阿富汗安全局势恶化 援助工作难以展开
联合国官员星期五表示,阿富汗60%的地区存在安全问题, 阻碍援助工作者进入这
些地区开展援助工作。联合国无法有效的监控援助物质的去向,无法了解有多少援
助物资能到送到需要帮助的平民手中。阿富汗平民死亡人数在今年前六个月同比增
25个百分点。联合国机构 表示,从目前到8月20日阿富汗举行总统和议会大选的这
段期间,阿富汗的安全局势会进一步恶化。
美军反恐顾问:塔利班将打持久战 联军胜败两年后见分晓
David Kilcullen说:“我们将战斗两年,接著顺利进行移交工作;或者是我们战斗
两年,接著因为战败而回国。”“从现在看来,塔利班的策略基本上是等待我们战
斗至疲劳而回国为止。”他指出,美军在军费、兵员方面受到相当大的局限,能坚
持多久是一个问题。“他们不能在阿富汗击败我们,但他们能在伦敦、华盛顿、渥
太华击败我们,迫使各国政府撤回部队。”
美分析:伊2013年前无能力生产武器级别铀
美国情报分析人士说,伊朗在2013年前没有能力生产用于核武器的高度浓缩铀--在
国际社会施加压力并严密审视得情况下,伊朗不大可能作出这样的决定。伊朗要生
产高度浓缩铀的话,很可能会利用军方经管的隐密设施,而不会用已公布于众的核

中国中小企业贷款上半年增速提高
6月末,中小企业人民币贷款余额13.7万亿元,同比增长31.3%,比去年年末提高17.8个
百分点。中小企业贷款余额占企业贷款余额54.3%,比上年末提高2.4个百分点。各
项贷款余额36.2%,比上年末提高0.2个百分点。

中国政府重申将坚持扩张性政策
这一表态为期待更清晰政策导向的金融市场提供了急需的安慰。
中国国家发展和改革委员会副主任朱之鑫周五说,中国宏观经济政策的方向不能改
变;如果政策发生了动摇,势必使经济企稳向好的态势发生逆转,甚至半途而废、
前功尽弃。不过随著中国的房地产和股市大幅反弹,中国政府正在努力应对大规模
信贷引发的通货膨胀和资产泡沫风险。
由于今年上半年新增银行贷款大幅增长,经济学家越来越担心中国的通货膨胀和资
产价格泡沫化风险。1至6月份,中资银行新增人民币贷款7.37万亿元,比去年全年
的新增贷款多50%,占上半年中国国内生产总值(GDP)的比例超过50%。基准股指已较
年初上涨近80%;房地产价格也已回升至去年的峰值水平。
经济学家认为,中国央行更可能通过发行央行票据来控制银行体系的流动性,近期
内不大可能加息或上调银行存款准备金率。中资银行今年下半年的贷款发放量可能
会较上半年有所减少,部分原因在于将于下半年启动的国家支持项目将可能有所减
少,而且银行贷款活动一般会集中在上半年。预计7月份新增贷款将低于人民币1万
亿元,低于6月份的人民币1.53亿元。
7月份经济数据很可能会增强中国经济增长大幅反弹趋势得到稳固的观点。
美国失业率15个月来首次下降
美国非农就业市场7月份总共失去24万7千份工作。失业率从6月的百分之9点5下降到
百分之9点4。7月份的就业机会缩减幅度比6月小了将近一半,成为美国过去一年里
单月丧失工作机会最少的一个月,也是过去15个月来失业率首次出现月比下降。
美国劳工部长索利斯表示,她并不认为7月份的失业率降低意味著美国经济衰退的终
结。“我们仍然会非常谨慎。联邦政府的经济刺激计划目前只支出了三分之一,还
有三分之二有待释放出来。这将对就业形成进一步支撑。”
奥巴马总统的经济顾问劳伦斯 萨默斯最近表示,美国政府的7870亿美元一揽子经济
刺激计划当中只有不到百分之10在今年投入到创造就业当中。萨默斯说,刺激计划
创造的大部分就业机会将出现在2010年。
'Iran won't be able to produce nuclear weapon for four years'
US State Department officials estimate that Iran will be unable to
develop a nuclear weapon in the next four years despite previous
assessments, a congressional document recently disclosed read.
