美国防部希望日本新政府继续印度洋供油

关于日本民主、社民和国民新党考虑在联合执政后停止自卫队的印度洋供油活动一事,美国国防部发言人莫雷尔9日在记者会上表示:“日本的参加使我们和世界都受益不浅,将强烈敦促继续供油活动。”莫雷尔指出:“日本是大国,有著为努力实现阿富汗的和平稳定而做出最大限度贡献的国际责任。”他还说“选举运动与执政不同。一旦成为执政一方就会理解同盟的重要性”,暗示日本民主党不应固执于竞选纲领中提出的修改驻日美军整编计划的主张。

鸠山强调不会改变讨论停止印度洋供油的方针

就美国国防部发言人希望日本民主、社民和国民新党成立联合政府后继续在印度洋开展供油活动一事,日本民主党代表鸠山由纪夫10日上午回答记者提问时表示“我们还没收到对方的要求”,强调不会改变讨论停止供油的方针。基于民主党照顾日美关系的意向,三党联合执政协议文件中未提及将停止供油活动,但三方在干事长级政策磋商中口头确认了将于明年1月现行法律到期时撤回在印度洋的海上自卫队舰只。

日本外务省称美军整编事宜将听从新内阁指示

日本外务省发言人儿玉和夫在9日傍晚就民主、社民及国民新党达成的联合执政协议中写入“重新审视驻日美军整编”一事表示:“将听从包括新外相在内的新内阁的指示,切实开展驻日美军整编工作。”他强调“为在保持威慑力的同时减轻冲绳的负担,驻日美军整编非常重要”,但未提及将如何对待日美两国政府已达成协议的驻日美军整编路线图。

伊朗外长向六大国递交核项目新提议

伊朗外长穆塔基星期三在德黑兰向六大国代表递交了这些提议,他希望这份提议能够启动新一轮核谈判。美国总统奥巴马的首席发言人吉布斯说,伊朗必须履行它的责任,结束“不合法的”核项目。吉布斯说,这不仅仅是美国一个国家的观点,而是全世界的观点。同时,美国另一位官员说,伊朗“正在接近”能够制造原子弹。

委内瑞拉总统查韦斯访问俄罗斯

美国务院:一切活动都将与相关国家紧密协商

韩国、美国、日本、中国和俄罗斯均认为重启六方会谈之前,应该以促进六方会谈为目标举行朝美双边对话。美国务院发言人凯利在记者会上称,“一切活动都将与相关国家紧密协商”。凯利还表示,将把回答这个问题的机会留给美国朝鲜问题特使博斯沃思为首的代表团,“我们一直认为无论做什么,都在与相关国家协商进行。这是在六方会谈的大框架下,解决问题的最好方法。”

涉贪前台湾总统陈水扁等候法庭判决

台湾法院按计划将在星期五宣布对前总统陈水扁贪污案的判决。58岁的陈水扁自从去年12月就被关押在监狱里,他被控在2000年到2008年担任总统期间从国务机要费中贪污了300多万美元。他还被控在担任总统期间洗钱、伪造文书和收受贿赂。一旦罪名成立,他有可能被判处无期徒刑。陈水扁表示自己无罪,并声称是因为自己反对中国的言论而被继任者马英九总统迫害。陈水扁的夫人吴淑珍,他们的儿子和家属也一同和陈水扁受审。上个星期,吴淑珍因伪证罪而被判刑一年。

台新内阁名单公布

台湾候任行政院长吴敦义9日公布新内阁,其中11位异动,不排除年底再有变动。
现年63岁的高华柱是首位非陆海空军司令出身的国防部长。高华柱上将自律严谨,对部属要求甚高,在马英九宣示整顿军风下,由他接任国防部长,被认为是一著好棋。陆委会主委赖幸媛确定留任,赖幸媛续任凸显了马总统两岸政策今后的延续性。

中国披露全国高铁建设大蓝图

中国正以2020年为目标,大额投资扩展其铁道系统。未来三年兴建42条新高速铁路。铁道部官员张曙光表示,时速500公里的新列车有望在明年年底试车。

中国到2012年将新增1.3万公里高铁线路,届时从北京到大多数省会的运行时间可压缩至7个小时以内;武汉-广州路段将在今年12月建成,运行时间缩短至4个小时。

2012年高铁路网建成后,每年将可处理旅客超过70亿人次。现有的铁道网将新增约两万公里,总长度达11万余公里。

美商将在内蒙沙漠 建世界最大太阳能电厂

美国太阳能业巨头“第一太阳能”将在中国内蒙古沙漠兴建世界最大的太阳能发电厂。这也是美国企业大举进入发展快速的亚洲替代能源市场的首桩大交易。

First Solar将在内蒙古自治区鄂尔多斯市杭锦旗能源化工基地,建造一座占地64平方公里的太阳能发电厂,发电量达20亿瓦,可为300万户家庭提供电力。

发电厂将在10年内分四期完成,第一期将从2010年6月起,建造3000万瓦的“示范”项目。2014年建好第二期和第三期项目,发电量分别是1亿瓦和8亿7000万瓦。最后一期10亿瓦项目,将于2019年前完成。

