美特使访中东开始其和平使命

希拉里澄清俄罗斯没有“萎缩”
希拉里星期天力图澄清拜登的言论。希拉里说,美国将俄罗斯视为一个面临挑战的
“强大国家”。她说,华盛顿希望俄罗斯成为一个“强大、和平和繁荣的”国家,
与美国在北韩和伊朗等问题上共同合作,并阻止核武器的扩散。但克林顿说,俄罗
斯不能在21世纪在东欧拥有一个势力范围,包括乌克兰和格鲁吉亚是否加入北约的
问题。拜登日前告诉华尔街日报,俄罗斯的人口正在萎缩,经济正在衰退,银行系
统可能不会再持续15年的时间。他说,世界正在俄罗斯眼前发生变化,但它仍然守
著过去,试图应付失去一个帝国的局面。
俄国总统就北约东扩警告美国
梅德韦杰夫说,许多乌克兰人反对加入北约组织,美国不应违背当地人民意愿寻求
与其他国家结成军事或政治联盟。他还说,北约不会因格鲁吉亚的加盟而受到得到

西安至乌鲁木齐列车隧道起火
7月26日上午由西安开往乌鲁木齐的一次旅客列车在隧道中起火,当时列车上载有旅
客1700多人,所幸未发生伤亡事故。报道说,起火部位是牵引列车的电力机车。起
火时车头距离隧道洞口两公里左右,被强行制动后停在了隧道中。
马英九以高得票率当选国民党主席
这次国民党主席选举的投票率是57.79%,马英九得28万5354票,得票率92.51%。马英九说,“希望至少为台湾海峡带来几十年的和平,让台湾有机会能好好的转型,好好的适应在未来变动不拘的国际情势当中站在什么位置,扮演什么角色,发挥什么功能,做出什么贡献。”
日本民主党公布竞选纲领承诺重建国民生活
“中美合作可助世界脱离经济危机”
美国国务卿希拉里和财政部长盖特纳在7月27日发表的《华尔街时报》上著文表示,
中美两国间的密切合作可助世界摆脱经济危机。“没有几个国际问题能由美国或中
国单独解决,而也没有几个国际问题能在在没有美国或中国参与的情况下得到解决。”
文章指出,美国是发达国家中最大的经济体,而中国则是发展中国家中最大的经济
体,这两个国家的刺激经济方案在很大程度上帮助整个世界经济度过了最近这场金
融危机的最大难关。
美联储主席预测美经济增长
美国联邦储备委员会主席伯南克表示,他相信美国经济将在未来几年内恢复强劲增
长。伯南克说,但是短期来看,当前的经济增长率还不足以降低失业率。伯南克预
测今后几年的通货膨胀水平会比较低。
建龙钢铁取消收购吉林通钢计划
吉林省国资委7月24日宣布建龙集团将永不参与通钢集团重组。
通化钢铁集团与建龙钢铁公司2005年11月签订重组协议,金融危机发生后通钢出现
巨额亏损,于是建龙集团与通钢在3月份正式股权分立。
2009年第一季度,也就是通钢和建龙股权分立前,通钢出现近10亿元的巨额亏损,
股权分立后通钢马上大幅减亏,6月份甚至赢利6000万元。
吉林省国资委7月22日提出再邀请建龙集团入主通钢集团,而且持股比例要从之前的
36%提高到50%以上,而吉林省国资委持股比例则降至36%。
这一重组计划遭到通钢职工的强烈抵制,发生造成通钢停产的群体事件。建龙委派
的集团总经理陈国军被参加示威抗议的工人和家属群殴致死。
通钢集团是吉林省大型钢铁联合企业,年产粗钢700万吨。建龙集团总部位于北京丰
台总部基地,粗钢产能650万吨。旗下子公司河北建龙钢铁公司是河北纳税大户,唐
山市规模最大的民营企业。
美影响力减弱亚洲股市成“中华天下”
A股平均股价全球最高 市盈率重心可能会左移
据统计,目前全部A股的市盈率(TTM)为28.53倍,较4月初的18.51,提升了54.13%--伴
随著大盘股估值快速上升,市场估值泡沫情况也日渐加剧。目前道琼斯工业指数动
态市盈率为13.07倍,纳斯达克指数市盈率为17.16倍;日经指数市盈率约22倍;恒
生指数市盈率约16倍。A股是目前全球最贵的股票。
当前全部A股估值分布最为密集的区间是100-150倍,这一区间个股数量达到113只,
所占比例为10.07%;上证指数在6124点时,这一区间也聚集了大量A股,数量达到141只,所占比例比当前略高,为11.15%。另一个密集分布区间的市盈率相对较低,当前为20-25倍,在这一区间总计有83只个股;6124点时,这一区间有26只,而更多的股票
集中在在40-50倍区间。
国际铁矿石需求上升 淡水河谷拒向中国让价
世界第一大铁矿石生产商巴西淡水河谷公司(Vale SA)拒绝了中国提出的降价要求。
上个月,淡水河谷公司在年度年度合同中,同意向日本钢铁厂降价28%,这是七年
来首次降价,而中国方面则一直在寻求45%的折扣。
自今年以来的第一期合同价格确定以来,公开市场的铁矿石价格上涨了38%,这削弱
了中国在谈判中的优势地位。
淡水河谷首席执行官阿格利内(Roger Agnelli)在6月25日表示,他不会给中方让出
更大的折扣。麦肯锡的报告指出,中国拘留力拓集团高管并诉其从事间谍活动一事,
让澳大利亚和中国的关系产生裂痕,这可能惠及淡水河谷公司。

