中国推出阿拉伯语电视频道
中国于7月25日推出一个阿拉伯语电视频道,旨在向中东和北非展现"真正的"中国。
这个新频道将全天24小时播放新闻、娱乐和文化节目。这个新推出的阿拉伯语频道
将面向全球22个阿拉伯语国家的三亿人口播出。
中央电视台副台长张长明在介绍阿拉伯语新频道时说,其宗旨是加深中国和世界之
间的相互了解,纠正被一些外国媒体"歪曲了的"中国形象与观点。
中央电视台此前已有四个国际频道,播送英语、法语、西班牙语和汉语节目。中央
电视台还计划于9月份推出俄语电视频道。
伊朗第一副总统辞职
星期五早些时候,伊朗最高领导人哈梅内伊下令艾哈迈迪内贾德解除马沙伊的职务。
哈梅内伊在信中告诉伊朗总统,对马沙伊的任命“违背你的利益和政府的利益,并
会在你的支持者中造成分裂”。
伊朗飞机跑道起火17人死

上海应对老龄化鼓励生育二胎
上海市人口计生委主任谢玲丽说,2008年,全市户籍人口中60岁及以上的老年人口
超过300万人,占户籍人口将近22%,老龄化程度已经接近日本、瑞典等世界人口老
龄化最高的国家水平,也比中国全国高一倍。上海计生委表示,为了应对老龄化,
上海市鼓励符合再生育条件的夫妻──比如双方都为独生子女的夫妻──按照政策
再生育第二个子女。谢玲丽说,希望这项措施可以有助降低人口年龄中位数,优化
人口年龄结构,并应对2050年至2070年可能出现的劳动力短缺状况。
上海否认“鼓励生二胎” 称只是重提已有政策
针对有关“上海鼓励符合条件夫妻生二胎”的消息,上海市人口计生委主任谢玲丽
日前表示,上海不会为了解决人口老龄化问题,放松计划生育政策,“目前我国人
口增加压力仍很大,稳定低生育水平是当前我国和上海人口计生的首要任务。目前
流动人口大量流入上海,部分区县流动人口数量已超过户籍人口总量,而在流动人
口聚集区出现了超生现象严重的情况,因此,不可能鼓励生育来调整人口结构。”
世界媒体加强中国经济报道,规模或超过日本
世界各国媒体以经济报道为中心正在强化在中国的采访体制。各国主要媒体在上海
都设立了报道据点。路透社、彭博新闻社在中国拥有包括当地员工在内近百人的报
道队伍,仅仅在上海的报道阵容就有10-20人。有关人士称,虽然目前北京的采访规
模比较大,但是经济新闻增加,上海的记者人数有增长的趋势。在亚洲,东京依然
是经济信息的发信源,然而最近随著中国实力的增强,东京的地位在逐渐下降。一
位在东京工作多年的美国记者说“中国规模大,变化的速度也快”,预计在中国的
采访规模将在不远的将来超过日本。
日本驻美大使抗议美众院通过“购买国货条款”法案
日本驻美大使藤崎一郎23日向美国贸易代表柯克发去信函,就美国众院通过的2010会
计年度公共事业法案中写有“购买国货条款”表示抗议。
美国众院在17日通过了能源、水资源相关事业财政支出的法案。该法案禁止购买美
国汽车三巨头以外公司的汽车,可能违反了国际贸易组织协定。藤崎对表示,“在
严峻的经济状况中,各国都在努力避免将自己国家放在优势地位”,敦促美国议会
重新考虑。
中国国务院法制办:流动摊贩是否登记民众说了算
7月21日,国务院法制办公布了《个体工商户条例(征求意见稿)》,意味著《城乡个
体工商户管理暂行条例》可能退出历史舞台。目前中国个体工商为2917万户、5776万
人。如果征求意见稿能够通过,这些流动摊贩将可以获得营业执照,成为合法的个
体工商户,结束城管和流动摊贩的“猫鼠游戏”。
Karzai Vows More Control Over Troops From Abroad
“In this fight against terrorism we want our home to be safe, not to
be insecure,” he told the gathering. “Our law should be respected,
our religion and our culture should be respected. “It should be
known who is the owner of the house and who is the guest,” he said.
“We want to legitimize their presence.”
Mr. Karzai said he had tried hard to reach agreements with foreign
forces in Afghanistan. “We have seen some steps, but we want to go
further,” he said. He promised that any solution would be worked out
with tribal and religious leaders in a loya jirga, or grand tribal
council.
He also said that he would bring members of the Taliban and Hesbe
Islami to peace negotiations and include them in a tribal council.
The United States and the rest of the international community has
resisted such plans but were now more supportive of the idea, he
said.
Russia Warns Against Arms Sales to Georgia
Georgia is hoping the United States will provide antitank and
antiaircraft weapons to replenish its defensive arsenal after last
year’s war with Russia. After talks in the Georgian capital,
Tbilisi, American officials said the United States had so far made
no commitment to supply weapons, but they did not rule it out.
Dmitri O. Rogozin, Russia’s envoy to NATO, said Friday
that President Dmitri A. Medvedev had issued a decree that would
impose sanctions on any manufacturer who sells offensive weapons to
Georgia, “wherever it is in the Arctic or Antarctic region or in the
United States.” He said Russia considered the question of rearming
Georgia more serious than whether Georgia enters NATO.
In the past, the United States has provided small arms
and ammunition to Georgia as part of its military training program.
