伊朗传出新的抗议冲突

目击者说，伊朗安全部队星期六在首都德黑兰与抗议人士发生冲突。安全部队殴打了一些示威人士。这些示威人士抗议政府在上月总统选举后，镇压反对派。这次抗议示威行动发生的时刻正值星期六示威人士在世界数十个城市进行抗议伊朗政府在总统选举后侵犯人权的举动。组织这些活动的人把这一天称之为“行动日”。

伊朗反对派领导人呼吁伊朗宗教界高级领袖们帮助结束当局镇压6月12日大选后的大

统哈塔米给圣城库姆的宗教领袖写信，信中将当局的镇压比作1979年伊斯兰革命前
伊朗前国王使用的暴力手段。

伊朗革命卫队恫言攻击以色列核设施

革命卫队总司令贾法里说，如果以色列袭击伊朗，伊朗肯定会用导弹袭击以色列的

美国重新在中东进行外交推动

韩美商定于2012年完成“延伸威慑(extended deterrence)”履行计划。政府某消息人士26日称：“本月23日在首尔举行的第23次韩美安保政策构想会议(SPI)，就延伸威慑达成协议，双方决定于2012年共同完成该履行计划。”他还说：“美国认为核保护伞和延伸威慑履行方案，都应保持模糊性。按照这一原则，履行计划也有可能维持‘作战计划’水平，彻底对外保密。” 延伸威慑规定在盟国遭受核攻击时，美国通过洲际弹道导弹(ICBM)、潜射弹道导弹(SLBM)和战略轰炸机等3大打击手段，进行反击。

美韩下月17日将联合军演11天

美韩联合军司令部24日公布，将于下个月17日开始实施为期11天的联合军事演习。
本次联合军演的内容包括通过电脑对指挥系统进行确认。今年的联演和去年一样，
由韩国方面主导，韩方将派出约5万6000人，美方约1万人。韩军指挥权自朝鲜战争
以来一直由美国掌握，2012年将移交韩国。

朝鲜常驻联合国代表就朝核问题阐述立场

申善昊说，美国的核武器数量居世界之首，日本和韩国正处于美国的“核保护伞”下，没人会相信日本和韩国受到“核威胁”的说法。另外，美军在日本和韩国永久驻扎，携带核武器的美国军舰和飞机经常访问日本和韩国，以举行没完没了的核战争演习。

布什曾辩论在美国境内动用军队抓人

副总统切尼和其他高级顾问在2002年主张应该出动军队来逮捕纽约州北部的一组和
基地组织有关的嫌疑人。切尼认为，一旦事关国家安全，总统有权动用军队；军方
可以依据较低的取证标准看押嫌疑人。但国家安全顾问赖斯、联邦调查局长米勒以
及其它几位高层官员反对此项计划。布什最后决定动用联邦调查局来逮捕嫌疑人。
宪法和美国其它法律限制动用军队在国内进行突击搜捕。

美俄将于九月继续限武谈判

俄罗斯称，将于9月初开始与美国就取代《削减战略武器条约》的新条约进行下一轮
谈判。俄罗斯外交部星期六称，双边同意8月底或9月初在日内瓦再次会面。

印度首艘国产核潜艇下水
 
名为"歼敌者"号的印度首艘核潜艇7月26日在该国东部的一个海军基地下水。“歼敌
者”排水量约5千吨，潜航速度30海里，可载员100人，装有12支携有一吨核弹头、
射程700公里的K15短程弹道导弹，总造价29亿美元。印度是继美、俄、英、法、中
之后第六个拥有核潜艇国家。印度财政部7月初在国家预算中将军费增加25%。

“伊斯兰祈祷团”领袖暗示雅加达爆炸案获基地组织协助
 
东南亚地下组织“伊斯兰祈祷团”的精神领袖巴西尔25日就雅加达发生的美国高级
宾馆连环爆炸案表示：“这是年轻人为了保护伊斯兰教和美国进行的一场圣战。我
想是在基地组织的协助下进行的。”

教皇为越南任命三位新主教

教皇本笃十六世星期六为越南任命了三位新主教。梵蒂冈正在恢复和这个共产党政
府的关系。梵蒂冈表示，教宗已经挑选武唯统为东南部潘切市的主教，而任命阮文
德为北部城市太平市的主教。教皇同时选了阮南为发艳市的主教。越南政府的一个

Gates, in Visit to Israel, Will Find Iran Looming

The official, who asked not to be named under Defense Department ground rules, said that the trip was part of a regular consultation and that Mr. Gates was not traveling to Israel “to roll out a map and do contingency planning for some strike on Iran.”

Israel has made it clear that it could strike plants at the heart of Iran’s nuclear program, although it has agreed to the Obama administration’s policy of first trying to engage Iran in talks.

President Obama has given Iran until late September to accept an offer of talks to give up its nuclear ambitions, and until the end of the year to show some progress on the issue.

A Middle East analyst familiar with Israeli thinking said that the meetings were expected to be more about coordination and reassurance that the United States stood by Israel and that it was too soon to get into discussions of any military action.

