世界各大媒体争相报道日本解散众院
 
日本21日解散众院,多家海外媒体当日从东京发出快讯,并根据民意调查结果等指
出,日本执政的自民党可能将在8月份的总选举中遭遇历史性大败。

麻生太郎首相在众院解散前的该党两院议员恳谈会上数次含泪道歉,民主党则凭借
地方选举的接连获胜而气势如虹,党代表鸠山由纪夫表示“这这是一场革命性的选
举。”鸠山呼吁:“这将是一场兴起新日本政治的革命性选举。要带著历史性的使
命感参选。”出席者对此报以热烈的欢呼和掌声。

伊朗最高领袖促政界人士勿煽动动乱

伊朗一些改革派宗教领袖呼吁举行一次全民公投来决定总统选举引起的争议。与此
同时,伊朗最高领袖哈梅内伊敦促政治领导人不要煽动民众动乱、助长伊朗的敌人
“使用他们的媒体指使煽动者引发混乱、破坏和暴力”。

美高官谈应对北韩:有耐心双管齐下

美国主管东亚事务的助理国务卿坎贝尔说,华盛顿不会在北韩最近的挑衅行动做出
让步。他说,“美国认为,北韩采取的挑衅行动不能没有后果。这些行动不能接受。
美国总统明确表明不能容忍北韩拥有核武器。”

坎贝尔此行提出对北韩采取双轨方案,也就是一边进行制裁,另一边希望将北韩引
回六方会谈,解决北韩核武器项目问题。但是,他表示华盛顿并不急迫行事。他说,
“最重要的是,美国、韩国、日本、中国和俄罗斯能够显示耐性。但必须弄清,我
们不是狂热的追求者。鉴于北韩所作所为,我们不会追著北韩跑。”坎贝尔说,耐
性可能会有效。他认为北韩无法继续将自己和世界隔离。他说,“自我隔离是不可
能持续的。北韩最终要选择重新和世界接触。”

土耳其政变案嫌犯受审

土耳其星期一开庭审理一起据称密谋推翻土耳其现政府的案件。接受审判的有56人,
其中包括两名退役的将领。当局指控退役将领赫斯特 托隆和塞内尔埃鲁古尔领导的
一个团伙,企图通过一系列爆炸和暗杀活动来推翻政府。还有86人也因为被控与这
起密谋推翻土耳其正义与发展党案件有关而分别受到审判。

美印签署协议出售先进武器

协议签署后,美国的洛克希德马丁以及波音公司将参与印度军方的武器采购项目竞
标。印度已经计划添购126架多用途战斗机,总值估计约104亿美元,这将是全球最
大规模的军火交易。

较早前,印度政府宣布斥资300亿美元,在五年内达到军事现代化的目标。印度大量
购买武器的计划吸引了世界大国军火公司的激烈竞争。除了洛克希德马丁和波音公
司之外 ,其他参与竞标的公司还包括俄罗斯米格公司、法国达索公司和瑞典萨博公

报导称台军贪渎案部分与美军售有关

最近出版的美国《国防新闻》周刊报导说,台湾国防部最近公布的肃贪报告表示,
在被移送给联合专案小组的142名军官中有114名将级军官,可能涉及48起贪渎案件。
台湾国防部长陈肇敏表示,其中19件和军备采购有关。

报导援引一名不具名的前美国政府官员说,在美国对台军售方面,最有可能发生贪
腐的环节在于和军售案相关的佣金和回扣,这些佣金有的时候高达数百万美元。报
导表示,有些在台湾为美国军火公司工作的承包商的人格令人怀疑,甚至和犯罪组
织有联系。另外有一些人则和政党与国防官员有联系,希望促成能让他们直接受惠
的军售案。

《国防新闻》援引这位前美国政府官员说,美国以尽量不要引起注意的方式对台军
售,部分原因是来自中国的压力,不过,在美国的鼓励下,台湾也保持军购机密。
这名前美国政府官员表示,如此秘密的过程创造了有利于贪腐的环境。这名官员并
对《国防新闻》表示,除此之外,美国联邦法律一般禁止军售回扣,但是有几个国

