巴基斯坦军队在西北部打死36名激进分子

巴基斯坦准军事部队说,33名反叛分子在开伯尔部落地区被打死。这个地区包括为驻阿富汗国际部队运送补给的主要通道开伯尔山口。部队还摧毁了两个激进分子训练中心、15栋激进分子的住屋,还有至少六部车辆。这次攻击的主要目标塔利班的下属组织“伊斯兰军”(Lashkar-e-Islam)。

伊朗总统:核计划是无可谈判的权利

伊朗总统艾哈迈迪内贾德说,伊朗的核计划是一种“权利”,他永远不会就这项权利与世界大国谈判。艾哈迈迪内贾德说,核问题已经结束了,伊朗将讨论如何就“和平利用”核能展开合作。艾哈迈迪内贾德还提出与美国总统奥巴马进行一场公开辩论。美国指责伊朗寻求发展核武器,但德黑兰坚持说,伊朗的核计划是用于和平与民用目的。

伊朗军方表示有能力侦察摧毁巡航导弹

一位伊朗军队指挥官表示,伊朗建造的一个武器系统能够拦截可以躲避雷达的巡航导弹。伊朗媒体引用空军指挥官米贾尼将军的话说,军方现在有能力侦察并且摧毁任何隐身巡航导弹。以色列认为伊朗的核计划越来越构成威胁,所以拒绝保证不对伊朗核设施发动军事攻击。伊朗方面坚持表示其原子能计划的目的是生产能源。伊朗上个月说,他们要求国际原子能机构提议禁止对所有核设施发动军事攻击。国际原子能机构1990年曾通过决议,禁止打击任何用于和平目的的核设施。

以色列许可新的定居点建设

尽管美国和巴勒斯坦人要求以色列在约旦河西岸地区冻结修建住房活动,但是以色列政府同意在西岸被占领土建造超过450套新住房。以色列国防部长巴拉克星期一批准了这一措施。这也是以色列总理内塔尼亚胡今年3月上台后批准的第一个新建设许可。不过有人预计,内塔尼亚胡会最终会按美国提出的要求,下令暂停定居活动。

全球经济衰退,美国军售增加

纽约时报说,美国国会研究服务处公布的报告显示,美国2008年签署的军售合同价值高达近380亿美元,占全球军售总额68%以上。美国去年军售额比上一年多120亿美元。纽约时报指出,鉴于全球2008年的军售额下降了近8%,创三年来的新低,美国军售额的增长“格外引人注目”。

美国国会研究服务处所做的研究称,在全球经济衰退之时,美国武器销售的增长“非同寻常”。报告说,美国军售额的增长主要是同近东和亚洲达成的新军售合同,以及为现有客户持续提供保养和设备的费用。

意大利军售总额为37亿美元,占第二位;俄罗斯以总额35亿美元紧随其后。

朝鲜接班人计划获支持 为金正云造势活动暂停

《纽约时报》称克林顿和金正日会面长达3小时,他觉得这位朝鲜领袖“出人意料地充满活力”。平壤当局7月间向官员发出指示,不可公开谈论接班人的问题,并表示,金正日的健康良好,仍在正常视事,再掌权10年也没问题--显示平壤政权担心,为金正云展开的密集宣传活动,可能削弱金正日的权力。

朝鲜正悄悄为金正云首次公开露面作安排,可能是9月底或10月。

台行政院长辞职 新人选确定

在台湾水灾期间受到批评的台湾行政院长刘兆玄在9月7日下午16点30分临时召开的记者会上宣布的辞职,并已经获得批准。马英九决定任命国民党秘书长吴敦义为新一任的行政院长,桃园县长朱立伦为副院长,两人已经首肯。

鸠山亮相国际舞台能够提出25%减排目标备受关注

民主党根据政府间气候变化专门委员会IPCC要求的“发达国家到2020年比1990年减排25%至40%”,提出日本在2020年的减排中期目标是“比1990年减少25%”。而麻生太郎首相6月提出的目标是与1990年相比减少8%。

实现承诺需要克服众多障碍。经济界必然会强烈反对这一高目标,日本经济团体联合会会长御手洗富士夫在众院选举结束后立即给民主党打预防针,称“希望能用科学的方法对国际公平性、国民负担的妥当性以及对经济的影响进行研究,并展开国民性的讨论”。