The Obama administration has sent mixed messages on its views of an Israeli strike. Top Pentagon officials, including Adm. Mike Mullen, the chairman of the Joint Chiefs of Staff, have said repeatedly that an Israeli strike on Iran would be destabilizing to the region.

But this month, Vice President Joseph R. Biden Jr. said that the United States “cannot dictate” Israel’s decision on military action. Two days later, Mr. Obama told CNN that the United States was “absolutely not” giving Israel its approval for a strike.

New Biden Criticism Surprises Russia

Speaking on the heels of his trip to Georgia and Ukraine, Mr. Biden said flatly that the Obama administration would make no deals and accept no compromises with the Kremlin in exchange for better relations. Russia itself, he said, should find it in its own interest to repair relations.

The Kremlin immediately responded to the comments, made in an interview with The Wall Street Journal, with a demand for a clarification of the administration’s intentions toward Russia, saying essentially that it was receiving a mixed message so soon after President Obama had visited Moscow for the summit meeting.

Calling the criticism “perplexing” in light of the diplomatic overtures initiated by the United States and described as “pressing the reset button,” the chief foreign policy adviser to President Dmitri A. Medvedev told the Interfax news agency, “The question is: who is shaping the U.S. foreign policy, the president or respectable members of his team?”

The adviser, Sergei Prikhodko, said the atmosphere between the countries had improved since Mr. Obama’s visit early this month. “If some members of Obama’s team and government do not like this atmosphere, why don’t they say so?” ... “If they disagree with the course of their president, we just need to know this.”

In the interview, Mr. Biden set aside diplomatic finesse and offered an unflinching analysis of the state of affairs in Russia.

Israeli sources funneled US laundering team

The source of at least some of the millions of dollars involved in alleged money-laundering by the rabbis arrested came from Israeli sources, The Jerusalem Post reported on Sunday.

Five rabbis are among 44 people charged by a US court with corruption and money laundering.

Court documents show that Eliyahu Ben Haim used a source in Israel to supply money in the US in exchange for a 1.5 percent fee.

Prosecutors say another rabbi, Levy Izhak Rosenbaum, convinced people in Israel to donate their kidneys for one-sixteenth of the price they were later sold.

The FBI has charged another suspect -- Levi Deutsch -- with funding bank checks that were passed through charities run by the rabbis.

'Laundered cash may be from Israel'

American al-Qaeda's confessions declassified

A US court declassifies papers detailing a confessed American al-Qaeda operative's mission for a militant attack on New York's railroad system.

The documents, which were publicized earlier in the week, shed light on Bryant Neal Vinas' January trial in which he had confessed to briefing al-Qaeda on the technicalities of the raid.

"I consulted with a senior al-Qaeda leader and provided detailed information about the operation of the Long Island Rail Road system which I knew because I had ridden the railroad on many occasions," he had said at the hearing, ABC News reported on Friday.

He added "the purpose of providing this information was to help plan a bomb attack on the Long Island Rail Road system."

In 2007, the 26-year-old American citizen went to Pakistan before joining the Taliban and al-Qaeda-led groups. During the membership, Vinas took part in missile raids on US contingents in Afghanistan.

Pakistani forces reportedly delivered Vinas to the Americans last November.

American intelligence sources have claimed there could be a secret network inside the US that aids the transfer of Americans into al-Qaeda.

The US Air Force maps out a plan for relative drone supremacy in the service where the unmanned aircrafts would fit every operation including nuclear assaults.

Train crash in Iran leaves three dead

At least three people have been killed and two others injured when a passenger train slammed into another on the outskirts of the Iranian capital, Tehran.  The accident happened when the passenger train en route from Iran's northeastern city of Mashhad to Tehran hit a maintenance train on the line near the town of Varamin.  No official count of the dead has yet been announced by the authorities.

US envoy holds Syria talks

George Mitchell, the US Middle East envoy, has held talks with Bashar al-Assad, the Syrian president, as the US steps up diplomatic efforts for peace in the Middle East.

The talks kicked-off on Sunday and Mitchell was due to continue to Israel and the Palestinian territories later in the day.

Robert Gates, the US defence secretary, is also due in the region on Sunday, compounding US diplomatic efforts to kick-start a regional peace deal.

Mitchell's talks with al-Assad were aimed at "trying to see what Syria's prepared to do ... to move towards a comprehensive process," Philip Crowley, a US state department spokesman, said ahead of the visit. "We're also trying to develop ... bilateral issues that we have with the Syrians as well. I would imagine both of those will come up."

U.S. kicks economic diplomacy with China up a notch

Next week's talks with China will bring the U.S. State Department in as a partner with the Treasury Department on Washington's side for the first time since former Treasury Secretary Henry Paulson initiated regular talks in 2005.

By expanding the dialogue in this way, the Obama administration hopes to settle China's wariness that Washington's motive was to keep Beijing in its place, rather than to recognize the country's rising might. The Strategic Economic Dialogue has been symbolically renamed the Strategic and Economic Dialogue, to cover the gamut of issues from climate change and North Korea to trade and exchange rates.

A key American goal is to persuade Beijing that debt-strapped Americans will not be able to absorb China's cheap exports as they did in the past. Officials in Washington say both countries need to work to restore global economic balance and whittle away at a U.S. trade gap long considered unsustainable.
