联合国原子能机构总干事前往伊朗讨论核问题

联合国的原子能监管机构总干事巴拉迪星期六前往伊朗。两天前,世界强国要求伊朗向核查人员开放他们最近被揭露的铀浓缩设施。外交人员说,国际原子能机构总干事巴拉迪将搭乘飞机前往德黑兰,同伊朗官员讨论这个靠近圣城库姆的核设施。

伊朗同意将核燃料转到国外

欧美官员说,伊朗同意将一大批已知核燃料转到其他国家进行浓缩。官员们认为这一出人意料的举动可能暂时降低伊朗政府制造核弹的可能性,但分析师们警告说,伊朗或许只是试图缓和制裁压力,同时却继续核计划。

在伊朗政府首次与美国及其盟友的面对面会谈中,伊朗总统内贾德政府还同意允许联合国检查员视查伊朗中北部的一处秘密铀浓缩设施,欧美上周刚刚曝光了这处核设施,并担心伊朗可能用它来生产核武器。

巴基斯坦军方准备打击塔利班要寨

美国国务院发言人凯利2日召开记者会,透露称对朝制裁协调官高德博格1日访问了阿联酋。他还计划4日访问埃及,与两国政府就履行联合国安理会对朝制裁决议一事进行磋商,借此将美对朝包围网扩展至中东地区。奥巴马政府担忧朝鲜除协助叙利亚、伊朗开发导弹外,还与这两国在核开发上展开合作。为实现核不扩散,美国除亚洲外开始对中东各国展开行动。

印度计划向俄罗斯采购新一批战斗机

印度打算再向俄罗斯补充采购50架苏-30MKI型战斗机。这批战斗机将用来防卫印度同中国以及印度同巴基斯坦边境地区的领空。估计这笔军火交易的金额能超过20亿美元。

作为主力战机,印度空军原来计划总共装备230架苏30MKI型战斗机,其中140架根据已同俄罗斯签订的生产许可证合同,使用俄罗斯的配件在印度组装生产。但由于印度自己组装苏-30MKI战斗机进展缓慢,再加上印度空军现役的米格-21和米格-23战斗机老旧淘汰速度加快,这使印度方面不得不寻求向俄罗斯补充采购苏 -30MKI 战斗机。

这是印度第二次从俄罗斯补充采购这种战斗机。2007年时,印度曾向俄罗斯补充订购了40架苏-30MKI型战斗机。目前印度空军已经装备了105架苏-30MKI 战斗机。其中的50架由俄罗斯生产,剩余的由印度方面组装。

-30MKI型战斗机的雷达、火控、武器等系统都是根据印度的要求,俄罗斯专门开发研制的。专家们说,这种为印度空军量身打造的战斗机的性能要远远超过中国从俄罗斯采购的战斗机。

专家:美中电力合作发展空间巨大

美国技术可以帮助中国发展智能电网,减少火力发电碳排放,提高能源效率。专家说,美中两国在能源合作领域存在巨大商机和广阔的发展空间。美中清洁能源合作组织主席刘佩琪102号在华盛顿说,两国清洁能源合作进展顺利,重点是提升中国老旧的发电和电力输送系统和技术。目前,中方已经采用了很多美国清洁发电的建议和技术,智能电网(Smart Grid)就是双方重要的合作项目。在美方的积极推动下,中国国家电网公司今年五月宣布,2020年开始启动智能电网。美中清洁能源合作组织会帮助智能电网首先在中国四个城市试行,一旦成功,将向全国推广。

奥巴马:最新就业报告令人警醒

美国劳工部说,美国9月的失业率向上攀升到26年来新高,达到9.8%,企业雇主的裁员超过预期。上个月美国经济体流失263千份工作,服务业受到的打击特别大。有关官员还说,目前有1,510万人失业。自200712月经济衰退开始以来,美国已经失去了超过7百万个工作。

这项新的数据引发人们的担忧,担心高失业率可能会威胁到经济复苏的步伐。奥巴马总统说,这份最新的失业率报告在唤醒人们意识到,美国的经济复苏不会太顺利或太容易。他还说,这份失业报告意味著还有更多工作有待他去完成。

中国超越美国成为南非的最大出口地

中国近年来与南非的双边商贸关系不断加强,截止到2009年上半年,中国已经超越美国成为南非的最大出口地。根据南非工商部周五(102日)公布的数据,中国还取代德国成为南非的最大贸易伙伴国。

