巴勒斯坦法塔赫组织"大换血"
共有15名新官员入选由18人组成的法塔赫中央委员会,其中包括一名在以色利监狱

美将军:基地组织在伊拉克仍强大

美国安全代表团将访问叙利亚

中国正式批捕胡士泰等四名力拓员工

以不正当手段获取中国钢铁企业商业秘密的犯罪事实,触犯中国刑法第219条规定的
侵犯商业秘密罪”。胡士泰等四人还涉嫌商业贿赂罪。根据中国刑法第219条规定,
有规定所列之侵犯商业秘密行为,并给商业秘密的权利人造成重大损失的,处三年
以下有期徒刑或拘役;造成特别严重后果的,处三年以上七年以下有期徒刑,并处
罚金。中国官方已经正式向他们通知了胡士泰等人被批捕的消息,并呼吁中国允许
胡士泰与律师会面。
力拓:不清楚中国员工被捕证据
力拓首席执行官沃尔什在声明中说,公司对逮捕事件仍感到吃惊和关切,"我们仍不
清楚导致他们被捕的任何证据"。11日的表态是力拓第三次就此事件做出公开评论。
8日,中国国家保密局网站刊登题为《力拓案件折射出什么?》的署名文章,称涉及
力拓案件的"经济间谍活动长达六年","迫使中国钢铁企业多付出七千亿元人民币的
沉重代价"。这一文章被各国媒体广泛转载,但随后被从“中国保密在线”网站上撤
销。文章作者承认,自己对力拓案件并没有特殊的了解,文章表达的纯属"个人观点
","七千亿元"这个数字也是援引中央电视台的报道。澳大利亚外长史密斯11日也对
这篇文章做出回应。他说:"从文章在网站上被撤下来看,很清楚这是作者个人观点,
没有得到官方批准。"
必和必拓2009财年净利润下降61.8%
必和必拓(BHP Billiton Ltd.)周三公布,2009财年全年净利润下降61.8%,至58.8亿
美元,上一财年实现净利润153.9亿美元。受大宗商品价格暴跌影响,这家全球最大
矿产企业连续六年利润创历史新高的佳绩最终被打破。该公司公布,截至6月30日的

东盟经济部长会议将讨论加强亚洲区域合作
12日在曼谷开幕的本次会期将持续至16日。会议将确认,为建成不易受外部影响的
经济结构,需要进一步促进区域经济一体化。预计成员国还将同意就组成关税同盟
展开研究。在“东盟+3”会议上,东盟秘书处将汇报有关建设东亚自由贸易区的研
究结果,就东盟与日中韩签署13国自由贸易协定及与日中韩澳新印签署16国贸易协