中国将超印成最大黄金消费国
今年第一季度,中国黄金需求量达到105.2吨,比前一季度增长2%。而印度在今年第
一季度的需求量则下降88%,仅为17.7吨,是至少20年来黄金首饰需求量最低的一个
季度。去年,中国共消费黄金近400吨,而印度为650多吨。
Gates Says U.S. Overture to Iran is ‘Not Open-Ended’
At a joint news conference here, Mr. Barak made clear that he did
not agree with the American policy of trying to engage Iran, but he
acknowledged that Israel was in no position to dictate to the United
States.
Alluding to a potential Israel strike against Iran’s nuclear
facilities, Mr. Barak reiterated that “no options should be removed
from the table.” He said that Israel believed any talks with Iran
should be “short in time, well defined in objectives, followed by
sanctions.” He said that it would not take long to clarify whether
Iran was “defying the whole world or is seriously ready to
cooperate.”
Mr. Gates said that President Obama hoped to hear Iran’s response to
the offer of talks at the time of the United Nations General
Assembly in late September. Nonetheless, he said, “we’re very
mindful of the possibility that the Iranians would simply try to run
out the clock.”
Ahmadinejad Seen as Increasingly Vulnerable Since Re-election
President Mahmoud Ahmadinejad of Iran dismissed his intelligence
minister on Sunday and his culture minister resigned, the latest
fallout of a bitter dispute among conservatives that has exposed Mr.
Ahmadinejad’s vulnerability in the aftermath of last month’s
disputed election.
Mr. Ahmadinejad could face trouble in the coming days, because
dismissing ministers, beyond a certain point, triggers a
parliamentary vote of confidence on the cabinet. The deputy speaker
of Parliament said Sunday that any cabinet meetings before the end
of the president’s term would be illegal, state media reported.
The culture minister, Mohmammad-Hossein Safar-Harandi — whom Mr.
Ahmadinejad had threatened to dismiss earlier in the day — said in a
letter to the president that he had resigned.
Conservatives were infuriated that Mr. Ahmadinejad ignored an order
from Iran’s supreme leader, Ayatollah Ali Khamenei, to drop Mr.
Mashaei, who angered conservatives last year with comments deemed
friendly to Israel. Mr. Mashaei finally withdrew on Friday, but the
president renamed him chief of staff, further antagonizing
hard-liners.
Mr. Ahmadinejad had won support from government pensioners prior to
the election by significantly increasing their payments. Those
payments have since been reduced, according to the Fararu Web site,
a development that could further endanger the president politically.
Afghanistan says strikes Taliban truce in remote area
Afghanistan has struck its first ceasefire with the Taliban in a
remote province before a presidential election next month, the
government said on Monday, but the truce lasted only hours before
clashes broke out.
The truce in Badghis was reached on Saturday, presidential spokesman
Seyamak Herawi said, and the government wanted to make similar deals
with the Taliban in other parts of the country in a bid to improve
security for the election.
"As long as the ceasefire holds, the government does not have the
intention to attack the Taliban (in Badghis). And the Taliban can
also take part in the elections," Herawi told Reuters.
However Afghanistan's Interior Ministry said several hours later
"enemies of peace and stability" -- a term often used to describe
Taliban insurgents -- had ambushed police in Badghis. Two insurgents
were killed and two police wounded, it said.
Taliban spokesman Qari Mohammad Yousuf earlier said there was no
ceasefire with the government anywhere in Afghanistan.
"The resistance against the enemy continues unabated. The government
has made this up," Yousuf told Reuters by telephone from an
undisclosed location. "I spoke with the mujahideen (Taliban) there
about it and they denied it."
NATO spokesman James Appathurai said any kind of truce arrangement
was a matter between the Afghan government and "other actors" and it
was very important credible elections are held.
"If there is any such arrangement that would allow this to happen,
then that would be a good thing," Appathurai said by telephone from
Brussels.
Taliban issues new code of conduct
The Taliban in Afghanistan has issued a book laying down a code of
conduct for its fighters.
The book indicates that Mullah Omar wants to centralize its
operations.
It talks of limiting suicide attacks, avoiding civilian casualties
and winning the battle for the hearts and minds of the local
civilian population.
In the book, Mullah Omar is quoted as saying that creating a new
mujahideen group or battalion is forbidden. "If unofficial groups or
irregular battalions refuse to join the formal structure, they
should be disbanded," Omar says.
So far, individual Taliban commanders have had a fair degree of
autonomy, often deciding what operations to conduct and how to run
the territory that they control. The regulations seem to be an
attempt by Mullah Omar to bring all of the Taliban under his
control. Different groups in Afghanistan were operating under the
umbrella of the Taliban, but now, an irregular battalion may be
disarmed.
Suicide bombing rules
While the Taliban have repeatedly used suicide bombings across
Afghanistan, the book now says that they should be used only on high
and important targets. "A brave son of Islam should not be used for
lower and useless targets. The utmost effort should be made to avoid
civilian casualties."
There are now clear guidelines on how the Taliban will treat its
prisoners as well, "Whenever any official, soldier, contractor or
worker of the slave government is captured, these prisoners cannot
be attacked or harmed," it says, "The decision on whether to seek a
prisoner exchange or to release the prisoner with strong guarantees
will be made by the provincial leader.
"Releasing prisoners in exchange for money is strictly prohibited."
The book further states that if a "military infidel" is captured,
the decision on whether to kill, release or exchange the hostage is
only to be made by the Imam, a reference to Mullah Omar, or deputy
Imam.
Winning hearts
The book makes it clear that it is the duty of every fighter to win
over the local population.
"The mujahideen have to behave well and show proper treatment to the
nation, in order to bring the hearts of civilian Muslims closer to
them.
"The mujahideen must avoid discrimination based on tribal roots,
language or geographic background."