27国央行就通过普通股补充银行资本金达成协议

参与国际清算银行(BIS)巴塞尔银行监管委员会的日美欧等27个国家和地区的央行及金融监管部门6日晚间宣布已就加强银行资本金监管达成协议,原则上将要求银行通过普通股补充资本金。委员会将于2010年年底前汇总出最终方案。

由于日本大型银行等普通股在核心资本中所占的比例相对较低,很可能会反对此次的协议。普通股通常被视为高质量资本,美国强烈主张通过普通股补充资本金。而银行拥有足够资本金是防止金融危机再次发生的一环。

协议提出,补充资本金除了可通过利润累积的剩余资金,还可以利用和普通股具有同等性质的证券。为强化资本金,还将采用经济景气时期超额积累资本,在经济不景气时用其来处理不良资产的手法。此外,还将制定显示借款超出自有资本程度的比例及保障银行不陷入资本金不足的流动资金下限标准。

日本的大型银行集团从上世纪90年代末开始接受政府注资,自此一直以优先股为中心提高资本金充足率。主要原因是日本的银行处理不良债券费时过多、盈利能力不及欧美大型银行,难以通过普通股补充资本金。由于优先股获得的分红高于普通股,如何通过转为普通股提高资本质量也是课题之一。

日本财经界代表团访华 中方表示继续内需刺激政策

日本“日中经济协会”访华团7日在北京与负责中国经济运行的中国国家发改委干部等举行了会谈。中方称不会改变宏观经济政策的大方向,表示目前仍将继续内需刺激政策。中方强调,去年11月出台的大规模内需刺激政策与金融宽松措施在短期内抑制了经济下滑。关于对今后的预期,中方表示由于全球经济前景尚不明朗,中国经济复苏基础仍不稳定,暗示有刺激经济的必要。

OECD成员国中韩国等4个国家股市克服危机

据了解,在经济合作与发展组织(OECD)30个成员国的证券市场大部分尚未摆脱金融危机的情况下,包括国内股市在内,只有4个国家股市率先恢复到去年9月“雷曼破产”之前的水平。土耳其(ISE National-100)上升16.83%,上升率居第一位,韩国的KOSPI指数以7.98%排在第二位。墨西哥(IPC)和瑞典(OMX STOCKHOLOM30)分别以6.98%和3.90%,分列第三、四位。而其余26个国家股市则还没有恢复到雷曼事态以前的水平。

友利投资证券投资信息中心主任黄昌中(音)表示:“金融危机震源地的发达国家股市仍没有摆脱危机的阴影。而韩国的信息技术(IT)和汽车等主要制造业的竞争力在结构调整过程中反而得到了增强,并且由于在政策上进行合理应对等,复苏速度非常快。”

中国朝鲜族对丹东房地产情有独钟

最近在中国丹东购买公寓的朝鲜族剧增。据当地的统计,鸭绿江畔某高级公寓的入住者,朝鲜族占了七成以上。丹东还是辽宁沿海经济地带的右翼,且高科技产业园区也将陆续入驻丹东。在中国最长的沿海道路丹东~大连~葫芦岛道路,将于本月竣工,且2013年还将开通丹东~沈阳高速列车,目前需4小时的路程届时将只需50分钟。此外,中国还将建设吉林至丹东的高速公路;和沿著鸭绿江和豆满江,从大连经丹东到通化~延吉、牡丹江的东边道铁路网。该交通网竣工后,丹东将成为连接北方地区和大连的交通枢纽。

9月第一周基金不再防御 转攻银行地产等四大行业

指南针机构密码数据则显示,上周机构资金重新流入A股市场,银行、房产开发租赁和证券保险成为9月初机构增仓最多的板块。据指南针机构密码数据,8月份机构增仓的板块仅有西药和生物制药,净流入金额分别为4.25亿元和0.86亿元;相反,银行、证券保险和房产开发租赁位居机构减仓最多的三大板块,资金净流出金额分别为275.73亿元、233.72亿元和221.71亿元。8月份涨幅排名前五十的股票中,总共有华兰生物、青岛双星、一致药业等十只基金重仓,其中半数属于医药股。对于9月份投资品种的选择上,多数基金仍然以稳健为主,主要推荐增长较为确定的板块。“市场在9月份完成触底回升将是大概率事件,主要动力来自于业绩回升,可重点关注食品饮料、医药、农业、商业等板块”,民生加银基金公司研究总监、民生蓝筹基金经理陈东表示。