日本秋季起将在加油站进行电动汽车充电服务试验
新日本石油、出光兴产等日本石油商12日宣布,因电动汽车日渐普及,将从今年秋
季开始在加油站进行“充电服务”的实证试验。新日本石油公司和NEC、日本UNISYS公
司将联手在青森、东京、神奈川、冈山、福冈等5都县的共22处加油站设置快速充电
器,从10月起依次开始服务。还将引进20辆三菱汽车公司的电动汽车“i-MiEV”无
偿借给邻近居民等,对使用者的需要进行调查。“JAPAN ENERGY”公司10月将在东
京圈内的12处加油站、出光兴产公司11月将在神奈川县内的5处加油站设置充电器。
除了快速充电器,两家公司还都同时设置充电时间较长的一般充电器,对利用数据
分别进行收集和分析。
Israel Is Wary of Calm Days That May End in Turmoil
Rocket fire from Gaza has markedly declined. Israel is flourishing
this summer, and one might imagine its people and leaders to be
breathing a sigh of relief after nearly a decade of violence and
unease. That, however, is far from the case. “This is a
deceptive quiet,” said Daniel Ayalon, the deputy foreign minister.
“When a sunny day turns cloudy, it can happen very quickly.”
This week, Prime Minister Benjamin Netanyahu warned that if, as
expected, Hezbollah joined the government being formed in Lebanon,
any attack on Israel from Lebanon would be seen as the
responsibility of the Beirut government. “It cannot hide and say,
‘It’s Hezbollah, we don’t control them,’ ” he said.
Dan Meridor, the minister of intelligence said that Hezbollah “is
purchasing and installing — with Iranian influence and assistance —
ballistic systems and other systems of all kinds.”
Study: Militancy on the rise in US
An institutional inquiry into militia growth in the United States
points to mounting activities on the part of armed groups amidst
economic and state problems.
A new report published by the non-profit US legal firm, Southern
Poverty Law Center (SPLC), identifies the ailing economy and a
'moderate' Democrat president of African descent as the root causes
for the increasing dissent which has led to the mushrooming sprout
of armed bands and hate crimes across the country.
Researchers within the organization have voiced concern about the
'record high' campaigns on the sales of guns and ammunitions along
with the appearance of new mediums of communication such as the
Internet and other means of telecommunication.
The SPLC report adds that militant groups have stepped up their
efforts in order to recruit individuals who are on the brink of
performing violent acts.
The report draws upon recent projections of the US Homeland Security
Department, which signify ominous perils of possible civil gun
battles in the event of a clash between anti-government campaigners
and federal security forces.
"White supremacists and militias are more violent and thus more
likely to conduct mass-casualty attacks on the scale of the 1995
Oklahoma City bombing," department of the Homeland Security said
last year.
At least 168 people were killed and around 700 others were injured
in an orchestrated bomb attack in Oklahoma City in 1995 after a
number of US nationals targeted Murrah federal building in the area.
The Alabama-based rights group has pinpointed the Midwest, Pacific
Northwest and the Deep South as the key locations of 'terror'
activists whose efforts might bring about further attacks on state
buildings and offices.
The SPLC researchers say they have tracked 50 new armed groups over
the past few months alone.
The US President Barack Obama vowed to uproot active hate groups and
other armed gangs upon the assumption of power earlier this year.
Over 700 active hate groups exist across the US.
Jumblatt, Hezbollah back cabinet formation
A Hezbollah delegation meets with Lebanon's Progressive Socialist
Party leader Walid Jumblatt, stressing a consensus among political
factions over cabinet formation.
Mohammed Raad was heading the Hezbollah delegation that met with the
Druze leader in his residence in Clemenceau, Beirut late on
Thursday. He said that there were no obstacles against forming the
cabinet, urging to move quickly through the process.
Jumblatt also emphasized that all parties had reached a consensus on
the interpretations within the constitution and a framework set by
Prime Minister-designate Saad Hariri.
Hariri was expected to finalize the new cabinet last week, but his
efforts ran into difficulties when Jumblatt -- one of his main
allies -- announced withdrawal from the March 14 alliance, causing
the bloc to lose its parliamentary majority.
"There is no news on the establishment of the government. The delay
in its establishment stems from a misunderstanding of my stand,"
Jumblatt said after meeting with the Hezbollah delegation.
Russian economy in record decline
Russia's economy has shrunk by 10.9 per cent in this year's second
quarter, in the country's worst contraction on record.
The results, which underlined the depth of the recession in Russia,
were worse than the market had expected, analysts said.
Dmitry Medvedev, Russia's president, said earlier in the week that
the economy risked hitting "a dead end" unless it saw rapid reform.
"As soon as the crisis took place, (the economy) crumbled. And worse
than in many other countries. Why? Because we did not change the
structure of our economy," he said.
Devalued currency
Analysts had forecast a contraction of 10.2 per cent, following a
9.8 per cent contraction in the year's first quarter.
"It's much worse than what the market expected," Chris Weafer, chief
strategist at the Uralsib investment bank in Moscow, told the AFP
news agency.
"The underlying problem is the fact that there is very little bank
lending taking place beyond the biggest companies accessing loans
from big state banks due to uncertainty about non-performing loans
and bad debts."
The rouble, Russia's currency, dropped more than two per cent
against the dollar on Wednesday as investors responded to the latest
economic figures.
The country is weathering its worst economic downturn in a decade,
after years of robust growth on the back of high energy prices.
Analysts predict that the second half of 2009 will see better
results due to lower interest rates, a weakened ruble and higher
commodity prices.
But any growth will be slow, with Alexei Kudrin, Russia's finance
minister, forecasting growth of one per cent next year, in line with
the latest IMF report.
Chavez's 'historic' China strategy
Watching live from Bolivar State, in south-eastern Venezuela, with
Evo Morales, the Bolivian president, Chavez described the October
2008 launch of the country's first satellite "of strategic and
historical importance for Venezuela and China".
The satellite is now used by Venezuela to meet some of its
telecommunication needs and is one of the main achievements of
Caracas' strategic partnership with Beijing.
Venezuela's interest in such a partnership provided China an
excellent opportunity as it searched for a reliable partner that
could guarantee energy, particularly oil, supplies in the long run.
As Venezuela seeks to diversify and expand the reach of its energy
exports in the world instead of largely depending on US markets, it
has started exporting oil for the first time in recent years to
far-away China.
It currently exports to China almost 400,000 barrels a day and hopes
to reach 1mn barrels by 2010. It is also planning to build
refineries in China.
In the meantime, China is also helping Venezuela develop its
telecommunications and hi-tech infrastructure.
In the Paraguana Peninsula in Western Venezuela, China has helped
Venezuela manufacture its first mobile phone and computer.