美部队将暂时扩军2万2千人

盖茨宣布,美国军队的规模将暂时增加2万2千人,以缓和伊拉克和阿富汗战争所造
成的压力。扩军的目的是为了增加可以部署的军队人数。这一人数在美国终止了有
争议的“止损条例”后有所下降。“止损条例”就是让士兵在原定的服役期满后继
续留在部队里。 增加部队人数也意味著减少美国军人反复参战而带来的压力。奥巴
马总统上任以来,美军驻阿富汗军队人数增加了2万1000名。
今年4月公布美国国防预算的时候,美国国防部拨出了110亿美元的预算,用来扩编
军队人数。

夏侯雅伯说,盟军如果撤离,阿富汗就将重新陷入塔利班之手,这将给阿富汗人民、
尤其是妇女造成严重伤害。夏侯雅伯说,盟军在阿富汗的失败还将给周边地区带来
严重影响,首当其冲的是巴基斯坦,中亚的极端主义也将扩散。基地组织在全球开
展恐怖主义的野心将进一步膨胀。

总部在美国的“中国民主论坛”成立行动小组,推动提名中国著名民主人士刘晓波
为诺贝尔和平奖候选人。负责推动刘晓波提名的行动小组组长傅申奇说,“刘晓波
是由于08宪章而被逮捕的。刘晓波为之努力奋斗的08宪章,体现了一个价值,就是
以和平、理性的态度来推动世界的进步,08宪章出现以后,代表了中国未来和平发
展的路线图。得到了国内各阶层和国际社会的普遍赞同。我们之所以提名刘晓波,

澳外长欲与杨洁篪讨论力拓案

澳大利亚政府发言人周二称,澳大利亚外交部长Stephen Smith正在寻求与中国外交
部长杨洁篪会面,希望双方可在泰国普吉出席东盟Association of Southeast Asian
Nations会议间隙商讨有关力拓员工、澳大利亚公民胡士泰被拘留的问题。
Stephen Smith强调北京必须明白堪培拉对于缺乏此案详情的担忧,而这也是所有在
中国营商的人希望知道的。

新的铁矿石定价制度即将出台

沸沸扬扬的中国跟澳大利亚铁矿石之争导致世界铁矿石行业和钢铁制造业之间关于
新的铁矿石定价制度谈判加快了步伐。制定这套新制度的目的在于让铁矿石价格的
谈判更加透明。但也有分析人士认为,即使有了新的铁矿石定价方法,也会仍然存
在大量幕后交易。

许多年来,铁矿石一直按照固定价格成交,每年谈判一次价格。过去是日本统治铁
矿石进口合同的谈判,以日本谈妥的价格为准,其它国家进口商只是依照日本的价
格水平从事铁矿石交易。最近几年中国一跃成为世界最大的钢铁和铁矿石进口国。
新的铁矿石定价体系每季度谈判一次价格,而不是现在实行的以一年为基础的期货
和约。

白宫将年度预算评审推迟到8月公布

预算审查可能大幅增加政府预计的2009财政年度的赤字。白宫5月份说,预计到9月
30日为止的财政年度预算赤字会达到1万8千400亿美元。自从那时以来,美国的失业
情况进一步恶化。6月份的失业率上升到9.5%,使预算变得更加紧张。

日本上半年粗钢产量同比锐减40.7%创最大降幅
 
日本钢铁联盟21日公布的1~6月粗钢产量为3669.3万吨,较去年同期减少了40.7%,
创1948年有统计以来的同期最大降幅,产量也降至41年来的新低。粗钢产量锐减表
明去年秋季以来的经济不景气导致以汽车为首的钢铁需求急剧下降。

韩电视机居全球第一 与中日拉开距离
 
美国市场调查企业DisplaySearch20日表示,以数量为准,三星电子和LG电子今年第
一季度在世界电视机市场上的占有率达33.4%(三星17.2%、LG16.2%),大幅超过索
尼、夏普、松下和东芝等日本企业的占有率(23.3%)。该数字比TCL等中国三家主要
企业的占有率高出21个百分点。

去年第一季度韩国企业的占有率为29.0%,日本和中国企业的占有率分别为20.3%和
14.1%。比起展开低价攻势的中国企业和以技术为基础推行高价战略的日本企业,三
星和LG都具有更大的竞争优势。韩、中、日三国在整个电视机市场上占据69.1%。飞
利浦其占有率为4.1%,居第八位。

