奥巴马说美国不谋求在伊拉克设立军事基地

美国总统奥巴马22日说,美国不谋求在伊拉克设立军事基地,将按照计划在20
11年年底从伊拉克撤出全部军队。在场的马利基表示,伊拉克政府军在与美军合
作多年之后已经有能力承担起维护国家治安的重任。

希拉里:朝鲜必须同意彻底去核
 
希拉里说,"我们已经向朝鲜明确表示过,如果他们同意不可逆转地去核化,美国及
其盟国将推动一揽子回报计划,包括与平壤实现关系正常化的可能性。"

朝鲜称“一揽子方案”是无稽之谈

正在参加东盟地区论坛的朝鲜代表团人士李兴植,当天在普吉岛喜来登酒店召开记
者会表示:“一揽子方案是无稽之谈。造成当前危机的主要原因是,美国的敌对政
策。”他还就“一揽子方案”的前提“不可逆无核化”表示:“这原原本本地照搬
了布什政府的‘CVID(完全、可验证、不可逆的弃核)’原则。”

李兴植说,“美国不改变敌对政策,不保障朝鲜的安全与和平,何以谈到一揽子方
案?”“想想(朝鲜)是为什么才拥有核武器吧。没有保障,怎么可能用一点钱来
换取安全与主权?”“不反对与美国对话。但在背后藏刀的情况下不能进行对话,
美国应先改变敌对政策。”而朝鲜对联合国安理会制裁,“根本不在意。我们已经
受了半个世纪的制裁。”

对于除朝鲜以外的“五方磋商”,李兴植表示:“和我们没有关系,开不开都无所
谓。已宣布六方会谈永远结束。”

希拉里:朝鲜导弹不精确

希拉里接受21日晚播出的美国《福克斯新闻》节目采访时,就“距离朝鲜掌握核武器运输手段,还有多长时间”的提问表示:“虽然不能具体地说是几年,但我们还有充分的时间。据我们判断,他们的核导弹系统不是很发达,也不精确。”

霍尔布鲁克称美全力解决巴难民危机

霍尔布鲁克说,美国为帮助巴基斯坦国内两百万流离失所的难民而支付了所承诺的
亿3千万美元的援金中的1亿6千5百万美元。

巴基斯坦军方声称,自三个月前在斯瓦特河谷发动攻势以来,他们已经消灭了1700
多名塔利班分子。目前已进入最后阶段,目标正指向剩余的叛军据点。

吉拉尼总理担心在美国攻势下塔利班分子逃窜到巴基斯坦境内。对此,霍尔布鲁克
说,“塔利班分子可能向东移动,进入巴基斯坦的俾路支省并带来更多的问题。他
们也可能向西移动,前往与伊朗相邻的阿富汗赫拉特省, 他们还可能陷入包围圈,
所以我们必须作好准备。”

土耳其总理埃尔多安说,他的政府准备在叙利亚和以色列间接的谈判中,恢复土耳
其调解的作用。星期三埃尔多安和叙利亚总统阿萨德举行了会晤,讨论了以色列撤
出“被占领的阿拉伯土地”的问题,其中包括戈兰高地。他们说,中东实现全面和
平,需要以色列“真实的政治意愿。”

南非骚乱恶化100多人被捕
 
南非暴力因抗议活动引发的暴力愈演愈烈。在过去一个星期的冲突中,警方逮捕了
一百多人。因为政府长期无法提供最基本的生活设施民众本来就已经积怨很深。与
此同时,经济衰退和失业更像是火上浇油。

美反恐军费将逾1万亿美元

美国众议院拨款委员会22日批准1280亿美元军费,用于支持美军在今年10
月开始的2010财政年度中在伊拉克和阿富汗的行动。“9 11”以来美国国会
批准的反恐军费累计超过1万亿美元。此前,美国国会已累计批准反恐军费约97
00亿美元。这笔军费是该委员会批准的2010财政年度国防拨款法案的一部分。
该法案拨款总额为6360亿美元。

中钢协:铁矿石谈判可能在约10天后结束

中国钢协副会长李效伟周四称,中国钢铁厂与铁矿石供应商的谈判可能会在约10天
后结束,中方不会接受铁矿石价格33%的降价幅度。李效伟称,中国每年4.5亿吨的
铁矿石需求意味著中国应该能够决定这一原材料的合适价格。

中国铁矿石谈判孤军奋战 官方表态留想象空间

全球新一轮铁矿石价格谈判近日传来新进展,巴西淡水河谷已与德意钢铁企业达成
与此前日韩一致的降价协议,从而使谈判中仅剩的买方代表──中方陷入了孤军奋
战的境地。而中国官方的最新表态,在坚持中方立场未变的同时,亦留下了合理的
想象空间。

今年铁矿石谈判中方从一开始就表示,宁可谈判破裂,也不妥协。因为中方力图扭
转作为进口大国却长期无法掌握定价话语权的不利局面;而“如果铁矿石价格没有
下降到合理位置,将使中国钢企大面积亏损”。

澳大利亚望与中国讨论力拓间谍案

澳大利亚外交部长斯蒂芬.史密斯说,由于北京最近拘捕澳大利亚矿业高级主管而起
的争端,可能会拖延很久。史密斯星期三说,中国因为力拓总经理胡士泰涉嫌窃取
国家机密而拘捕他的事件,将无法通过一个电话或部长级会谈而解决。史密斯说,
澳大利亚和中国低层官员持续在幕后讨论这个议题。

中国要用外汇储备支持企业走出去

“加快实施‘走出去’战略,把外汇储备与企业走出去结合起来。”温家宝星期二
表示,北京准备动用外汇储备,支持和加快中国企业的海外投资、收购、兼并。与
此同时,中国政府放宽了企业海外投资的审批程序,由“申请--批准--投资”改为
“投资--报备”。