太阳能入网电价预计在年底制定,每千瓦时介于0.15美元到0.25美元。

中国内需虽复苏 股楼市泡沫仍堪忧

中国内需市场虽然开始反弹,但在国内生产总值(GDP)中占35%左右的出口仍然存在很大空白。为了通过内需填补萎靡不振的出口,中国政府今年上半年向市场上拆资7.7万亿元人民币。然而,这笔资金并未转为投资,而是流向房地产市场,这一副作用令中国政府头疼不已。

在房地产市场从今年上半年开始迅速复苏的深圳,西部南山区和福田区开始掀起建楼热潮。在广州市中心东部的金融新城──珠江新城,中国国内第二高的地上103层国际金融中心(IFC)即将竣工。

开发房地产暂时会发挥创造工作岗位和刺激内需的巨大效果,但也存在随时成为恶性资产的危险。北京天则经济研究所理事长张曙光表示:“释放到市场上的绝大部分资金正流向房地产市场和股市并制造泡沫。即使今年中国经济保八,但明年和2011年将面临严重的后果。”

中国政府目前正为转换增长模式而煞费苦心。其战略是,将扶植技术产业,代替依靠廉价劳动力的加工贸易。为了实现规模经济,中国还在努力通过整合企业推进大型化。申银万国证券研究所总经理陈晓升表示:“政府正快马加鞭培养高新技术企业,已决定马上开放高新技术企业专用的‘创业板’。如果这一努力取得成功,此次危机将转变为机遇。”但是,为解决生产过剩问题而进行的结构调整遭到工人的强烈抗议等,各种难题仍需要解决。

Black Sea Port Is Flash Point for Georgia and Russia

Rising tensions between Russia and Georgia over shipping rights to a breakaway Georgian region have opened a potential new theater for conflict between the countries, a little more than a year after they went to war.

Georgia’s coast guard has commandeered five merchant vessels from various countries this year for violating Georgian laws on shipping to a Black Sea port in Abkhazia, the breakaway region. Last week, a Georgian court sentenced the captain of a Turkish cargo ship to 24 years in prison for border violations, though he was quickly released at Turkey’s behest.

Russia has condemned the actions and has pledged coast guard support to Abkhazia’s separatist government.

“The actions of the Georgian leadership violate international maritime laws and are an attempt to impose a sea blockade on Abkhazia,” Andrei Nesterenko, a spokesman for Russia’s Foreign Ministry, said last week. “They risk aggravating the military and political situation in the region and could result in serious armed incidents.”

By tightening control over its corner of the Black Sea, Georgia appears to be trying to reassert some measure of authority over Abkhazia, since it effectively lost control over the region and another breakaway enclave, South Ossetia, after last year’s war.

US Jews push Obama to act on Iran

Several hundred Jewish leaders and activists are planning to arrive here Thursday to urge top Obama administration officials and US congressmen to take action on Iran.

They are pushing for Congress to quickly pass an Iran sanctions bill sponsored by US House Foreign Affairs Committee Chairman Howard Berman and otherwise take serious economic and diplomatic steps to pressure Iran to abandon its pursuit of nuclear capabilities that threaten Israel.

"Congress is back, legislation is on the agenda, and this is September, when at some level decisions are being made in connection with Iran," Anti-Defamation League Washington Director Jess Hordes said of the planning of the event.

His organization will be joining the United Jewish Communities, the Jewish Council for Public Affairs, the Conference of Presidents of Major American Jewish Organizations, the National Conference of Soviet Jewry and several other groups as part of the effort.

Russia opts diplomacy in Iran nuclear issue

The Russian representative to the IAEA Board of Governors says there is no alternative to diplomatic means in addressing the Iranian nuclear issue.

"We believe that today it is possible... to launch talks aimed at finding a diplomatic long-term resolution of the Iranian nuclear problem," RIA Novosti quoted Grigory Berdennikov as saying at a session of the IAEA Board of Governors in Vienna on Wednesday.

The Russian envoy further urged Tehran to ensure effective cooperation with the [International Atomic Energy] Agency on the basis of the resolutions of the IAEA Board of Governors and the UN Security Council'.

The Russian official also pointed out that his country supports the efforts made by the IAEA and its director Mohamed ElBaradei to resolve Iran's nuclear issue.

"The efforts by the IAEA to establish the evolutionary history of the Iranian nuclear program, the information agency has provided on Tehran's nuclear activities and its recommended measures to resolve the outstanding issues will restore confidence in the Iranian civilian nuclear program," he went on to say.

"We follow the advice of the Agency on ways to resolve the problem concerning the Iranian nuclear program and believe that if others did the same, there would be more progress in this area," he noted.

On September 9, Iran's Foreign Minister Manouchehr Mottaki submitted a package of proposals on Iran's nuclear issue to the ambassadors from China, France, Germany, Russia and Switzerland - acting for the US - and the British chargé d'affaires in Tehran.

On the same day, a copy of the package was also submitted to the European Union foreign affairs chief Javier Solana by the Iranian ambassador in Brussels, Ali Asghar Khaji.

The details of the new package have not been publicly disclosed yet.

Iran faces pressure from the US and some of its allies to halt its nuclear enrichment, despite its right to possess full nuclear fuel cycle technology for civilian purposes as a signatory to the Nuclear Non-Proliferation Treaty (NPT).

In accordance with the terms of the NPT, Iran has opened its nuclear facilities to intrusive and ongoing inspections by the IAEA, which has confirmed that there has been no diversion of nuclear materials to military programs.

Tehran denies any plans or intentions to develop nuclear weapons and has called for the removal of all weapons of mass destruction across the globe.