Hard-Line Force Extends Grip Over a Splintered Iran

The Islamic Revolutionary Guards Corps — has emerged as a driving force behind efforts to crush a still-defiant opposition movement. The corps has grown to assume an increasingly assertive role in virtually every aspect of Iranian society--has become a vast military-based conglomerate, with control of Iran’s missile batteries, oversight of its nuclear program and a multibillion-dollar business empire reaching into nearly every sector of the economy. It runs laser eye-surgery clinics, manufactures cars, builds roads and bridges, develops gas and oil fields and controls black-market smuggling...Its fortune and its sense of entitlement have reportedly grown under President Mahmoud Ahmadinejad--since 2005, when he took office, companies affiliated with the Revolutionary Guards have been awarded more than 750 government contracts in construction and oil and gas projects, and all of its finances stay off the budget, free from any state oversight or need to provide an accounting to Parliament.

Georgia Wants U.S. to Monitor Conflict

Georgian leaders hope the United States will join the European Union’s monitoring effort along the boundary with two breakaway Georgian enclaves, a step they believe could deter aggression from Russian or separatist forces, a senior Georgian official said Monday.

Mr. Biden’s reaction to the monitoring proposal will offer one clue to how far that support extends: Participating would assert Washington’s concern over Georgia’s breakaway territories. It would also challenge Russia, which wants the United States to scale back its involvement in post-Soviet republics.

Mr. Biden intends to make it clear on this trip that the United States will not abandon its allies in deference to Russia, said one of his senior advisers.

“We will continue to reject the notion of spheres of influence,” Antony J. Blinken, Mr. Biden’s national security adviser, said in a conference call with reporters last week. “We will continue to stand by the principle that sovereign democracies have the right to make their own decisions and choose their own partnerships and alliances.”

At the same time, said one American official who was not authorized to speak publicly, “there will also be some tough love in both places.”

The official said Mr. Biden would press both countries to address their failings — mostly economic ones in Ukraine and political ones in Georgia — and also make clear to Georgian leaders that they should have no illusions about using force to reclaim South Ossetia and Abkhazia.

Every note Mr. Biden strikes will be analyzed “very, very carefully” in Moscow, said Andronik Migranyan, an analyst in New York at the Institute of Democracy and Cooperation, a Kremlin-backed research group. Leaders in the Kremlin were impressed by Mr. Obama but consider Mr. Biden’s visit to Kiev and Tbilisi, Georgia, a truer indicator of American intentions, he said.

Mr. Biden could send the message that “sovereignty is equal to anti-Russian policy and anti-Russian sentiment, which means nullifying the results of the Obama and Medvedev and Putin summit,” he said, referring to the Russian prime minister, Vladimir V. Putin. Alternately, he said, Mr. Biden could give a different message: “We ask you to be more responsible in your behavior, not to be hostile toward Russia.” “In this case,” Mr. Migranyan said, “Moscow can really think that Obama took Russia’s concerns seriously.”

Iran police say 40 people arrested after sermon

Following renewed street protests ensuing the Friday prayers in Tehran, Iran's police department puts the number of those arrested in the demonstrations at 40.

"Weeks after peace was restored in Tehran following the disputed June 12 presidential election, the Friday prayers sermons turned into a scene of conflict between police forces and supporters of candidates," police said in a statement.

"Police tried to warn protestors against gathering in the streets, but was later forced to disperse them," the statement added.

Hundreds of thousands of people attended the Friday Prayers led by influential cleric and politician Ayatollah Akbar Hashemi-Rafsanjani on July 17.

Leading opposition figures Mir-Hossein Mousavi and Mehdi Karroubi, who claim that the vote was rigged and refuse to acknowledge the legitimacy of the incoming administration of Mahmoud Ahmadinejad, were also present at the Prayer service.

While Hashemi-Rafsanjani criticized authorities for their handling of the country's presidential election and the post-vote unrest, opposition supporters staged rallies and chanted slogans against the incoming administration from outside.

Clashes erupted outside the Tehran University campus as security forces reacted by again using violence and tear gas to disperse protesters.

The official announcement of the number of those arrested after Friday's prayers come as Iranian authorities had previously announced that more than 2,500 people were arrested over the course of the unrest following the June 12 vote.

Iran's Prosecutor-General Qorban-Ali Dorri Najafabadi said earlier that from among approximately 2,500 detainees, 2,000 people had been released, adding that the remaining 500 individuals would be subject to court action.