随著经济的迅速发展,中国把寻求能源矿藏的目光转向非洲。最近10年,中国同非洲的贸易增加了10倍。仅去年,双边贸易额就达到735亿欧元。

南非《商业日报》引述中国大使的话说,两国贸易额的增加是由于在全球金融危机冲击下多数发展中国家降低了对新兴经济体的订单,但南非对中国的出口额却逆势增长。

中国工商银行于2008年初斥资54.6亿美元收购了非洲最大银行南非标准银行的20%股权,成为该银行的最大股东。南非金融界人士说,中国的贸易足迹不只是频繁出现在南非,而是遍布整个非洲大陆。

美国9月份失业率攀升至9.8%

美国9月份非农就业人数降幅高于预期水平,失业率攀升至9.8%,进一步表明劳动力市场不可能实现快速复苏。美国劳工部(Labor Department)周五宣布,9月份非农就业人数下降26.3万人,其中,建筑业、制造业、零售业和政府部门的就业人数降幅最大。接受道琼斯通讯社(Dow Jones Newswires)调查的经济学家此前预计的9月份非农就业人数降幅为17.5万人。

9月份失业率增长0.1个百分点,至9.8%,而去年7月份时,失业率还在6%以下。自从200712月份经济开始衰退以来,美国失业人数已累计增加760万人,失业率增长一倍至9.8%9月份平均小时工资增加0.01美元,至18.67美元。平均每周工作时间减少0.1小时,至33.0小时。

U.S. Wonders if Iran Is Playing for Time or Is Serious on Deal

After Tehran agreed to send most of its openly declared enriched uranium outside Iran to be turned into fuel, Obama administration officials were clearly walking a fine line on Thursday between celebrating what could be a possible breakthrough in international efforts to rein in Iran’s nuclear ambitions and sounding appropriately skeptical that the administration was not going to be played by Tehran.

“Taking the step of transferring its low-enriched uranium to a third country would be a step towards building confidence that Iran’s program is in fact peaceful,” Mr. Obama said Thursday. But, perhaps aware of the country’s history of appearing to make concessions and then backing off, he quickly added: “We’re not interested in talking for the sake of talking. If Iran does not take steps in the near future to live up to its obligations, then the United States will not continue to negotiate indefinitely, and we are prepared to move towards increased pressure.”

IAEA: ElBaradei to Iran this weekend

Mohamed ElBaradei and the Iranians will discuss a broad range of issues, including a covertly built enrichment facility that it recently revealed, the UN nuclear watchdog said.
The announcement came two days after Iran and six world powers put nuclear talks back on track at a landmark session in Geneva that included the highest-level bilateral contact with the US in years.

US President Barack Obama characterized the meeting as a "constructive beginning," following Iran's apparent agreement to open its nuclear facilities to inspection, to meet again later in the month and in principle to have a third party provide it with nuclear energy.
Iran will have two weeks, Obama said, to follow through on the commitments Western officials announced following the seven-way Geneva meetings, the first in which the United States held substantive direct discussions on the Iranian nuclear program with Teheran.

Iran: We reached no deal to ship nuclear fuel

Tehran has rejected reports that it reached a deal with world powers to ship its enriched uranium abroad for further processing, says an official.

Iran's Supreme National Security Council said the assumption that such an agreement had been reached with the P5+1 (permanent members of Security Council plus Germany) during the Geneva talks was untrue.

The Council's Media Secretary Peyman Jebelli made the announcement in an exclusive interview with Press TV.

Jebelli's comments came after some media outlets reported that Iran had agreed to ship low-grade uranium to Russia and have it returned to Tehran after it had been enriched to a level of 20 percent.

According to the reports France would replace the uranium in sealed fuel assemblies that Iran would later use to operate a Tehran reactor which produces medical isotopes.

Iranian officials say, however, that the offer to "purchase" 20 percent enriched uranium is what would be discussed at an October 18 meeting with the IAEA, stressing that the session would have nothing to do with the Geneva talks.

Iran says that it will take the best offer from either of the sales candidates, which include Russia, France and the United States.

On Thursday, diplomats from Iran and the six world powers (China, Russia, the US, Britain, Germany, and France) took part in the first session of a new round of wide-ranging talks over global issues that is to continue through October in Geneva.