But since last year’s war over the secessionist enclaves of South
Ossetia and Abkhazia, Georgia’s suppliers have been keenly aware of
Russia’s fierce opposition, and the United States has limited its
contribution to training and organization.
Principlists slam Ahmadinejad over Mashaei
The refusal of President Mahmoud Ahmadinejad to fire his new first
deputy has provoked criticism from principlist camp in Iran.
Esfandyar Rahim-Mashaei announced today that he does not consider
himself the first deputy to the president anymore after the Leader
of the Islamic Revolution Ayatollah Seyyed Ali Khamenei ordered
Ahmadinejad to reverse his appointment.
The forced resignation came seven days after the leader, in a
hand-written order to Ahmadinejad, said: "the appointment of Mr.
Esfandyar Rahim-Mashaei as presidential deputy is contrary to your
interests and that of the government and a cause for divisions and
frustration among your supporters. It is necessary for this
appointment to be declared null and void."
Ahmad Tavakkoli, a senior principlist lawmaker, criticized President
Ahmadinejad for his refusal to obey the order and fire Rahim-Mashaei
even seven days after the Leader issued his command.
Tavakkoli says "based on the law and the Sharia," Ahmadinejad was
obliged to obey the leader's order when he received the letter.
The note, which is dated July 18, was publicly revealed by IRNA on
July 24.
The parliamentarian also called Ahmadinejad's conduct "unacceptable"
and "political misconduct.”
"Unfortunately the president still does not carry out the task after
seven days and Mashaei announced his resignation," he said.
Rahim-Mashaei, a close confidant of Ahmadinejad and a relative to
him by marriage, had angered principlists last year by saying
Iranians and Israelis were friends.
The country's Chairman of the Joint Chiefs of Staff also questioned
the delay in obeying Ayatollah Khamenei's order.
Major General Hassan Firouzabadi says the Iranian nation expects the
order of the Leader to have been implemented by the president once
it was issued.
Iraq decries US-Sunni group talks
Hoshyar Zebari, Iraq's foreign minister, said in Washington on
Thursday that representatives of the "Iraqi resistance movement" met
Turkish officials and at least one US official last spring.
"We, the Iraqi government, were amazed that representatives from the
American and Turkish sides met with representatives from those
groups," Zebari told Al-Hurra, the official Arabic-language US
television station. "How do you expect allies and friends of the
government and the political process to meet and negotiate with
parties that are accused of terrorism?" he said.
Hillary Clinton, the US secretary of state, said that she was only
recently told about the talks and that Iraq's government would be
informed of any such meetings in the future.
China launches Arabic TV channel
China has launched a 24-hour Arabic-language television channel
aimed at addressing "distorted" views of China in the Middle East
and North Africa. The satellite channel, launched on Saturday, is
expected to reach about 300 million people in 22 countries. China
Central Television (CCTV) already broadcasts foreign language
channels in English, Spanish and French.
Zhang Changming, deputy president of CCTV, said that through the
Arabic channel "the world can know China and China can know the rest
of the world even better". "Our principle is to be real, to be
objective, to be accurate and transparent. CCTV will present the
world with the real China," he said at the launch.
Ying Chan, the director of Hong Kong University's journalism and
media studies centre, told Al Jazeera that China saw the channel as
a way to counter "unfair" portrayals of China in the international
media. "There's no question that the Middle East is a very strategic
area and China wants its voice heard there," she said. "They want to
announce their policies more to the world, and they also felt that
the international media, led by the Western media, has not been fair
to China."
China exerts a great deal of control over its media and often
censors the reporting of sensitive topics.
"It [CCTV] will face challenges in how much it will allow its own
reporters to report news as it is, as it happened," Ying said. "I
think CCTV, in order to gain influence, has to deliver good
journalism."
Iran vows to hit Israel's atomic sites if attacked: TV
"If the Zionist Regime (Israel) attacks Iran, we will surely strike
its nuclear facilities with our missile capabilities," Mohammad Ali
Jafari, Guards commander-in-chief, told Iran's Arabic language al-Alam
television.
The Revolutionary Guards are the ideologically driven wing of Iran's
military with air, sea and land capabilities, and a separate command
structure to regular units.
Iranian leaders often dismiss talk of a possible strike by Israel,
saying it is not in a position to threaten Iran, the world's
fifth-largest oil exporter. They say Iran would respond to any
attack by targeting U.S. interests and Israel.
Pakistan puts off Mumbai case for month
A Pakistani court due to hear the case against five Islamist
militants accused of involvement in Mumbai attacks adjourned for a
month without charges being read. India wants forceful action by
Pakistan to bring leaders of the Lashkar-e-Taiba militant group to
justice before formally resuming a peace process that was
frozen during the subsequent tensions.
A member of the prosecution team and a defense lawyer said the court
adjourned until August 29, and officials said the court had accepted
a request by the Federal Investigation Agency for the hearing to be
held "in camera."
Across the border in India, a trial in Mumbai opened dramatically
earlier this week when Mohammad Ajmal Kasab, the only one of 10
Pakistani gunmen captured alive, pleaded guilty and asked to be
hanged.
Having sent a dossier to New Delhi earlier this month, Pakistan has
said it is waiting for more information from India to support the
prosecution case, though Indian officials say all relevant
information has been passed on.
Security concerns were cited as the reason for holding the trial
inside the jail, though critics say the secrecy fueled suspicions
that Pakistani intelligence agencies don't want any relationships
with the jihadis to be aired in public.