重庆透露控房价目标:普通家庭6.5年收入买1套房

黄奇帆说,重庆调控房价的目标是:一个正常就业的普通家庭,6.5年的家庭收入可买得起一套中低档商品房。 黄奇帆说,政府关键要控制地产投资总额,以免大量热钱涌入地产业,导致房地产泡沫。 他说,对于经济适用房,土地出让价不能超出房价的1/6,中低档商品房土地价格不超过房价的1/5,高档商品房不超过1/3,别墅则另算。享受政策性住房的市民将占全市城镇人口的1/5到1/3。

中国500强绩效指标首超美国

2009年中国企业500强的相对规模进一步扩张,经营绩效指标不仅有效地缩小了与世界500强的差距,而且首次超过美国企业500强。

中国入围企业的数量和营业收入占世界企业500强的份额分别为6.8%和6.24%,比上年提高1.6和1.7个百分点。中国入围企业的利润在世界500强中所占份额高达11.4%,比上年提高5.1个百分点,这改变了以往中国企业盈利能力不佳的形象。在世界企业500强的51个行业中,34家中国500强企业分布于其中的15个行业,比上年增加了3个行业。

2009美国企业500强净利润仅为989亿美元,较上年大幅缩水84.67%,创下该榜单问世50多年来的最糟糕纪录。2009中国企业500强净利润折合成美元为1706亿美元。中国企业500强收入利润率为4.7%、世界企业500强为3.27%,美国企业500强的收入利润率在金融危机的重创下降为0.9%;中国企业500强净资产收益率为8.92%,世界企业500强为8.23%,美国企业500强为2.30%。

专家认为,中国企业500强绩效指标超过美国企业500强,而且净利润总量超过美国500强700多亿美元,说明在国际金融危机深度发展的形势下,美国以及其他国家的大企业受到的冲击远远大于中国500强企业。

Nuclear Agency Said to Be in ‘Stalemate’ With Iran

The head of the United Nations nuclear oversight agency said Monday that his organization was in a “stalemate” with Iran over its suspected nuclear program, just after the Iranian president affirmed once again that his country would not stop uranium enrichment or negotiate over its nuclear rights.

Mohamed ElBaradei, the head of the International Atomic Energy Agency, told the group’s 35-nation board that Iran had not stopped enriching uranium or answered lingering questions about its nuclear program. He urged Iran to “substantively re-engage” with the nuclear agency, The Associated Press reported.

President Obama and his European allies have given Iran until the end of September to respond to an offer of nuclear talks with the “five plus one” group of permanent United Nations Security Council members and Germany. If Iran refuses, it could face harsher sanctions.

In a news conference in Tehran on Monday, the Iranian president, Mahmoud Ahmadinejad, said he was ready to hold “fair and logical” talks to “solve global challenges” with the six-nation group, the state-run station Press TV reported.

“We will continue our work in the framework of global regulations and in close cooperation with the International Atomic Energy Agency,” said Mr. Ahmadinejad, who won a second term after a disputed election in June that set off widespread protests and the worst internal unrest Iran has seen in decades.

But Mr. Ahmadinejad also made clear that Iran expects a “change of approach” from the other side, and it was not even clear whether nuclear issues would be on the agenda. He said, as he has in the past, that “the nuclear issue is over” from Iran’s point of view.

Israel Authorizes New Settler Homes in West Bank

Israel approved on Monday the building of 455 settler homes in the occupied West Bank, a move opposed by its U.S. ally and Palestinians but which could pave the way for a construction moratorium sought by Washington.

A Defense Ministry list of the first such building permits since Prime Minister Benjamin Netanyahu took office in March showed the homes would be erected in areas Israel says it intends to keep in a future peace deal with the Palestinians.

Israeli officials announced on Friday that Netanyahu intended to give the go-ahead for the new projects in the occupied West Bank, drawing swift condemnation from the White House.