The report however, emphasized that findings were based on technical
capability and did not consider a time period in which Teheran
"might make any political decision" to produce highly enriched
uranium. The document cites analysts as asserting that any such
decision by the Iranian government is unlikely to be made while
"international scrutiny and pressure persist."
In Iran, second trial for protesters begins
Iran has started the second hearing in trial of political figures
allegedly involved in the riots sparked in the aftermath of the 10th
presidential election.
The first closed court session was held last Saturday, during which
a number of leading Reformist and opposition figures stood trial,
among whom were Mohammad-Ali Abtahi one of the deputies of the
former two-term President Mohammad Khatami, Abdollah Ramezanzadeh,
one of Khatami's associates, former deputy foreign minister Mohsen
Aminzadeh and former lawmakers Mohsen Mirdamadi and Behzad Nabavi.
The second session was initially scheduled for Thursday but was
postponed to Saturday due to a request by lawyers of the defendants.
The open court session started on Saturday in the branch 15 of the
Revolutionary Court, Fars news agency reported.
The defendants to stand in the dock are prominent journalist Ahmad
Zeydabadi along with other leading figures such as Ali Tajernia,
Hedayat Aqaei, Shahab Tabatabaei and Javad Emam.
Certain individuals allegedly affiliated with terrorist groups and
others who were involved in recent post-election street riots are
also present in the court.
Also named in the court are a local staffer in French Embassy in
Iran and Clotilde Reiss, a female French academic, who was detained
on espionage charges following the presidential election.
The judge in charge of hearing today's trial proceedings, Abul Qasim
Salavati, said that the lawyers had already read the indictments and
visited their defendants.
'Attacking Iran is feasible and credible'
Former deputy commander of US forces in Europe has recommended a
devastating military strike against Iran's nuclear facilities,
should negotiations fail.
Retired air force General Charles Wald said that US policy makers
must prepare for a 'Plan B', including the US military's role,
should diplomacy with Iran fail.
"A peaceful resolution of the threat posed by Iran's nuclear
ambitions would certainly be the best possible outcome," Wald wrote
in an opinion piece published in the Friday edition of the Wall
Street Journal.
However, Wald added that if sanctions and diplomacy failed, the US
should think of a military strike, calling it 'a technically
feasible and credible option'.
He noted that many American politicians wrongly assume that
attacking Iran would not bear fruit because of the lack of
intelligence on the location of covert nuclear sites in the country
and a defense shield around them.
"Such assumptions are false," he said.
The retired general proposed the idea that a military preparation
for an assault on Iran's nuclear facilities by the US might persuade
Tehran to stop its nuclear ambitions 'without firing a single shot'.
He went on to suggest that the US Navy should blockade Iran's ports
in the Persian Gulf and put a ban on the country's gasoline imports.
"Should these measures not compel Tehran to reverse course on its
nuclear program, and only after all other diplomatic avenues and
economic pressures have been exhausted, the US military is capable
of launching a devastating attack on Iranian nuclear and military
facilities," he wrote.
However, top officials and analysts within the Pentagon have warned
of conducting any military action against Iran, calling it a highly
destabilizing maneuver.
Iran's top officials have repeatedly warned possible invaders,
promising them a crushing response if they dare to attack the
country.
Pakistan Taliban denies leader dead
A senior commander in the Pakistani Taliban has dismissed as
"ridiculous" reports that the group's leader was killed in a US
missile attack in South Waziristan.
Haikmullah Mehsud told reporters by telephone on Saturday that
Baitullah Mehsud, who has a $5m bounty on his head, was in good
health and would soon appear in the media to prove that he was
alive.
