U.S. to Demand Inspection of New Iran Plant ‘Within Weeks’
The demands, following the revelation Friday of the secret facility at a
military base near the holy city of Qum, set the stage for the next
chapter of a diplomatic drama that has toughened the West’s posture and
heightened tensions with Iran. The first direct negotiations between the
United States and Iran in 30 years are scheduled to open in Geneva on
Thursday.
American and European officials say they will also press Iran to open
what they suspect are nuclear-related sites to international inspectors,
and to turn over notebooks and computers that they think may document
efforts to design weapons.
Deadly Bomb Targets Afghan Minister
The minister, Ismail Khan, was unharmed but four civilians were killed
and 17 others wounded in the attack, including two women and a child,
Afghan officials said. The car was parked on the side of the road about
50 meters from a girl’s high school and exploded as the minister’s
convoy passed.
Local reporters said that the minister’s car was badly damaged but that
he was not riding in his own car, but was riding with the city mayor.
The last car in the convoy was hit and some of the minister’s bodyguards
inside the car were injured, Colonel Noor Khan Nikzad, a spokesman for
the provincial police chief, said in a telephone interview.
Taliban spokesman Zabiullah Mujahid said that it was a car bomb
targeting the minister’s convoy. Mr. Khan is a powerful anti-Taliban
figure from the Herat region who supported Mr Karzai in the recent
presidential elections.
Robert Gates: "The reality is there is no military option that does
anything more than buy time,"
Gates said. "The estimates are three years or so."
'Last chance for engagement with Iran'
Israeli officials believe the revelation of a hitherto-hidden uranium
enrichment facility near the Iranian holy city of Qom will spur the
international community to act more forcefully to stop the Islamic
republic from developing nuclear weapons. "The free world has reached
the last opportunity for engagement with Iran. We believe many Western
countries now see that the Iranian mask is slipping," ..."But we don't
yet know if Russia and China understand this," the official added,
citing two countries that have disagreed with Israel and many Western
states on the need for further sanctions.
'Iran plays by IAEA rules, West fails to score points'
The head of Iran's nuclear program says the US and its allies labeled
Tehran's newly-announced under-construction nuclear plant secretive
while the themselves admit they knew about the plan.
"The Americans say that they knew of the new plant prior to Iran's
announcement and have presented aerial pictures of the location, so why
are they claiming that the project was clandestine?" Ali Akbar Salehi
said.
In line with its transparency policy over the country's nuclear program,
Iran wrote a letter to the UN nuclear watchdog on September 21, saying
that it was constructing a second plant for uranium enrichment. The
letter was sent to the IAEA 12 months before the agency's regulations
oblige its members states to inform of new developments.
According to the agency's document 153, member states are obliged to
inform the body of the existence of enrichment plants 6 months before
the introduction of nuclear materials into the facility.
The West, Salehi continued, was seeking to use the Qom plant at a time
when they could "gain maximum impact from the issue."
"They wanted to pass a resolution at the G-20 summit in Pittsburg … but
Iran informed the IAEA sooner than they could act," he added.
The new plant, according to the letter, will produce enriched uranium up
to 5 percent, consistent with its nuclear energy program.
During a September 25 press conference, the presidents of the United
States and France said that all options were on the table with regards
to Iran, implying that they may be considering a military strike against
the country.
British Prime Minster, Gordon Brown said that Iran's "serial deception"
in its nuclear work demanded a tougher action by the international
community.
Iran's Foreign Ministry spokesman Hassan Qashqavi ,on September 26
called on the West to "respect international law and refrain from
interfering in the IAEA's internal affairs."
Iran has also announced that it will allow inspections of the new site,
after "the details of the inspections are worked out."
The announcement won praise by US Secretary of State Hillary Clinton who
on Saturday welcomed Iran's decision to admit IAEA inspectors to a newly
disclosed uranium enrichment plant.
"It is always welcome when Iran makes a decision to comply with the
international rules and regulations, and particularly with respect to
the IAEA," Clinton told reporters in New York.
Iran and the six major powers -- Russia, China, Britain, France and the
US plus Germany -- have agreed on October 1 as the date to hold
wide-ranging talks addressing global issues along with Tehran's
differences with some Western countries.
Iran successfully tests multi-missile launching system
The Islamic republic of Iran has successfully tested a multi-missile
launching system in a military drill dubbed The Great Prophet IV in a
bid to bolster its defense capabilities, Press TV has learned.
The system which is capable of launching several home made Zelzal
rockets simultaneously has successfully been tested for the first time,
Islamic Revolution Guards Corps Air Force Commander Brigadier General
Hossein Salami told Press TV on Sunday.
A number of missiles including home-made Fateh-110, a short-range
ground-to-ground missile and Tondar-69, a short-range naval missile,
were also launched consecutively at mock targets across the country.
The Great Prophet IV maneuver, which is a sequel to The Great Prophet
III carried out last year by the IRGC naval and ground forces in the
Persian Gulf and Strait of Hormuz region, started on Sunday and is
expected to continue for several days in two phases.
The IRGC commander said the main objective of today's demonstration is
to "evaluate the technical developments that Iran has achieved just
recently in its surface-to-surface missiles," noting that long-range
Shahab missile will be fired tomorrow.
He also added that medium range Shahab-2 missiles will be tested
tonight.