The permits, signed by Defense Minister Ehud Barak, for 455 housing units were widely seen in Israel as an attempt by Netanyahu to mollify pro-settler members of his government and Likud party before agreeing to a freeze of construction starts.

IDF preparing for US missile systems

The Defense Ministry is preparing for the possibility that the United States will decide to leave missile defense systems in Israel following a joint missile defense exercise the two countries will hold next month, senior officials said Sunday.

While the US has yet to announce that it will leave systems in place here, the possibility is strong, one official said, particularly in light of reports that the Pentagon was conducting a review of its European missile shield and was leaning towards deploying the systems in Turkey.

The Israeli Air Force's Air Defense Division will hold a joint drill, called Juniper Cobra, with the US Military's European Command (EUCOM) and the US Missile Defense Agency (MDA) next month in what is being described as the largest joint exercise ever held by the two countries, during which they will jointly test three different ballistic missile defense systems.

On Monday, Czech Defense Minister Martin Barták will meet with Defense Minister Ehud Barak in Tel Aviv to discuss a wide range of issues, including the Iranian nuclear threat and the US review of the missile shield in Europe.

According to various European news reports, Turkey, Israel and the Balkans are under evaluation as alternative sites for the systems. A senior Israeli defense official told The Jerusalem Post that while the US has not made an official request to deploy the systems here, the topic was being discussed in unofficial channels.

Ahmadinejad: Iran ready to hold fair talks

Iranian President Mahmoud Ahmadinejad expresses the country's readiness to hold "fair and logical" talks with the five veto-wielding of the UN Security Council plus Germany.

"If wise officials of certain Western countries and the United States are to make final decisions, we expect change of approaches, an issue which Iran welcomes," the president told a news conference on Monday.

"Although the Iranian nation will turn threats into unique opportunities, continuation of the current approaches will not be beneficial," he said adding "We are ready to hold talks and exchange views in a correct direction to solve global challenges."

President Ahmadinejad expressed his readiness to "debate and talk" with US President Barack Obama in a public meeting before world mass media.

"I have said it before in [George] Bush's time and repeat it now in Obama's time that we are ready for debate and talk on international issues before mass media which is the best way to resolve world issues," he said.

Elaborating about Iran's plan to present its updated proposed nuclear package in view of last year's global developments to the Group 5+1, Ahmadinejad said the new version of the package includes solutions for global nuclear disarmament and peaceful uses of nuclear energy.

The president however ruled out talks on nuclear rights of the Iranian nation, saying, "Iran will never negotiate on obvious rights of our people."

"From our view point our nuclear issue is finished," he said but adding "We will continue our work in the framework of global regulations and in close cooperation with the International Atomic Energy Agency."

The Iranian president went on to add that the package was put forth in “response to” the group's offer of talks with Tehran.

Ahmadinejad added that Tehran is also working out solutions to other global issues such as the wars in Afghanistan and Iraq, the Middle East conflict as well as the global economic crisis.

"Iran has prepared other packages on different issues which will be presented to other countries," he concluded.

IAEA to discuss Iran's nuclear program

The International Atomic Energy Agency (IAEA) will convene in a few hours' time for its traditional September meeting which will focus on Iran's nuclear program.

The body's 35-nation board of governors is scheduled to discuss the nuclear watchdog's latest report on its six-year investigation into Iran's program at the week-long meeting on Monday.

The UN nuclear watchdog in its latest report confirmed that Iran has improved its cooperation with the agency and that the IAEA had been able to continue to "verify the non-diversion of declared nuclear material" in the country.

Western countries, spearheaded by the US and Israel, accuse Iran, a signatory to the Nuclear Non-Proliferation Treaty (NPT), of seeking nuclear weapons through its enrichment program.

The six major world powers have called on Iran to halt its uranium enrichment activities in exchange for certain political and economic incentives.

Tehran, however, denies the charges saying that the nuclear activities are peaceful and aimed at producing fuel for its nuclear power plants to meet the country's growing demand for electricity.

In an interview with the Chicago-based magazine Bulletin of the Atomic Scientists published on Tuesday, International Atomic Energy Agency (IAEA) chief Mohamed ElBaradei dismissed the claims and said what some countries called the threat from Iran 'has been hyped' in many ways.
