诺减少本国的废气排放量,并且发展中国

中国开始回收流动性
中国央行周四的举动显示,对经济形势感到更为放心的政府开始更多地关注去年11月
以来发放的大量银行贷款所引发的风险上来,例如不良贷款、资产泡沫和通货膨胀
问题。
在中断了8个月之久后,中国央行周四在公开市场操作中恢复发行了1年期票据,这
使得银行资金被占用的时间比普通的3个月期票据更长。3个月期央行票据收益率连
续第二周上扬,使之对银行更具吸引力,之前3个月期票据的收益率6个月来一直保
持稳定。
虽然几天后就有公司进行大规模首次公开募股(IPO)活动,但央行这一次显然是打破

近期中国银行业的放贷规模十分庞大,今年上半年新增人民币贷款总计7.37万亿元,

作为可能反映未来通货膨胀状况的一个先行指标,中国的广义货币供应量增幅已经
远远超过了政府的目标,5月底时为26%。而这必然带来资产价格的上扬。中国房地
产价格从3月份开始上涨,尽管依然低于上年同期的水平。中国股市基准指数今年以
来上涨了70%。
由于是银行贷款在支持著这些投资,一旦资产价格下降就可能会导致银行信贷质量
恶化。此外还存在一个更长远的问题,即通货膨胀最终将体现在消费物价的上升方

Kurds Defy Baghdad, Laying Claim to Land and Oil
With little notice and almost no public debate, Iraq’s Kurdish
leaders are pushing ahead with a new constitution for their
semiautonomous region, a step that has alarmed Iraqi and American
officials who fear that the move poses a new threat to the country’s
unity. The new constitution scheduled for a referendum this year,
underscores the level of mistrust and bad faith between the region
and the central government in Baghdad.
The proposed constitution enshrines Kurdish claims to territories
and the oil and gas beneath them. But these claims are disputed by
both the federal government in Baghdad and ethnic groups on the
ground, and were supposed to be resolved in talks begun quietly last
month between the Iraqi and Kurdish governments, sponsored by the
United Nations and backed by the United States. Instead, the Kurdish
parliament pushed ahead and passed the constitution, partly as a
message that it would resist pressure from the American and Iraqi
governments to make concessions.
Israel may allow PA counter-terror force
The IDF is considering allowing the Palestinians to establish a
specially trained counterterror squad qualified to carry out
pinpoint operations against Hamas terrorist cells in the West Bank.
Israel 'will not withdraw from Golan Heights'
The Israeli government has said it will not withdraw from the entire
strategic Golan Heights even in return for a peace deal with Syria.
The remark was made by Israeli Prime Minister Benjamin Netanyahu's
top policy adviser Uzi Arad in an interview published in the Israeli
daily Haaretz on Friday.
Israel must remain on the Golan Heights to a depth of several miles
"for strategic, military and settlement reasons'', Arad said.
Netanyahu's national security adviser further urged the Syrians to
resume peace talks with Israel with no preconditions but "with each
side aware of the other's position.''
Syria wants a full Israeli withdrawal to the pre-1967 border, but
Israeli officials say the plateau is too strategically important to
be returned. The Golan Heights gives Israel access to the Sea of
Galilee -- Israel's main source of fresh water.
UK: We should not prove anti-Iran claims
British Prime Minister Gordon Brown says the burden must be put on
Iran, rather than the world, to prove its nuclear program is
directed at civilian purposes. "We need a tougher regime so the onus
will be on the countries that do not have nuclear weapons to prove
this... If there is an international agreement that requires all
countries to be open with the rest of the world then Iran would have
to prove to us that it did not have nuclear weapons, rather than us
to prove they were developing nuclear weapons."
The premier who insisted that London would not unilaterally reduce
its nuclear weapon cache warned against a prospect of a world with
more nuclear weapons states.
"When the Non-Proliferation Treaty was signed there were five
nuclear weapons states. Now there are nine and the possibility of
Iran, North Korea and others may seek to acquire nuclear weapons and
we will have a big rise in nuclear weapons states in this decade.
That is a problem for the whole of the world that has got to be
addressed."
Brown however added that he did not want to treat countries like
Iran as "guilty until proven innocent," but insisted that nations
signing non-proliferation agreements should prove that they are
complying with them.
"It is not guilty unless proven innocent, but if a country has
accepted an obligation not to have nuclear weapons then you have got
to prove and demonstrate that is the case, and I would think people
would think that is fair."
Brown makes the remarks as the International Atomic Energy Agency (IAEA)
which has conducted the largest amount of inspections in the history
of the organization on Iran's nuclear activities has not found any
evidence proving Tehran has been pursuing a nuclear weapons program.
Uighurs defy Urumqi mosque closure
Mosques across the city, capital of China's far western Xinjiang
region, had been ordered to close amid fears that large gatherings
of ethnic Uighur Muslims could spark renewed unrest and clashes with
the city's ethnic Han Chinese community. However by midday on Friday
large crowds had gathered at major mosques in the city.