8000亿信贷资金涌进房市

上半年7.37万亿元的新增贷款中,流入房地产领域的信贷资金超过8000亿元。
上半年房地产开发企业资金来源中,国内贷款为5381亿元,同比增长32.6%;个人按
揭贷款2829亿元,增长63.1%。5月初至7月18日,北京、上海、重庆、广州、杭州等
重点城市,中字号与国字号企业在两个月内,陆续竞得近20幅热门地块,涉及土地
款超过265亿元。在北京,5 15之前土地溢价成交仅占17%,整体溢价率不到5%;而
5 15之后,土地溢价成交达到52%,整体溢价率高达70%。

下半年热钱将加速流入中国

摩根士丹利执行董事、中国策略师娄刚表示,中国经济加速复苏的势头已经确立,
年内GDP增速出现大反复的可能性很小,下半年热钱将加速流入中国A股将进入泡沫
化阶段。 娄刚还谈道,由于美国国内利率较低、美国经济触底不反弹,其经济总量
增长同新兴国家的差距会越来越大,预计下半年国际热钱将加速流入中国。

美国加州就早期排华政策作出道歉
 
美国加利福尼亚州就当地19世纪和20世纪初歧视华人移民的政策作出道歉。
法案由加州华裔议员方文忠和同事莱昂共同提出,经过州议会上下两院一致通过并
经州长签字后,已经正式生效。

方文忠表示,他下一步计划是说服美国国会通过一个类似的法案。

早期的华人移民在加州做的是包括挖沟渠和建铁路等在内的最艰苦和危险的工作,
但是他们的工资却远远低于白人以及黑人工人。根据当时陆续通过的各项歧视性法
案,华人不能成为美国公民,不能拥有房地产、不能作公务员、甚至没有在法庭上
指证白人的权利。

为了减少美国华人人数,美国移民法案一度禁止华人女性移民美国,但同时禁止华
人与其他族裔通婚。不少商店、理发店、饭店等拒绝华人入内。

Hundreds of right-wing activists are intending to attempt to march up to the Temple Mount next Thursday morning, to protest the "US pressure to stop settlement activity, and east Jerusalem construction in particular, and also the apparent weakness of our leaders," which  would lead to a "division of Jerusalem and the loss of the Temple Mount."..."We're concerned that in the end, the Temple Mount will be part of a Palestinian state, with US backing" ..."We will say to Obama, 'Get your hands off Jerusalem and the land of Israel!"

In Iran VP row, cabinet clashes with Ahmadinejad

Despite a reported call by the Leader of the Islamic Revolution advising the president to reverse his decision in appointing Rahim-Mashaei as his top deputy, Ahmadinejad insisted that Esfandiar Rahim-Mashaei would serve as the vice president.

The president told IRIB on Tuesday that Rahim-Mashaei will not give up the post as his right-hand man. "He is one of the most pious, devoted and creative managers in the country, why should he resign?" Ahmadinejad said, adding "Mashaei will continue to serve the Revolution and the nation."

The Iranian president's refusal to review his decision has also drawn harsh criticism from members of the Principlist faction that hold the majority of seats in Majlis. Hamid-Reza Katouzian, a member of the faction, said that President Ahmadinejad's insistence on the appointment raises doubts about his "abidance" by the Leader. The Principlist MP went on to urge the Iranian chief executive to reverse his decision on the issue to prove that he is following the path of the late Founder of the Islamic Revolution Imam Khomeini and the Leader.

Head of the Research Center of Majlis, Ahmad Tavakkoli, confirmed reports indicating the Leader's disapproval of the choice. According to the Principlist MP, Ayatollah Seyyed Ali Khamenei had even demanded that no key posts in the government be offered to Rahim-Mashaei.

UN chief condemns Israeli settlement activity

The UN Secretary General condemns Tel Aviv's settlement activity on the Palestinian land, saying the illegal move violates international law. "I urge the government of Israel to commit fully to its obligations, including to freeze settlement activity and natural growth," Ban Ki-moon said Wednesday in a message to a UN meeting on Middle East in Geneva. "If Israel continues settlement activity, it will not only be acting contrary to international law but also to a strong international consensus", he continued. Ban's warnings come shortly after Israeli authorities allowed the construction of 20 new apartments on a former hotel site in East Jerusalem (al-Quds).

Obama: Race issues still haunt America

US President Barack Obama has criticized the country's police over a recent arrest case and has said that 'race issues still haunt America'.

Obama, who was speaking at a prime-time on Wednesday in the aftermath of a recent episode in which an African-American Harvard scholar was arrested in his own residence on suspicion of burglary, reprimanded the police department for 'stupidly' acting in the incidence.

Referring to the recent arrest of Professor Henry Louis Gates Jr. for 'breaking into his own house', Obama said, "I think it's fair to say, number one, any of us would be pretty angry; number two, that the Cambridge police acted stupidly in arresting somebody when there was already proof that they were in their own home."

Obama emphasized that race issues still haunt the US and said: "What I think we know separate and apart from this incident is that there is a long history in this country of African Americans and Latinos being stopped . . . disproportionately," noted the US president, adding, "It's a sign of how race remains a factor in this society."

The 58-year-old literary critic was held in custody before his charges were dropped.

Karzai pulls out of Afghan debate

Hamid Karzai, the Afghan president, has pulled out of the country's first major televised presidential debate.The debate between Karzai and two of his biggest challengers - Abdullah Abdullah, the former foreign minister, and Ashraf Ghani, the former finance minister, was scheduled to take place on Thursday on the country's most popular television network. The Karzai team claimed that his policies were not ready and that Tolo TV, the hugely popular network on which the debate was due to air, was biased against him. Afghanistan's presidential election is due to take place on August 20.
